Thip alignment as adopted, has never been constructed and after numerous discussions , the City Council has recommended that this precise plan and ordinance be repealed and a naw precise plan be established for this alignment . At the March 19. 1979 City Council meeting. the Counci 'L directed the Planning Commission to review alternative alignment designs and report back to the council with its recam.-Tiendation for a new precise plan for this intersection. On April 17, 1979 , the Planning Commission held a public hearing on Precise Plan of Street Alignment No . 79•-2. At this meeting, :he Commission reviewed ten alternatives and a variation of one of those. alternatives. The ten alternatives reviewed were the same as those presented to the Planninq Commission as part of Precise Ilan of Street Alignment No. 78-4 . After reviewing all eleven of the alternatives , the Planning Commission selected Alter- native Nv� . 10 to be presented to the City Council as the conceptual design for. the Lake Street/Atlanta Avenue Alignment . Attached are both the staff reports from Precise: Plan of Street Alignment No. 78 -4 dated August 1 , 1978 , and from precise Plan of Street Alignment No. 79-2 dated April 17 , 1979. AJ,so attached is one additional alternative which has been labeled z Alternative 4A and is similar in nature to Alternative 4 as pre- sented in Precise Plan of Street Alignments 78-4. 3.0 ANALYSIS: Each of the ten alternatives are analyzed , including costs relating to relocation , construction, and land acquisition, in the attached staff report . Only Alternative 4A .is analyzed herein. Alternative 4A provides for a continuation of the existing alignment and with the use of a 20--foot offset of the centerline to the south of the existing centerline at a point approximately 140 feet east of Huntington Street this alignment would maintain 100-foot right--of-way from Beach to Lake Street. This offsetting of the centerline as proposed would eliminate any disruption of the property on the north side of Atlanta Avenue. Minimal disruption would take place at the intersection, which helps to maintain a lower estimated development cost for this alternative than the majority of the ten alternatives explored under P .P.S.A. 78-4 .. This report presents a summary of all ten (10) alternatives that hava been considered by the Planning Commission to date. Included in the report i.s a drawing of each alternative , a discussion of the advantages and disadvantages of each alternative , and the associated estimated cost to implement each alternative. 3. 0 SUMMARY OF ISSUES : The primary areas of concern with regard to these Precise Plan alternatives are as follows: (1 ) The impact of the alternatives on local circulation patterns. In particular, the impact on east/west circulation and downtown/ beach access . (2) The cost of implementating the alternative , including right-of-way acquisition, relocation , and construction. (3) Engineering feasibility of the alternatives , including safety considerations . PRECISE PLAN OF STREET ALIGNMENT NO. i '4 . 0 ANALYSIS : Precise Plan of Street Alignment No . 70-4 was adopted in February , 1971 , and was intended to provide a direct east/west connection between Beach Boulevard and Goldenwest Street utilizing Atlanta Avenue and a one-way couplet composed of Orange Avenue and Olive Avenue. Although the goal of improving east/west circulation in the downtown area has been retained, the concept of the one-way couplet, which was an integral ` part of the Top -of-the-Fier Plan , has been deleted from the Circulation Plan of Arterial Streets and Highways . As a result , PPSA 70-4 no longer r,efiects the City ' s circulation plans and objectives . 0 In 1977 , the Planning Staff develo• wl five alternatives for a new precise plan for Atlanta and Lake. All fix-:! ,alignments called for a 100 foot width on Atlanta (presently 60 fend- wide ) with the additional right-of--way coming off the south aide. V z,ef: of the alternativen pro- vided a direct connection bt. ,ween Atlanta and Orange, accomplished by curving Atlanta northward between Huntington Street and Lake . alternative 4 corresponded essentially to the existing configuration , with Atlanta intersecting Lake at right angles . Alternative 5 proposed to terminate at Atlanta , which was to curve southward to .intersect with Pacific Coast Highway utilizing the existing Lake Street right-of-way. At its June 22 study session, the Planning Commission dire::ted staff to prepare additional alternatives based on the following criteria : (1 ) the Atlanta Avenue right-of-way should be 80 feet wide; (2 ) a direct connection should be provided between Atlanta and Orange ; (3 ) impacts on developed parcels on the north side of Atlanta should be minimized. Four new alter::,,,_-ives (Alternatives 6 , 7 , S and 9) were developed by staff and preson,.:ed to the Planning Commission at the July 18th meeting . These alignments involve significant design problems due to undesirable curve radii and sight distances . An alignment that provided an adequate radius would necessarily have a greater impact on developed parcels on the north side of Atlanta , since the curve would begin at a point closer to Huntington Street . Therefore, choosing among these alternatives involves a tradeoff between design safety/traffic Flow considerat-ions and, the cost of right-of-way vcquisit.ion and relocation . The following dis :ussion presents a summary of each of the ten alternative alignments that have been previously considered by the: Planning Commission. 4 . 1 Alternative I Alternative 1 would provide a 100 foot wide rights-of-way and would be realigned north to intersect with Orange Avenue at Lake Street . Provides a parallel streets to pacific Coast highway that will relieve traffic congestion along Pacific Coast highway. 4 . 1 . 2 Alternative 1 Disadvantages 1. Cost may be prohibitive. 2 . Uprooting and relocation of persons from residential units . 4 . 2 Alternativ—. 2 provides for Atlanta Avenue to be designed at a 100 foot right-of-way and swing north to intersect with existing Orange Avenue at bake Street. However, the Alternative 2 alignment would require the acquisition of more land east of Lake Street. 4 . 2. 1 Alternative 2 Advantages 1. Provides a direct east/west connection between Beach Boulevard and Goldenwest Street . 2 . This in the best alternative from a traffic flow/circulation point of view. 4 . 9 . 2 Alternative 9 Disadvantages 1 . Costliest of all alternatives . 2 . Involves substantial relocation . 4 . 10 Alternative 10 Alternative 10 provides for exactly the same dc-aign as is shown in Alternative 5 , with the exception that the right-of-way width west of Huntington Street is HBO feet . The same advantages and disadvantages teat were indicated under Alternative 5 apply to Alternative 10. Althoutah the goal of improving east/west circulation in the downtown area has been retained , the concept of the one-way couplet , which was an integl•,al part of , the 'Cop-of-the-Pier Plan , has been deleted from the Circulation Plan of Arterial Streets and Highways . As a result , PPSA 70-4 no longer reflects the City ' s circulation plans and objectives . I In 1917 , the Planning Staff developed five alternatives for a new precise plan for Atlanta and Lake . All five alignments called for a 100 foot width on Atlanta (presdntly 60 feet wide) with the additional right-of-way coming off the south side. 'Three of the alternatives pro- vided a direct connection between Atlanta and Or►anele , accomplished by curving Atlanta northward between Huntington Street and Lake . Alternative 4 corresponded essentially to the existing configuration , with Atlanta intersecting Lake at right angles . Alternative S proposed to terminate at Atlanta , which was to curves southward to intersect with pacific Coast Highway utilizing the existing Lake StrcuL right-of-way . An alignment that provided an adequate radius would necessarily have .a greater impact on developed parcels on the north side of Atlanta , since the curve would begin ,at a point closer to Iuntington Street . On April 17. 1979 , the Planning Commission held a public heartnq on Precise Plan of Street Alignment No. 79- 2 . At this meeting. the Commission reviewed ten alternatives and a variation of one of those alternatives . The ten alternatives reviewed were the sarTM: as those presented to the Planning Commission as part of Precise Plan of Street Alignment No . 78--4 . After reviewing all eleven of the alternatives, the Planning Commission selected Alter- native No. 10 to be presented to the City Council as the conceptual design for the Lake Street/Atlanta Avenue Alignment . Attached are both the staff reports from Precise Plan of Street Alignment No. 78-4 dated August 1 , 1973 , and from Precise Plan of Street Alignment No. 79- 2 dated April 17, 1979.
