There are a 'number 'of: unresolved issues, that, may have an impact on the Garfield - Goldenwest area which should be resolved before work on specific development standards is under- taken. The major issues are as follows : 1. The future alignment of Gothard Street south of Ellis Avenue has - not been finalized and may have a substantial impact on circ►ilation and land use in the Garfield -- Goldenweat area. Staff is currently considering alternative alignments for Gothard Street and will ! = bring these alternatives to the Planning Commission during the next amendment to the Circulation Plan of ,Arterial Streets and r ; Highways. 2. The City is considering including the eastern portion of the Garfield - Goldenwest area into a G_trara Corridor Redevelopment Project Area for which a redevelopment plan would be prepar,2d. ! 3. The City Council recently approved a redesignation anO rezoning of a portion of the site to Industrial to accommodate a request by the Cambro Manufacturing Plant to expand their operations: a wo uld uld o d for s d st a portion.specific lan o n t be needed r this in u. ..i 1 t� n. P P 4. The property owners in the Garfield - Goldenwest area have not indicated that they want the City to prepare a specific plan for their properties . In short., there are a number of f,ignificant unresolved issues that may have an in act can the Garfield - C; P oldenwest area which should he re- solved before additional planning efforts arc infleitakcrs for the aret. . Staff will continue to monitor any City actiona that may impact future ' + land ur-es in the Garfield - Goldenwest area and to evaluate what Special planning efforts by theCity if any, will be neceBsai-y to Insure c.onicaatibl.e and coordinated d, relopment . Baker, Attorney at Law, y • in which he has requested to address the City Council on the matter . of street improvements along his client' s westerly property line ;at Talbert Avenue and Redondo Circle. Events as set . forth by Mr, Baker in his letter are correct. This department has no explanation of why the planned alignment for Redondo Circle was missed .an the originallya roved AR 78-59. PP r A 4 ��;•,- Mr. Kovacs,, the property owner, subsequently revised his pan and # . resubtritted it for approval , and at that - time it was discovered that the original approval had not taken the street alignment into con- ' 'sidc�ration. There has been mach Bela because of this prior o��er- Y sight ands as stated by Mr. Baker, the majority of the street is required to be dedicated from his client's property. The street alignment and improvement will directly benefit the City' s holdings to the south of the subject industrial development. Because of that beneficial effect to the value of the City-owned property-,, as well as the delay and expense caused by the prior oversight and the majority dedication required from this property, the Department of Development Services in our reviews with the representatives of the applicant has recommended that he pursue with the City Council some possible relief .from the street improvements as currently required . (Asa side issue, when it was determined that the street was required to be dedicated and improved additional grading was necessary upon Mr.. Kovacs ' property. because of street grade. The surplus earth from this grading has been given to the City to partially Mitigate the depression caused through the construction of the 'Taylor Street park =`5 site . ) r . . Additional revisions have been necessary on Mr. Kovac;s' site plan { because of the dedication of approximately ' 35 .feet of the 45-foot ' -°fndustrial street section from his property. Approve in concept the participation with the property owner for partial reimbursement fog the street improvements as required by the Board of Zoning Adjustments on Administrative .,Review 79--5i and request the 'developer to submit to the .Department of Public Works calculations on quantities and costs for these additional" street improvements. 2 ., Approve in concept the costs -of street improvements for the 'i north/south leg of Redondo Circle as ' required by the Board of Zoning Adjustments on AdministrativeReview 79-57. and require that Ij the developer submit to the Department of 'Public Works-'auantities f and costs for such construction and grant reimbursement in exchange for the street right-of-way dedication. The proposed street will take approximately 3/4 of its width from my, client 'S., property and because the westerly property is already, developed only approximately 1/4 of the.- width will "come from that property. ti . .That -fact alone is a major 'disproportioning of the burden of improvement in that obviously my client would be faced with upwards of 3/4 of the cost of the street . Since at the time the westerly property was developed no 'provision for the,, ,street was contemplated , the westerly property-'owner was not requiredito bond 'or guarantee for street improvements.' In addition , our "preliminary engineering studies indicate that the adjacer'it property owner has constructed a block wall which encroaches on the City' s proposed right of way and `that the wall ' S footing are as much as -3-1/2 feet higher than the top of the proposed curb of the west side of:. the street, indicating art excessive change in grade from the property as it now stands - and the elevation .of the finished street.
