SUBJECT: Adopt Resolution No 2012-76 approving the submittal of a grant
application associated with an improvement project to the Orange
County Transportation Authority (OCTA) for funding under the
Comprehensive Transportation Funding Program (CTFP)
Statement of Issue: Adoption of a resolution is required for the submittal of a project grant
application to the Orange County Transportation Authority (OCTA) for funding under the
Comprehensive Transportation Funding Program (CTFP).
Financial Impact: No funding is required for this action. However, if the grant application is
approved by OCTA, the City will be responsible for up to $300,000 in local matching funds.
A separate City Council action will be required at that time with a request for allocations of
matching funds from Traffic Impact fees, Measure M, Proposition 42 or Gas Tax.
Recommended Action: Motion to:
Adopt Resolution No. 2012-76, "A Resolution of the City Council of the City of Huntington
Beach Approving the Submittal of an Improvement Project to the Orange County
Transportation Authority for Funding Under the Comprehensive Transportation Funding
Program."
Alternative Action(s):
Deny approval of the project listed in the resolution and forego eligibility to receive grant
funds through the CTFP.

Analysis: On August 13, 2012, the Orange County Transportation Authority (OCTA)
announced a call for projects for the Comprehensive Transportation Funding Program
(CTFP), Regional Capacity Program and Regional Traffic Signal Synchronization Program.
These programs provide for roadway improvements to meet existing needs and address
future demand along with interjurisdictional traffic signal coordination. These projects are
regional and competitive. As a condition of eligibility, the City is required to adopt a
resolution approving the submittal of applications for CTFP funding. In general, the
resolution declares the City's desire to implement the submitted projects, as well as an
affirmation to follow CTFP procedures, should funding be approved and allocated.
The following project will be submitted to OCTA for consideration:
Regional Traffic Signal Synchronization Program project on Adams Avenue from
Beach Boulevard to Fairview Road (in conjunction with the City of Costa Mesa
and Caltrans)
The grant amount requested through this application and the corresponding local matching
funds required are summarized below. The local matching funds that will be contributed by
the other agencies are not included in these figures.

A brief description of the project being submitted for consideration is provided below.
Adams Avenue Traffic Signal Synchronization Project - This project will provide
operational and infrastructure improvements at 15 intersections along Adams Avenue
from Beach Boulevard to Fairview Road. The City of Huntington Beach will be the lead
agency on this project with participation by the City of Costa Mesa and the State of
California Department of Transportation. As a first stage, equipment upgrades will be
installed in order to improve the operation and communications along the network,
including the installation of traffic signal conduit within the City of Huntington Beach,
including a connection from Adams Avenue to the City's traffic management center
located within City Hall. This improvement is identified in the City's ongoing Traffic
Signal System Master Plan and will allow for faster and improved communications with
the system master at City Hall. The second stage of the project will be the
development of new coordinated traffic signal timing, which will reduce stops and
delays along the corridor.

RESOLUTION NO. 2012-76
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE SUBMITTAL
OF AN IMPROVEMENT PROJECT TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER
THE COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM
WHEREAS,the Orange County Transportation Authority intends to allocate funds for
transportation improvements within the incorporated cities and the County; and
The City of Huntington Beach has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive Measure M turnback funds; and
The City Council of the City of Huntington Beach desires to implement the transportation
improvement listed below; and
The City's Circulation Element is consistent with the County of Orange Master Plan of
Arterial Highways; and
The City of Huntington Beach will provide matching funds for the project as required by
the Orange County Comprehensive Transportation Program Guidelines; and
The City of Huntington Beach will not use Measure M funds to supplant Developer Fees
or other commitments; and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
The City Council of the City of Huntington Beach hereby requests the Orange County
Transportation Authority to allocate funds in the amounts specified in the City's application for
the Comprehensive Transportation Programs. Said funds shall be matched by funds from the
City as required and shall be used as supplemental funding to aid the City in improving the
following street:
