It is recommended that after changes are made to conform with the Traffic Plarming Hanual and ap�roved by t-he Director of Public Works as authorized in Section 6031(a), (b , and (c) of the City Ordinance Code, only the perimeter streets be accepted for enforcement- of traffic laws. As a result of this investigation, and with full approval of the Board of Dirctors, the following requests are submitted to you for consideration by the City Council of Huntington Beach. 1. Authorization for police enforcement of State Vehicular Codes per Section 2111 within our non-dedicated streets. 2. Authorization of painting of a white center line on the dedicated streets of Surfwood Lane, Chesterfield, Burlington Lane, and Bushwiek Drive. 3. Authorization of the placement of a STOP sign at .the corner of Surfwood Lane and Burlington Lane in order to cause traffic enter- ing Surfwood Lane from Burlington Lane to stop first before proceeding onto Surfwood Lane. 4. Authorization for the posting of all the dedicated streets within our development to a speed limit of 20 miles per hour. Also, we would highly desire authorization to post the non-dedicated streets (which are actually fire Lanes) to a speed limit of 15 miles per hour and enforcible per request (1) above. We are currently cooperating with Fire Department in which they will recommend. NO PARKING zones based upon fire department requirements for proper access in case.of fire, and we will have these zones so marked and painted for enforcement purposes on the non-dedicated streets. The painting of a white center line is deemed necessary due to heavy fog conditions in our area, and the fact that the street lights are of no help whatsoever during foggy periods. t � k �v As you-must undoubtedly realize, townhouse developments such as ours, (in which 330 families live in a -relatively small -land area,) constitutes a "highddensity" population problem. We sincerely feel that the above requests should not be considered exceptions to the rule, but a necessary requirement peculiar to thisi'rpe of community housing development. Huntington Beach already has a good number of townhouses, and more are to come based upon the present growth rate. Since this hype of housing is relatively new on the West Coast, and Orange County already has a high percentage of them, it would appear that a "special look" be given by the City Councils so that the local board of directors of these townhouses can be given the necessary backing to. enforce rules which will help maintain order in this type of community living. Proper handling of these problems can prevent these community housing dwellings from deteriorating into tenement dwellings. Several requests regarding traffic control were contained in the letter. Our recommendations for answering these requests are set down in the same order as they appeared in the letter, as follows: 1. . The authorization for police enforcement of non-dedicated streets has been referred to the Police Department. 2. The Department of Public Works does not maintain centerlines on local streets which are curbed and lighted at night. The costs of equipment, personnel and material to do this throughout the City would be prohibitive. Further, there are no accident records indicating a problem during the fog on this type street. Recently, the Huntington Harbour Association was allowed to paint centerlines on many of their local streets at their own cost and with the understanding that at no time would the City pick up the maintenance of these centerlines. If the Surfside Association were permitted to paint centerlines on the dedicated streets, it should be made clear that the future repainting of these lines would be the responsibility of the Surfside Association. 3. The intersection of Surfwood Lane and Burlington Lane does not mbet nationally accepted warrants for a stop intersection. The traffic volumes are light and there have been no reported accidents at this location since it was constructed. Stopping one leg of this "tee" intersection is not likely to solve any problem. However, it would create a precedent for other tracts in the City and would also create a disrespect for stop signs which arises when they are misused. 4. The dedicated streets in this tract are built to City standards and there is no reason why the prima facie limit of 25 m.p.h. is not completely sefe,.on these streets. The posting of 25 m.p.h. is unnecessary in residential areas and poses no deterrent to the occasional driver who is inclined to exceed this limit. A radar seed check on these streets was requested from the Police Department and no violations were observed. The Association is free to post the non-dedicated alleys at 15 m.p.h. if they wish. The quarter section bounded by Warner and Heil Avenues and Bolsa Chica and Algonquin Streets has been analyzed from the stand- point of street dedication and maintenance. Two streets, namely Haskins and Lynn, are within public rights of way (501) for a length of l mile each commencing at Warner Avenue and presently are in a good state of repair. However, all other roads in the area are "private" and in surfacing vary from dirt to a very thin oil mix. Also, there are no sewer lines nor water mains within the quarter section. It is recommended that the offer of dedication be rejected. It would be in the best interest of the City and the residents of that area if an improvement district to install street improvements, water and sewer lines and drainage facilities were created for the major portion of the quarter section. The letter received by the City Council from the Board-of Directors of Surfside Association No. 1 bases the above referenced request to: "Gain Full Use of City Facilities Particularly Police Protection;" At present, the residents of that area receive the same Police Service as any other area in the City, except in the enforcement of Vehicle Code Violations pertaining to traffic and parked vehicles on their streets. However I wish to point out that there are .provisions outlined in Section 21107.5(a) of the California State Vehicle Code which authorizes a City to adopt an Ordinance or Resolution after which the provisions of the State Vehicle Code an be enforced, At present, these streets are privately owned which prevents the enforcement of traffic laws on them. It is my understanding that in adopting the above City Ordinance or Resol— ution, it places no responsibility on the City for maintenance of said streets; however, there may have to be some signs posted. It is suggested that the City Attorney and the Director of Public Works be consulted. It has not come to my attention this area has any peculiar or particular criminal problem which is not experienced in any other area of its size. Box 190 SEP 71965 Huntington Beach, California Gentlemen: Re: Tract #5963, Use Variance #831 At the time that tentative Tract #5963 and Use Variance #831 were approved by the Planning Commission and the City Council, it was the intention of Huntington Harbour to, retain ownership of the streets within the development and to abide by the private street standards specified by the City. Due .to a lack of thorough study of the implications of abiding by these standards, we did not appreciate the large amount of redesign that would be necessitated. The statutory condominium that has been constructed in Tract #5775 is now selling briskly and there has been no demand or interest from buyers in the creation or maintenance of private streets. Therefore, Huntington Harbour respectfully requeststhat the City Council consider an offer of dedication of the streets in Tract 5963 with the same dimensions as were acceptable in Tract #5775. The main streets would be 40 feet paved, with an additional 15 feet of right-of-way. The service roads would be 42 feet of right-of-way with 30 feet of paving, and the alley would be 32 feet right-of-way with 30 feet paved where there were garages only on one side and 28 feet paved where there were garages on both sides. It is hoped that the Council will look favorably on this offer and dedication following an on-site inspection of the streets within Tract #5775.
