PLANNING COMMISSION ACTION: ON MOTION BY SLATES AND SECOND BY PORTER PRECISE PLAN OF STREET ALIGNMENT NO. 75-6 WAS APPROVED BY THE FOLLOWING VOTE: AYES: Bazil, Higgins, Kerins, Finley, Slates, Porter NOES: None ABSENT: Geiger PLANNING COMMISSION RECOMMENDATION: The Planning Commission through adoption of Resolution No. 1153 , recommends that the City Council approve Precise Plan of Street Alignment No. 75-6 . SUMMARY OF STAFF REPORT: As a result of continued industrial development in both the Lusk Industrial Park and Kaiser-Aetna subdivision, the staff has expressed concerns over the use of McFadden Avenue through the residential areas by industrial traffic. Consequently, on February 18 , 1975, the City Council, as recommended by the Planning Commission, adopted Resolution No. 4033 which eliminated the "Arterial Street" designation on McFadden between Bolsa Chica and Graham Streets. At the same time an arterial connector street was located in the Kaiser-Aetna industrial park to pick up the westerly industrial traffic flow. Precise Plan of Street Alignment No. 75-6 will implement the actual closing of McFadden Avenue and specify the improvement criteria for which the industrial developers' will be responsible. The Planning staff recommended approval of Precise Plan of Street Alignment o. 75-6 . y PAGE TWO ENVIRONMENTAL STATUS: The proposed street alignment is a lesser part of a project for which an Environmental Impact Report has been previously prepared and approved by the City Council. General Plan: REQUEST: A precise plan of street alignment to terminate McFadden Ave. in a Low Density cul-de-sac at the westerly Residential boundary of the industrial properties located between Industrial Graham and Bolsa Chica Sts. This closure is proposed to lessen the impacts of industrial and vehicular truck traffic J circulating through the resi- dential area to the west. v U W u Z z O J O O ' Q Y 0 HISTORY The tusk Industrial Park was originally before the Planning Commission for approval action on Tentative Tract Map 6948 at the March 17 , 1970 meeting. A number of conflicts were identified at that time in allowing the innercirculation between the industrial development and the R-1 to the west. In 1972 when the development was again before the City for revisions to the tract map, a request was made that McFadden. Avenue be terminated at the westerly boundary of the industrial property to partially mitigate innercirculation and impacts generated from the truck traffic upon the existing single family homes. Again, in 1973 , when a portion of the subdivision was up for an extension of time and. reapproval a condition was added on the map that no final map be recorded at the northwest corner of Graham and McFadden until such time as the City had reviewed and approved an amendment to the Master Plan of Arterial Streets and Highways for removal of McFadden. At thatetime, communications were also sent to the County Road Commission inquiring whether this deletion would affect the City' s funding program and an indication was received that based upon a comprehensive analysis , McFadden . could be deleted. PP 75-6 ` PAGE TWO When Kaiser-Aetna filed for approval of their industrial development (Tentative Tract Map 8588 and 8694) in 1974, a comprehensive analysis and traffic study was presented to the City for review in conjunction with those tentative maps. The. maps were processed concurrently with Master Plan of Arterial Streets and Highways Amendment No. 74-1 for the removal of McFadden as a secondary arterial highway from the arterial streets and highways element. Prior to approval of Master Plan Amendment 74-1, there was a general consensus of approval regarding the removal of McFadden expressed by both the Planning Commission and Staff as a result of previous discussion during several Planning Commission . meetings. The environmental impacts of the proposed -amendment had been assessed in ..previous environmental documents. The environmental analysis and evaluation regarding the realignment .of McFadden was provided for in the Huntington Beach Industrial Park Environmental Impact Report No. 73-16. Environmental .Impact Report No. 73-16 addressed the problems associated with the present alignment of McFadden Avenue in relation to the residential uses and the associated elementary school 1) The safety hazard created by industrial traffic flowing past. the Robinwood Elementary School through the residential zone to Bolsa Chica Street. 2) The safety hazard created by the elementary students wandering into the industrial area to play. .3) An additional safety hazard created by the flow of pedestrians, bicycles, and motor vehicle traffic passing the industrial park. 4) The increased noise experienced by the residents as a result of the increased traffic along McFadden Avenue. As a result of these factors, the Huntington Beach Industrial Park. environmental impact report proposed the secondary arterial highway midway between Bolsa Avenue and the present alignment of McFadden Avenue. The staff had evaluated all information presented within the Huntington Beach Industrial EIR and concurred with its analysis. On February 18, 1975, the .City Council adopted Resolution 4033 affecting the elimination of McFadden Avenue from the arterial streets and highway element and relocated an arterial highway. midway between Bolsa Avenue and the present alignment on McFadden Avenue to facilitate industrial traffic to Bolsa Chica Street. PP 75-6 PAGE THREE GENERAL INFORMATION: Precise Plan of Street Alignment 75-6 is being pursued at this time to enable the Planning Commission and City Council to reach a determination upon the ultimate width of the existing McFadden Avenue as .well as a determination_ on the termination of McFadden Avenue at the westerly boundary of the industrial subdivision. Although the Huntington Beach Industrial Park has filed a revised Tentative Map 6948 for approval action, the closure on McFadden Avenue has no direct effect upon the approval of this pending subdivision. However, it should be pointed out that a determination should be made by the Planning Commission and City Council on this requirement for cul-de-sacing of McFadden Avenue at the westerly boundary line of the industrial sub- division, so that these improvements can be installed concurrently with the development of the industrial subdivision. ENVIRONMENTAL STATUS: On March 18 , 1574, the Environmental Review Board approved Environmental Impact Report 73-16 for the Lusk Industrial Park as well as a comprehensive supplementary traffic report which also analyzed the closure and made recommendations for the termination of McFadden at the westerly boundary of the industrial subdivision. The environmental impact report was adopted by the Planning Commission at its June 18, 1974 ..meeting concurrently with the approval of Kaiser/Aetna Tentative Tract Maps 8588 and 8654 . The Environmental Review Board' s recommendations are attached herewith. RECOMMENDATION: In view of the above information, the staff recommends approval of Precise Plan 75-6 with the stipulation that the industrial developer be required to install street improvements in compliance with plans to be approved by the City. SUMMARY OF STAFF REPORT: The area has been amended from time to time with different precise plans of street alignment both for inner-circulation and termination in the form of cul-de-sacs to prohibit inner-circulation between Keelson Lane and Elm Street. On July 1, 1975 , the Planning Commission approved Tentative Map 8916 which encompasses property between the terminus of Keelson Lane and Elm Street. This action prompted Precise Plan of Street Alignment No. 75-7 as it was recommended that inner-circulation be provided between Keelson Lane and Elm Street. Thus, the existing precise plan (PPA #69-1) , had 'to be amended to afford such circulation. The r PPA 75-7 Page Two developer of Tract 8916 was conditioned to construct street sections pursuant to Precise Plan No. 69-1 if that plan is not amended prior to recordation. SUMMARY OF STAFF REPORT: The City Council at its meeting of August 21, 1972 adopted Precise Plan of Street Alignment No. 72-4 which provided for an east/west street between Leslie Drive and the Rl property to the east. The Planning Commission at its meeting of May 20, 1975 approved a Tentative Map for a single family subdivision on the affected property. A number of problems were identified in conjunction with this approved development plan and the existing street alignment. HISTORY The original Precise Plan of Street Alignment 72-4 was initially reviewed by the Planning Commission at its May 9 , 1972 meeting at -which time the Planning Commission approved the alignment which would provide for an east-west street between Leslie and the R1 property to the east. The street was originally designated as "B" Street with a 54 ft. ultimate right-of-way width and intertie via "A" Street to Vineland Drive within the R-1 property to the east (see attached plot designated Precise Plan 72-4) . The City Council reviewed Precise Plan 72-4 and subsequently adopted at their August 21, 1972 meeting. It should be pointed out that when the original precise plan was before the' Planning Commission for review the property owners, owning property north of "B" Street as designated on the original precise plan addressed the Planning Commission and requested that "B" street be deleted from the precise plan. The letters of communication as well as a plot designating the desires of the property owners are attached herewith for your review. TWO GENERAL INFORMATION: In November of 1974 , when Tentative Tract Map 8821 was submitted on the R1 property affected by Precise Plan 72-4 , a number of problems were identified in conjunction with this previously approved precise plan. The staff and a representative for the developer explored a number of alternative layouts on the property; however, none of these alternatives appeared to be a workable solution because of the difference in grade required for this interconnecting "B" street as well as the existing grades of the property immediately north of such alignment. The Subdivision Committee worked with the developer to resolve the problem and a map was subsequently submitted to the Planning Commission and approved. At the Planning Commission meeting of May 20, 1975, the Planning Commission approved Tentative Tract Map 8821 and instructed the staff to investigate a new precise plan of street alignment which would mitigate the problems identified when the map was originally filed. Following are the advantages and disadvantages of the alignment submitted for review in conjunction with the approved Tentative Map 8821 which would provide for a north-south street to intersect with Warner Avenue on the R1 property and a deletion of "B" Street as originally designated for the intertie between the R1 property and Leslie Lane . ADVANTAGES : 1. Eliminate the massive cut and fill operation necessary to obtain a .street elevation at the westerly R1 property line necessary to establish a reasonable grade on the "B" Street intertie. 2. Eliminate the massive cut operation on the property immediately west of Tentative Map 8821 which would be necessary to achieve the "B" Street intertie. 3. Eliminate the steep grade necessary for access to be achieved from the properties to the north and south of "B" Street because of the fixed elevations and grades on' "B" intertie. 4. Eliminate the through traffic circulation between the multiple density residential to the west and the R1 low. density properties to the east. 5. Eliminate the massive cut and retaining wall necessary on the not-a-part parcel at the northwest corner of the Rl properties upon which Tentative Map 8821 was filed and approved. 6. Affords greater flexibility and lot depth for future construction on the properties immediately south and abutting Warner Avenue. ;- 75-5 AGE THREE DISADVANTAGES: 1. Will require that the City review and analyze drainage for the multiple zoned property for a drainage system to intertie with Vineland Drive. 2. Will require that the City reanalyze and amend the Land Use Element of the General Plan to eliminate the R1 property immediately north of "B" Street as originally designated. 3. City required to initiate rezoning of the R1 property to a holding zone until such time as the Land Use Amendment has been processed and approved. PRO and CON on Rezoning: A. PRO 1. Will eliminate R1 property from being constructed immediately adjacent to a heavily traveled arterial highway. 2. Will eliminate a number of R1 residents from being subjected to heavy traffic noise at this location. 3. Could possibly increase the tax base if the Land Use Element was to be amended to afford office professional on those properties immediately south of Warner Avenue. B. CON 1. Rezoning could possibly create additional office professional strip zoning for these properties on the south side of Warner Avenue at this location. 2. . Could possibly increase the density within the area by rezoning . .the property to multi-family similar to that property immediately to the south. 3. Office professional at this location could possibly create some traffic problems if not properly reviewed with ingress and egress for the properties restricted to selected locations. The Department of Public Works and Planning Department concur that the proposed alignment on Precise Plan 75-5 is a viable alternative to the original approved precise plan. After a comprehensive investigation, it was determined that "A" Street should be extended northerly to intersect with: Warner Avenue and that "B" .Street be eliminated to mitigate the impact on the properties affected because of grade differential between the R1 properties .to the east and the multi-density properties to the west. ;.•� 7 5-5. v PAGE FOUR This precise plan of street alignment is being pursued at this time to enable the developer of Tentative Tract 8821, previously approved by the City,to record a map as his Tentative Map has been conditioned that prior to recordation of a final map a new precise plan alternative' be reviewed and approved. ENVIRONMENTAL STATUS: On December 24, 1974, the Environmental Review Board granted a Negative Declaration for Tentative Tract 8821 at which time the Board reviewed and investigated the intersection of "A" Street with Warner Avenue, having found that the project will not have a significant adverse effect on the physical environment. The Environmental Resource Department has reviewed the proposed deletion of "A" Street from the original precise plan and has found this deletion to mitigate previous effects not originally analyzed on the on i,n p1al precise plan as apLro��Led by the City in 1972. Therefore, an Exemption was granted on PPA 5-5. RECOMMENDATION: In view of the above information, the Staff recommends approval of Precise Plan of Street Alignment 75-5 for the northerly extension of "A" Street to intersect with Warner Avenue with a 54 ft. width and the deletion of "B" Street interconnecting east-west street from Leslie and the R1 property to the east. Commission at its February 17, 1971 meeting in conjunction with . . Master Plan Amendment 71--1 at which time the Planning Commission approved Precise Plan of Street Alignments _71-2 and Master Plan of Arterial Streets and Highways Amendment 71-1 for upgrading and realignment of the Mansion/ Yorktown intertie. The City Council reviewed both items at their March 15, 1971 meeting and approved and directed the City Attorney' s office to prepare an ordinance effecting the realignment for Precise Plan No. 71-2 .. In the preparation of the legal description for the precise plan of re- a'lignment, the Department of Public Works determined that the precise plan as approved would significantly affect the knoll on the property immediately north of the Civic Center. As these applications had not originally under- gone an Environmental Assessment as required by the California Environmental Quality Act of 1970 when originally reviewed by the City, Publir Works requested that an Environmental Impact Report be prepared. ' In November of 1973, a draft EIR for various street improvements was prepared by EaI Research. However, as this draft Environmental Impact Report identified TWO ,iany significant effects on the Mansion/Yorktown Ave. alignment (1600 ' centerline radius) , Public Works subsequently requested that this street alignment be deleted from the report and that alternative alignments be explored. GENERAL INFORMATION In January, 1975, the Public Works Department prepared three alternative alignments; each of these alternative alignments were analyzed from the standpoint of mitigation for environmental effect and economics. Following are the advantages and disadvantages of each alignment submitted for review. Alternative No. 1 - 1600 ' Centerline Radius Pros 1. Eliminates bad intersection of 17th, Huntington and Yorktown. Cons 1. Three oil wells are in alignment. (Est. cost $168, 000 for removal) . 2. One building and two oil tanks are in alignment. 3. A large portion of knoll will be removed by Mansion and Lake. 4. All existing utilities will have to be replaced. 5. Approximately 70 trees are in the alignment. , Alternative No. 2 - 1200' Centerline Radius Pros 1. Eliminates bad intersection design at 17th, Huntington and Yorktown. Cons 1. Three oil wells are in alignment. (Est. cost $142,000 for removal) . 2. One building and seven oil tanks are in alignment. 3. Portion of knoll will be removed by Mansion and Lake. 4. Intersection of Lake and Mansion will have to occur closer to the tracks. 5. All existing utilities will have to be replaced. 6. Approximately 61 trees are in the alignment. Extension of Lake will force partial removal of knoll. 3. One building and two oil tanks will have to be relocated. (Est. cost $10, 000) . 4. Approximately 35 Eucalyptus trees are in the alignment. The Public Works and Planning Departments believe that Alternative No. 3 with a centerline radius of 800 ' is the most desirable. . This alignment will cause the least amount of damage to the physical environment and requires the lowest expenditure of funds. Based on .the 800 ' centerline radius, this precise plan was prepared and presented to the Environmental Review Board in March, 1975. Final Environmental Review Board approval came April 1, 1975. The precise plan of alignment is being pursued at this time to enable the City to receive budgeted funds from the County for purchase of property that lies within the proposed. right-of-way. The additional property needed consists of approximately 2. 3 acres and will cost approximately $50,000. The County has approved construction funds for the project. If the precise plan is approved, the right-of-way acquisition would occur and construction would start during the early part of 1976. The. 800' centerline radius alignment will not greatly affect any future plans for the extension of Lake Street north to Garfield Avenue. At such time as the City' s arterial streets are studied under the Circulation Element of the General Plan, the proposed continuation of Lake Street to Garfield will be studied and recommendations presented to the Commission. This 800' centerline radius alignment will require modification of the existing intersection for 17th Street, Lake Street, and MansionkAvenue, as it is presently considered to be very bad by the Traffic Division of Public Works. The following alternatives were studied by the Planning and Public Works Departments with each considered as viable alternatives: 15-2 ;tGE FOUR Figure 1 'r Advantages 1. F 15-2 AGE FIVE ENVIRONMENTAL STATUS On April 1, 1975, the Environmental Review Board granted a Negative Declaration for the project (Alternative No. 3) having found that the project will not have a significant adverse effect upon the physical environment. RECOMMENDATION: Rescind approval of Precise Plan No. 71-2 and adopt Precise Plan of Street Alignment No. 75-2 with an 800' centerline radius because of environmental and cost benefits that would be realized. REQUEST: Precise Plan of Street Alignment PLANNING COMMISSION ACTION: ON MOTION BY BAZIL AND SECOND BY PORTER PRECISE PLAN OF - STREET ALIGNMENT NO. 74-3 WAS APPROVED BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Finley, Boyle, Porter NOES: None ABSENT: None SUMMARY OF STAFF REPORT: When the Taylor and Beach Specific Plan was adopted last October, it indicated a north-south local street 600 feet to the east of the railroad, south of Talbert Avenue. This street has become known as Redondo Circle. Subsequent to the adoption of the plan this street has presented technical problems that will require expensive construction techniques to solve. In addition to this, the property to the west of the alignment fronting on Talbert has changed owner- ship and the new owner is requesting the alignment to be changed. The technical problem is a 21 inch water main that runs down the center of the adopted street alignment. At a point approximately 300 ft. south of Talbert Avenue the line begins to rise above the grade of surrounding properties and continues in this manner to Taylor Drive. In order to construct the street and provide proper drainage it would be necessary to lower the water line, an expensive undertaking. The Planning Staff at the Planning Commission meeting of October 15 , 1974 indicated that the involved property owners had reached an agree- ment on the proposed change to the Taylor and Beach Specific Plan and recommended approval of Precise Plan of Street Alignment No. 74-3. 7-X-, a Page 2 ADDITIONAL INFORMATION: Mr. Jerry Jones, an involved property owner, addressed the Planning Commission on the matter and inquired if the Commission had any questions. ENVIRONMENTAL STATUS: The Environmental Review Board at its meeting of August 27 , 1974 granted the proposal Exemption Declaration No. 74-126, having found that the project will not have a significant adverse effect upon the physical environment. Harlow Secretary Enclosures: Staff Report Area Map Environmental Review Board Transmittal so MEMO TO Planning Commission FROM Planning Department DATE August 20, 1974 RE TAYLOR AND BEACH SPECIFIC PLAN, PRECISE PLAN OF STREET ALIGNMENT 73-1 When adopted last October, the Taylor and Beach Specific Plan indicated a north-south local street 600 ft to the east of the railroad, south of Talbert Avenue As a result of subsequent activity following the adoption of the plan this street has become known as Redondo Circle Also, the street has presented technical problems that will require expensive construction techniques to solve In addition to this, the property to the west, fronting on Talbert (Parcel "A" on attached sketch) , has changed ownership and the new owner is requesting the alignment to be changed The technical problem is a 21" water line that runs down the center of the adopted street alignment Approximately 300 ft south of Talbert Avenue the line begins to rise above the grade of surrounding properties and continues in this manner to Taylor Drive (Refer to attached sketch ) In order to construct the street and provide proper drainage it would be necessary to lower the water line, an expensive undertaking It would be less expensive to cross the water line perpendicularly with a street The new owner of Parcel "A" feels his proposed alignment will allow for a more desirable subdivision of his property as well as being of economic benefit to himself The proposed alignment, as indicated in the attached sketch, is essentially the same as originally proposed in 1972 However, the previous owner of Parcel "A" would not agree and thus the present adopted alignment has evolved The owners of Parcels "A" and "B" are in mutual accord with the proposed alignment The proposed alignment is substantially the same as the adopted alignment and would allow for development and access to Parcel "C" , which the City now owns It also serves as the first increment of what could be an internal circulation system for the industrially zoned area The owner of Parcel "D" has dedicated 1/2 of the street along his westerly property line, has bonded for improvements, was conditioned in his Adm,nistrative Review (72-151) to take secondary access off Redondo Circle, and has been held up in development of his property because of the uncertainty of Redondo Circle His present position is one of opposition to any change in the proposed alignment Page 2 The owner of Parcel "C" has dedicated his portion of the Cul-de-sac He has submitted a site plan to the BZA and received approval based on the adopted street alignment Subsequently he submitted a revised site plan for approval, based on the proposed street alignment Approval was granted on August 7, 1974 The Planning staff has been in favor of the proposed alignment, providing mutual accord was reached among owners of Parcels "A" , ''Bill licit, and "D" However, at this time the owner of Parcel "D" is in opposition Staff will be prepared to discuss this further with the Commission at the August 20, 1974 meeting and present a recommendation ES j a ®®®Iloilo®®®,®, sell® 1 ■1 11 II/ million • Illlllllllllli """"""""""""' 011ie11ii111 ........................ 0 as o EnVIROnMEnTAL REVIEW BOARD CITY OF HUNTINGTON REACH CALIFORNIA P O BOX M 92648 TO: Department of Public Works FROM. There are several major problems related to the land and to allow development without any attempt to solve them would be disadvantageous and create an unfavorable situation. The problems relating to this area are: 1. This area has been divided into 161 small parcels. The majority of these parcels are 25 x 104 ft. Some lot consolidation has occurred in this area, however there are still a number of owners. 2. There are no private or public streets to serve the interior lots in this area. Access easements across these parcels were established at the time the property was divided and deeded. 3 . There are presently some soil and topography problems in this area. However, the major land holder is presently in the process of correcting these problems. e 7-'p 7 _ �.� Page Two 4 . - The entire parcel is zoned M1-CD, light industrial - civic district. It is the consensus of the Staff that before development be permitted in the area, that certain recommendations be implemented in order to rectify the enumerated problems.. These include the adoption of a Precise Plan of Street Alignment to 'provide access to the large number of interior lots which will encourage a more systematic development of the area, and a change of zoning to M1-A-15; 0.00-CD. The change of zoning will encourage lighter industrial development in the area that will be more compatible with surrounding uses, specifically the Huntington Central Park. It is also recommended that a minimum lot size designation be added so as to encourage the consolidation of the small lots into lots large enough to provide all of the amenities required by the ordinance code. ENVIRONMENTAL STATUS: The Environmental Review Board at its meeting of September 24 , 1974 granted Precise Plan of Street Alignment No. 74-2 and Zone Change No. 74-16, Exemption Declaration No. 74-146 and No. 74-145 respectively, having found that neither project would have an adverse impact on the environment. RECOMMENDATION: The Planning Commission through adoption of Resolution No. 1143 and its approval action of Zone Change 74-16 recommends approval by the City Council of both Precise Plan of Street Alignment 74-2 and Zone Change 74-16, a change from Ml-CD to Ml-A-15 , 000-CD. AYES: Bazil, Higgins, Kerins, Porter NOES : None ABSENT: Geiger, Boyle SUMMARY OF STAFF REPORT: Precise Plan Alignment No. 74-1 is a proposal to precise plan the northerly right-of-way on Fernhill Circle. Fernhill Circle is located approximately 242 feet south of Heil Avenue on the east side of Graham Street. The Commission initiated Precise Plan of Street Alignment to assure for a proper street section on Fernhill as well as to provide access from Fernhill to the property immediately north which has a proposed sub- division pending. It was the Commission' s desire to have this sub- division designed in a fashion to restrict vehicular and pedestrian access to Heil Avenue. ADDITIONAL INFORMATION: Some concern was expressed over the additional traffic which this precise plan would place on Fernhill Circle; therefore the following information is offered for review: v The average residential collector within the City has approximately 1600 to 1800 trips per day Based on 8 trips per day per multi- family unit, an additional 384 trips would be added to Fernhill This 384 trips plus the existing 320 trips, or a total of 704 , would still be less than 50 percent of other existing residential collector streets within the City RECOMMENDATION The Planning Commission through adoption of Resolution No 1141 recommends approval of Precise Plan No 74-1 by the City Council for the health and safety of the community by providing an unobstructed bicycle lane at this location as well as providing concentrated traffic flow at restricted locations on arterial highways Respectfully submitt d, Richard A Harlow Secretary RAH JMC gc Enclosures Area Map Resolution No 1141 N.
