Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No 2012-03 approving the submittal of grant applications to the Orange County Transportation Authority (OCTA) for Measure M funding under the Comprehensive Transportation Funding Program (CTFP) Statement of Issue: A resolution is required to approve the submittal of project grant applications to the Orange County Transportation Authority (OCTA) for funding under the Comprehensive Transportation Funding Programs (CTFP). Financial Impact: No funding is required for this action. However, if one or both of the grant applications are approved by OCTA, that City will be responsible for up to $132,216 in local matching funds. Projects will be included in future Capital Improvement Programs as appropriate. Recommended Action: Motion to: Adopt Resolution No. 2012-03, "A Resolution of the City Council of the City of Huntington Beach Approving the Submittal of Two Improvement Projects to the Orange County Transportation Authority for Funding Under the Comprehensive Transportation Funding Program." Alternative Action(s): Deny approval of one or both of the projects listed in the resolution and withdraw grant application(s) for this funding cycle. HB -145- Item 9. - I REQUEST FOR COUNCIL ACTION MEETING DATE: 111712012 DEPARTMENT ID NUMBER: PIN 12-002 Analysis: On September 28, 2011, the Orange County Transportation Authority (OCTA) announced a call for projects for the Comprehensive Transportation Funding 'Program (CTFP), Regional Capacity Program and Regional Traffic Signal Synchronization Program. These programs provide for roadway improvements to meet existing needs and address future demand along with interjurisdictional traffic signal coordination. These projects are regional and competitive. As a condition of eligibility, the City is required to adopt a resolution approving the submittal of applications for CTFP funding confirming City Council support of the projects. In general, the resolution declares the City's desire to implement the submitted projects, as well as an affirmation to follow CTFP procedures, should funding be approved and allocated. The Regional Capacity Program project was submitted by the City of Huntington Beach. The City also participated in a Regional Traffic Signal Synchronization Program application with Caltrans and the Cities of Westminster and Santa Ana. The following two projects were submitted to OCTA for consideration: Regional Capacity Program project to add a fourth northbound through lane on Beach Boulevard at Edinger Avenue (in conjunction with the City of Westminster and Caltrans) Regional Traffic Signal Synchronization Program project on Edinger Avenue from Bolsa Chica Street to State Route 55 (Application submitted by the City of Santa Ana) The grant amounts requested through these applications and the corresponding local matching funds which will be required are summarized below: Local Project Match Project OCTA (City of Cost Grant Huntington Beach only) 1 Beach Boulevard $351,962 $263,971 $87,991 Edinger Avenue (Submitted by the City of Santa Ana 2 in conjunction with Caltrans and the Cites of $942,250 $753,800 $44,225 Westminster and Huntington Beach The local matching funds which will be contributed by the other agencies are not included in the above figures. Beach Boulevard addition of a 4th Northbound Through Lane at Edinger Avenue — The proposed project will re-stripe Beach Boulevard from approximately 500 feet south of Edinger Avenue to 460 feet north of Edinger Avenue in order to provide a fourth northbound through lane. The project also proposes to realign the Interstate 405 southbound off-ramp to northbound Beach Boulevard to have the terminus of the ramp intersect with Beach Boulevard at approximately a 90 degree angle. This would allow a stop control to be used where the ramp intersects Beach Boulevard. The project will provide significant capacity improvement in the segment by adding 33% more capacity Item 9. - 2 xB -146- REQUEST FOR COUNCIL ACTION MEETING DATE: 1/17/2012 DEPARTMENT ID NUMBER: PW 12-002 to the northbound through lanes. It will also eliminate an inefficient and confusing "trap lane" condition for northbound Beach Boulevard traffic approaching Edinger Avenue, and reduce weaving activity approaching the northbound loop on-ramp. Two separate applications were submitted, one for the engineering efforts and the other for construction. Edinger Avenue Traffic Signal Synchronization Project- This project will provide operational and infrastructure improvements at 38 intersections along Edinger Avenue from Bolsa Chica Street to State Route 55. The City of Santa Ana will be the lead agency on this project with participation by the City of Huntington Beach, the City of Westminster and the State of California Department of Transportation. As a first stage, equipment upgrades will be installed in order to improve the operation and communications along the network, including the installation and repair of traffic signal conduit within the City of Huntington Beach. This improvement is identified in the City's ongoing Traffic Signal System Master Plan and will allow for faster and improved communications with the system master at City Hall. The second stage of the project will be the development of new coordinated traffic signal timing which will reduce stops and delays along the corridor. Public Works Commission Action: Not required. To request the Orange County Transportation Commission allocate funds in the amounts specified in the City's application for the Comprehensive Transportation Programs.
