Statement of Issue: Council Resolutions are required to close Pacific Coast Highway and inland streets to operate the Pacific Shoreline Marathon on Sunday, February 6, 2005. Funding Source: N/A Recommended Actions: Motions to: 1. Adopt Resolution No. 2004- 00- , a Resolution of the City Council of the City of Huntington Beach Requesting Caltrans Approve the Closing of Pacific Coast Highway for the Pacific Shoreline Marathon- and 2. Adopt Resolution No. 2004- L(3 , a Resolution of the City Council of the City of Huntington Beach for the Temporary Closure of Portions of Goldenwest Street, Garfield Avenue, Edwards Street, Ellis Avenue, Talbert Avenue, Seapoint Street, Inlet Drive, Overlook Drive, Summit Drive, Varsity Drive, and Central Park Drive for the Pacific Shoreline Marathon. Alternative Action(s): Do not approve resolutions for the Pacific Shoreline Marathon thereby denying the event organizer the ability to operate the event. Analysis: Huntington Beach has hosted the Pacific Shoreline Marathon since 1997. Race Pace Promotions, which conducted the event in the past, requested a termination of its contract. In anticipation of Council approving this action, staff has had discussion with another potential promoter who is willing to put on the event for 2005. Staff would process such a request through the normal specific events process, including review by the Specific Events Committee, permits and payment of all fees and direct costs by the promoter. The event includes a marathon, half marathon, 5K, and children's run. It attracts over 6,500 runners from more than 300 cities in California and throughout the United States as well as �J� REQUEST FOR ACTION MEETING DATE: December 6, 2004 DEPARTMENT ID NUMBER:CSO4-036 from several other countries. There is also a large Huntington Beach participant base, making the event both a destination for tourists as well as a local community event. The upcoming marathon is scheduled for February 6, 2005. The proposed course for 2005 is the same as it was in 2004. While there is some impact to city residents, extensive notification is done to minimize inconvenience. All streets are reopened as soon as public safety permits. The event is reviewed through the Specific Events Committee and the event promoter pays all direct costs. The Pacific Shoreline Marathon is part of the city's economic strategy of becoming an overnight destination. The event brings revenue, participants, and spectators to the city during the off-season. In 2002, an economic analysis was reviewed by the Conference and Visitors Bureau, which determined that the event generates a minimum of $220,000 in increased spending in the city over what would normally occur at that time of the year. That the City Council of the City of Huntington Beach requests that CalTrans approve the closure of Pacific Coast Highway between Beach Boulevard and Warner Avenue on February 6, 2005, to accommodate the participants in.the Huntington Beach Pacific Shoreline Marathon.
