Statement of Issue: PLC Land Company received approval by the City to rename a
portion of Clay Avenue to Summit Drive, from Goldenwest Street WEST to Seapoint
Street. However, due to an error in Resolution No. 96-32, all of Clay Avenue was
changed to Summit Drive.
Funding Source: PLC Land Company has agreed to fund all associated costs
including: permits and fees; replacing all existing post mounted street signs; and,
existing illuminated street signs on Goldenwest Street and Clay Avenue.
Recommended Action: By Motion, rescind Resolution No. 96-32 and adopt
Resolution No. yrQ changing Clay Avenue to Summit Drive from Goldenwest Street
WEST to Seapoint Street adjacent to Tentative Tract #14700.
Alternative Action(s): 1) Retain original street name; 2) Ask developer to submit
alternative street names for consideration.
Analysis: On April 15, 1996, the City Council adopted Resolution No. 96-32 with the
intent of changing the street name of a portion of Clay Avenue to Summit Drive from
Goldenwest Street to Seapoint Street. However, due to an error in Resolution 96-32 all of
Clay Avenue was changed to Summit Drive. To correct this street name change error, a
new resolution must be adopted.

SUBJECT: RECONSIDERATION OF STREET RENAMING FD 96-010
south of Garfield Avenue, has not built any homes on Clay Avenue and homeowners
would not be impacted by the name change. As a result of this development, Clay
Avenue will extend from Goldenwest Street, west to Seapoint Street and will be a main
access street into this project. PLC Land Company and City staff recommend the street
name change and agree that the name, Summit Drive, would be more appropriate
because it will begin at the highest point in the City. This change will not effect Clay
Avenue from Beach Boulevard west to Stewart Street.

WHEREAS, the Fire Chief has recommended that the street name of Clay Avenue be
changed to Summit Drive, from Goldenwest Street west to Seapoint Street, adjacent to
Tentative Tract#14700;
The Huntington Beach Fire Department has approved this recommended name
change and;
This change is in keeping with the city's Master Street Designation Plan,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington
Beach does hereby repeal Resolution No. 96-32, A Resolution of The City Council of the City
of Huntington Beach Providing for the Change of the Street Name of Clay Avenue to Summit
Drive.
BE IT FURTHER RESOLVED that the City Council of the City of Huntington Beach
does hereby change the street name of Clay Avenue to Summit Drive, from Goldenwest
Street west to Seapoint Street. 4
BE IT FURTHER RESOLVED that the City Clerk, pursuant to Govemment Code
Section 34092, is directed to forward a copy of this resolution to the Board of Supervisors of
Orange County, California.

REQUIREMENTS FOR NAMING NEW STREETS
1. Developer shall submit a plot plan to the Fire Prevention Division of development
with a list of proposed-street names. -
2. Developer shall submit three names that are acceptable for each street in the
proposed development.
3. Each street name shall consist of one word.
4. Each street name shall contain no more than fourteen characters.
5. No duplicate street names shalt be permitted.
5. All north-south streets shall have suffix of "lane"; all east-west streets shall have
suffix of "drive`; and all cul-de-sac streets shall have suffix of"circle".
7. Fire Department will notify the developer in writing of all approved street names.

The City of Huntington Beach is in the process of repealing Resolution No. 96-32 which was
passed and adopted on April 15, 1996 providing for the change of the street.name of Clay
Avenue to Summit Drive. The intent was to change only a portion of Clay Avenue between
Goldenwest and Seapoint Street.
By City Council action a new resolution will be adopted that changes the street name of Clay
Avenue to Summit Drive, only from Golden`vest Street west to Seapoint Street adjacent to
Tentative Tract#14700. The remaining section of Clay Avenue will not receive a name change
(see map below).
A certified resolution copy will be mailed to you at that time the change is approved.

Re- Your Letter Dated November 4, 1996 Regarding Clay Avenue (Attached)
I am sorry for the inconvenience caused to the U. S. Post Office, to Ms. Yolanda Huapaya, and
Ms. Liz Macko, resident of 7685 Clay Drive. The mistake on the first city resolution was not
found until after adoption by the City Council.
I am enclosing a copy of Resolution No. 96-60 adopted July 15, 1996 which corrected the
previous resolution.
Again, I am sorry for this mistake, I will certainly inform anperson who may call my office that
it was not the fault of the U. S. Post Office.
As City Clerk, I am very appreciative of the U. S. Post Office; particularly at election time, in the
past, when the post office staff at the Atlanta Avenue Branch helped me so much in ensuring the
election material was mailed to voters. Your Santa Ana Main Station helped me with a bulk
mailing delivery by showing me how to push the carts up the ramp, etc. and get them ready for
delivery when I was on a time crunch. I wrote the U. S. Post Office thanking the employees who
had helped me.

This Netter is to inform you of a resent copy of a voice message
from a Ms . Yolanda to Liz Macko at 7685 Clay Dr.
The message explains that the U.S . P. S . is giving correspondence for
7685 Summit Dr; (one in the same address as stated above) .
The Post Office received a letter from the city dated April 29,
1996 from Connie Brockway, CMC, informing us that the city council
of the city of Huntington Beach at their regular meeting held April
15, 1996 adopted resolution .No. 96-32 providing for a street name
of Clay Avenue be changed to Summit Drive and the council mailed us
a certified copy of said recorded resolution for our records .
At this time our personnel at the Post Office began the necessary
procedures to start the process of the name change from Clay Ave.
to Summit Dr . . Our Address Management Dept . was informed and the
name change was completed.
During this time, the private sectors' (6 month) period for
updating their files had lapsed and the address management dept .
informed them of the new street name change of Clay Ave. to Summit
Dr. .
On June 7 , 1996 we received another letter from the City of
Huntington Beach, via the Fire Dept . addressing the City of
Huntington Beach was in the process of repealing resolution
No. 96-32 which was passed and adopted on April 15, -1996 providing
for the change of the street name of Clay Ave to Summit Dr. . The
intent was to change only a portion of Clay Ave . between Goldenwest
& Seapoint St .
From this the City Council took action of a new resolution No.
96-60 which was adopted, that changed the street name of Clay ave
to Summit Dr . , only from Goldenwest St . West to Seapoint St .
adjacent to tentative tract #14700 . The remaining section of Clay
Ave . will not receive a name change (see attached)

At this time the U.S . Post Office made an update to the Address
Management Dept of the correction with a copy of the letter from
the city of Huntington Beach.
There appears to be some confusion at the City of Huntington Beach,
Yolanda Huapaya, Permit Supervisor, in her voice mail message
stated that she does not know why the Post Office is giving
ironeous information out . As explained above, we only gage out the
information as received from the City through their documentation.
I would appreciate it, when customers call for information, that
all the facts are explained to them and that no blame is placed on
the U. S . Postal Service for a change in the resolution that the
post office had no control over.
If there are any questions concerning this matter, please direct
them to Mr. Salvatore La Paglia, Manager of Customer Service .
