Sandoval, Director of Public Works Subject: CITY RESOLUTION TO CALTRANS FOR CONSTRUCTION OF A CONCRETE DIVIDER ON PACIFIC COAST HIGHWAY e- A Consistent with Council Policy? k ] Yes [ ] New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE: The City Council requested staff to prepare a resolution requesting that the California State Department of Transportation construction a concrete divider along Pacific Coast Highway between Golden West Street and Warner Avenue. RECOMMENDATION: Decide upon the approval of the attached Resolution. I - ANALYSIS: High traffic speeds and a number of automotive accidents in the vicinity including a head on collision in Sunset Beach three years ago prompted the City Council to request staff to prepare a resolution to the California State Department of Transportation to construct a concrete divider along Pacific Coast Highway between Golden West Street and Warner Avenue. The divider is the type found on the California freeways, thirty two inches high, called a Type 50A. FUNDING SOURCE: Caltrans funding. Sandoval, Director of Public Works _ ­1i Li_ Subject: RESOLUTION OF SUPPORT; STATE ROUTE 57 EXT {K Consistent with Council Policy? ] Yes [ ] New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE: The City of Costa Mesa has requested that, the City Council support the extension of State Route 57 from Interstate 5 to Interstate 405 as allowed under Assembly Bill 680. RECOMMENDATION: Approve Resolution Number 610 y providing endorsement for the proposed extension. ANALYSIS: Assembly Bill 680 allows CALTRANS to approve the construction of toll roads by private interests and provides for construction of four such facilities as demonstration projects. State Route (SR) 57, the Orange freeway, is a candidate for such a project between its terminus at Interstate 5 (Santa Ana Freeway) and Interstate 405 (Sand Diego Freeway). The bill allows the facility to be operated privately for a period of thirty—five (35) years, after which time it would become a public roadway. Costa Mesa has requested support for this proposed link from affected agencies and adjacent communities. Concurrently, changes proposed to the circulation element of the General Plan of Costa Mesa suggest that certain links over the Santa Ana River between Huntington Beach and Costa Mesa be eliminated. This resolution has therefore been constructed to endorse the proposed extension only when it is considered and coordinated with the other improvements still unconstructed to complete the Master Plan of Arterial Highways, particularly those missing river crossings that will relieve congestion on the two existing crossings connecting the two communities. Otherwise, Huntington Beach citizens will experience continuing deterioration of service on their roads close to the Santa Ana River and on the Adams and Hamilton bridges. FUNDING SOURCE: Not applicable. ALTERNATIVE ACTION: Do not endorse the extension. Endorse the extension with additional language reflecting Council concerns. ATTACHMENTS: Resolution PEC:LFS:BG:dw 2274g/13 P10 5/85 #p RESOLUTION NO. 6105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUPPORTING THE EXTENSION OF ROUTE 57 TO ROUTE 405 WHEREAS, improvement to the regional traffic circulation system benefit all the citizens of the region, and The County of Orange and the City of Huntington Beach have adopted Master Plans of Arterial Highways to guide the implementation of such improvements , and State Route 57 is currently a major component of the Orange County Freeway network that is heavily traveled by commuters who rely on it as a principal north/south thoroughfare, and If extended through its current terminus to intersect Interstate 405, the Orange Freeway would help to relieve pressure . from the already congested State Route 55 and local arterial streets and highways, and Assembly Bill 680 permits and encourages Caltrans to enter into agreements with private entities for construction and operation of four transportation demonstration projects using tolls , and Assembly Bill 680 designates one of these projects to be located in Southern California . NOW, THEREFORE LET IT BE RESOLVED that the City of Huntington Beach does hereby recognize the importance of promoting State Route 57 as a 'candidate for the AB 680 private toll road * program, and BE IT FURTHER RESOLVED THAT the City of Huntington Beach tY'u"1 endorses this designation and will advocate the selection of this corridor, and -1- BE IT FURTHER RESOLVED THAT the City of Huntington Beach will = 1 support the extension of State 57 Orange County to intersect r� Interstate 405 as part of a program of traffic circulation . , improvements that include completion of the Master Plan of Arterial Highways, specifically the bridges proposed at Garfield/Gisler and Banning/19th Street .
