SUBJECT: Adopt a Resolution Declaring a Portion of Edinger Avenue Located Over
Bolsa Chica Channel, in the City of Huntington Beach, to be a County of
Orange Highway for Purposes of Construction and Maintainence By the
County of Orange

Statement of Issue: The County of Orange is pursuing Federal funding for the replacement
of the existing Edinger Avenue timber bridge located over the Bolsa Chica Channel. In order
to apply for the funding, the County will need to take ownership of the road easement that
encumbers the bridge and its approaches.
Funding Source: No funds required for this action.
Recommended Action: Motion to:
Adopt Resolution No. 2007-14 A resolution by the City Council of Huntington Beach
declaring a Portion of Edinger Avenue located over Bolsa Chica Channel, In the City of
Huntington Beach, to be a County of Orange Highway for Purposes of Construction and
Maintenance by the County of Orange.
Alternative Action(s): Deny the recommended action.

Analysis: This resolution is necessary due to the County of Orange taking the lead to
replace the existing Edinger Avenue timber bridge located over the Bolsa Chica channel with
an ultimate structure by pursuing Federal funding through the Highway Bridge Program. In
order to apply for the Highway Bridge Program Funding, the County will need to take
ownership of the road easement that encumbers the bridge and its approaches pursuant to
Section 1850, Chapter 2, Division 2.5, of the Streets and Highways Code. The Orange
County Board of Supervisors would then accept the roadway as a County highway prior to
the Federal funding application. Upon completion of the construction of the ultimate bridge,
the County of Orange will maintain the bridge as part of the County's road system.
Environmental Status: The request is exempt pursuant to Section 15061, subdivision
(b)(3) of the California Environmental Quality Act because it can be seen with certainty that
there is no possibility that the activity in question may have a significant effect on the
environment. The County of Orange will determine the appropriate level of environmental
review for the actual construction of the replacement bridge.

A RESOLUTION BY THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH DECLARING A PORTION OF EDINGER AVENUE
LOCATED OVER BOLSA CHICA CHANNEL WITHIN THE CITY OF HUNTINGTON
BEACH TO BE A COUNTY OF ORANGE HIGHWAY FOR PURPOSES OF
CONSTRUCTION AND MAINTAINENCE
BY THE COUNTY OF ORANGE
WHEREAS, Edinger Avenue is designated as an Arterial Highway on the County's
Master Plan of Arterial Highways, and thus is deemed to be a highway of County-wide
importance; and
The County of Orange proposes to construct a new structure to replace the existing
Edinger Avenue Bridge at Bolsa Chica Channel (OCFCD Facility CO2) which is located within
the City of Huntington Beach(the "Project"); and
On October 10, 2006, the City of Huntington Beach Planning Commission determined
that the Project is in conformance with the City's General Plan; and
A legal description and map of the Project area is attached hereto as Exhibit"A" and
Exhibit"B", which are incorporated herein by this reference.
NOW, THEREFORE,be it resolved and ordered that pursuant to the provisions of
Section 1850, Chapter 2, Division 2.5 of the California Streets and Highways Code,the City of
Huntington Beach declares the Project area, located on Edinger Avenue over the Bolsa Chica
Channel, and lying within the city limits of Huntington Beach, to be used as a County highway
for the purposes of constructing and maintaining the highway as part of the County's road
system, pending the County's resolution declaring the same.
BE IT RESOLVED that the City Clerk is hereby authorized and directed to transmit a
certified copy of this resolution to the Board of Supervisors of the County of Orange.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 20th day of February 2007.

Edinger Avenue Bridge
The northerly 30.00 feet of that portion of the Rancho La Bolsa Chica in the City
of Huntington Beach, County of Orange, State of California, described in a deed
to the Orange County Flood Control District recorded July 28, 1958 in book 4364,
page 451 of Official Records, in the office of the County Recorder of said county.
See EXHIBIT "B" attached and by this reference made a part.
