Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No 2013-13 approving the submittal of a grant application to the Orange County Transportation Authority (OCTA) for funding under the Measure M Project V Program to provide free shuttle service annually from the Goldenwest Transportation Center to Downtown Huntington Beach on July 4 and on Weekends Durina the Annual US Ogen of Surfinq Statement of Issue: Adoption of a resolution is required for the submittal of a project grant application to the Orange County Transportation Authority (OCTA) for funding under the Measure M Project V Program. Financial Impact: No funding is required for this action. However, if the grant application is approved by OCTA, the City will be responsible to provide match of 30%. A separate City Council action will be required at that time with a request for allocations of matching funds from Air Quality Management District Funding. Recommended Action: Adopt Resolution No 2013-13, "A Resolution of the City Council of the City of Huntington Beach Authorizing Submission of an Application to the Orange County Transportation Authority for Competitive Funding Under the Measure 2 Program for Project V to Provide Community -Based Transit/Circulators." Alternative Action(s): Deny approval to submit the application and forego eligibility to receive grant funds through Project V for this purpose. Analysis: The Orange County Transportation Authority (OCTA) Board of Directors (Board) approved the release of a call for projects for the Renewed Measure M Project V Community -Based Transit/Circulators Funding Program on November 26, 2012. Funding is available to encourage development of local bus transit services, such as community -based circulators, shuttles and bus trolleys and provide alternatives to address seasonal/special event congestion, especially when attendance will exceed parking capacity. Each year, the July 4tn holiday and US Open of Surfing Competition events attract thousands of people — residents and visitors alike - to Downtown Huntington Beach. The number of cars arriving and seeking a place to park far exceeds the number of spaces available. Thus, the City is exploring opportunities to provide alternatives to driving and incentivize the use of public transportation during these events. One such opportunity is to provide a connection to existing transit routes and utilize a free shuttle to transport people from the routes to the Downtown. The existing Surf City Downtown Shuttle, which will enter its fourth season of service in 2013, does not xB -213- Item 5. - 1 Dept. ID 13-015 Page 2 of 2 Meeting Date: 4/1/2013 operate on July 4, as it has a limited budget to provide service in the peak season, and utilizes the City Hall parking -lot as its home base. The lot is in use to support the volunteers and other staging needs associated with the various events that day so neither the public nor the vehicle can access the lot. During the US Open of Surfing, the Shuttle provides service from only City Hall, but providing up to 1,000 additional proposed parking spaces by agreement with the local high schools will increase available service and ridership, and reduce congestion in the streets surrounding City Hall as well. The City proposes to collaborate with OCTA to utilize the Goldenwest Transportation Center, located at 7301 Center Avenue, which would serve as a base and provide connections to six existing OCTA transit routes arriving from other cities and operating on the holiday and during the US Open. On July 4th, the Shuttle will also serve four additional OCTA routes along the way for which street closures during the parade are impacted, and would continue to service them throughout the day. There are also approximately 100 parking spaces available on -site for those who wish to drive and then connect to the shuttle as well. It is anticipated that the shuttle will serve approximately 1,200-2,000 people on July 4th and up to 3,500 people annually during the US Open of Surfing. Funding may be utilized for operations and maintenance only, which would be covered in total by the contracted shuttle service provider. The City also proposes to collaborate with OCTA on marketing the service prior to the events via advertising inside of OCTA buses, via social and print media and other channels which may be available to reach those who may use the shuttle. The proposed program would supplement existing transit routes and the existing shuttle service which did not previously operate on the holiday, nor in the northern area of the City during the surfing event. The amount of grant funding sought by the City is based on the anticipated hourly rate in 2014 of the current Surf City Downtown Shuttle operator. It is estimated that the rate in 2014 will be approximately $69 per hour, with an annual increase of the lesser of 3 percent or CPI. A summary of the requested amount and matching funds of 30% is as follows: OCTA will begin review of applications in April 2013. If successful, the City would seek an appropriate and qualified operator and would implement the program July 4, 2014 through the last weekend of the US Open of Surfing in 2018. Item 5. - 2 HB -214- RESOLUTION NO. 2013-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING SUBMISSION OF AN APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR COMPETITIVE FUNDING UNDER THE MEASURE 2 PROGRAM FOR PROJECT V TO PROVIDE COMMUNITY -BASED TRANSIT/CIRCULATORS WHEREAS, the Orange County Transportation Authority .makes state, federal and local funding available to the 34 incorporated cities and the County of Orange for eligible projects through a competitive process to improve all modes of surface transportation; and The Orange County Transportation Authority (OCTA) Board of Directors (Board) approved the release of a call for projects for the Renewed Measure M (M2) Project V Community -Based Transit/Circulators Funding Program on November 26, 2012; and The M2 Program establishes a competitive process to enable local jurisdictions to develop local bus transit services that complement regional transit services, and meet needs in areas not adequately serviced by regional transit; and The City of Huntington Beach seeks to relieve congestion and improve access to the Downtown each year on July 4th and during the U.S. Open of Surfing by providing free shuttle service connections from OCTA routes and transportation centers starting in 2014 as an alternative to driving, and to support transit services impacted by congestion and street closures during the holiday; and The City of Huntington Beach will provide necessary matching funds for the project as required by M2 program; and The program will supplement, rather than supplant, existing shuttle service provided by the City, as that service is not currently provided on the holiday, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: The Director of Public Works or his/her designee is hereby authorized to submit a grant application to the Orange County Transportation Authority under the Measure M Project V Community -Based Transit/Circulators Funding Program to obtain funds to contract 13-3693/93325 Resolution No. 2013-13 for operations and maintenance service to provide alternative transportation to the downtown on the July 4 holiday.
