ENGLE, DIRECTOR, COMMUNITY SERVIC SUBJECT: ADOPT RESOLUTION AUTHORIZING CLOSURE OF AIN STREET FOR DOWNTOWN MAIN STREET EVENT Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachments) Statement of Issue: The California Department of Transportation requires an approved Council resolution to close the first block of Main Street for events. Funding Source: Not applicable. Recommended Action: Motion to: Adopt Resolution No. 2007- 28 , A Resolution of the City Council of the City of Huntington Beach Authorizing the Closing of Main Street to Vehicular Traffic for the Downtown Main Street Event. Alternative Action: Do not adopt a resolution to close Main Street for a special event on June 16-17, 2007. Analysis: Certain special events require the closure of portions of Main Street in the downtown area in the interest of public safety, crowd access, and event operation. The California Department of Transportation (CalTrans) requires a City Council resolution (Attachment 1) declaring the city's intention to close the first block of Main Street in order to issue a permit for the closure. A CalTrans permit is needed at this location because Pacific Coast Highway is a state highway with turn pockets onto Main Street. At its February 5, 2007 meeting, Council adopted resolutions for street closures for events for 2007, including those for Main Street. The attached request for closure was not included on this earlier closure resolution. The proposed event is organized by the Downtown Business REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 5/7/2007 DEPARTMENT ID NUMBER: CS07-013 Association in cooperation with the Economic Development Department. The times of the day listed in the resolution, 6:00 AM to 10:00 PM, do not reflect the actual times of the closure but rather a time frame that will enable the city to fulfill the CalTrans requirement for closure while allowing for flexibility for the event. Strategic Plan Goal: Approving the closure of Main Street for the Downtown Main Street Event will meet Strategic Plan Goal Land Use and Economic Development L-4 — Create an environment that promotes tourism to increase revenues to support community services and transform the city's economy into a destination economy. Closure of Main Street for the Downtown Main Street Event allows safer access by local residents and tourists to Main Street businesses, restaurants, and other establishments. Attachment(s): -2- 4/23/2007 1:48 PM ATTACHMENT #1 ----------- al RESOLUTION NO. 2007-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE CLOSING OF MAIN STREET TO VEHICULAR TRAFFIC FOR THE DOWNTOWN MAIN STREET EVENT WHEREAS, the City of Huntington Beach hosts several special events and related activities to promote visitation and tourism in the City; and These special events and related activities occur on Main Street in the downtown area; These special events and related activities draw large crowds which can create pedestrian and vehicle conflicts; and The City Council desires to present the Downtown Main Street Event on June 16t' and 17t', 2007; and In order to promote public safety, the City Council has determined that the closure of Main Street from Pacific Coast Highway to Orange Avenue for said Event is necessary for the safety and protection of persons who might use said streets, NOW THEREFORE, the City Council of the City of Huntington Beach does hereby resolve that Main Street from Pacific Coast Highway to Orange Avenue shall be closed to all vehicular traffic, including bicycles, for the Downtown Main Street Event scheduled on June 16"' and 17`h, 2007.
