Dear Ms. Chenelle:
Regarding your ,September 9, 1981 ,1etter relative to changing
the name of Center Avenue, the members of the Old World
Owners .Assooiation prefer, and in fact, requested that the street
name be changed to Old world.
We believe that the unanimous decision reached by the City .Council
at the August 17, 1981 'ineeting, which changed the name to '.'.Old
World" was a 'correct and sound decision. Some of the reasons
for requesting the name change were outlined in our letter to
the honorable Mayor Finley dated August 16,. 1981.
The Old World Village is difficult to :find and is gradually
becoming totally blocked from view and buried by the•high
rise .buildings being constructed. . These high rise buildings
will certainly be visible from all directions and changing
the name of Center, in their honor, does not -increase nor
decrease their overpowering visibility.
Old World would be the only.street
in Orange County-with this name;
also, it. contains one syllable
words: In contrast, there must be
several. dozen streets in Orange
Tt�c„o,iE County with names that are related
and could be confused with Pacific
Plaza; Pacific. has three syllables
` and• Plaza, has two; also,* travellers
nP� ,
and commuters, may be misled and
become confused when intending to
visit South .Coast Plaza.

Certainly. this should be an overpowering consideration compared to the
.request made by a spokesman of a purely commercial development which is
not 'yet complete and probably won't be for several years.
We pray to_ God that the City Council and their staff be blessed with the
wisdom to make the proper decision, be given the fortitude to stand firm
in support of their convictions, and not waiver from 'the original.
unanimous decision that changed the name of our street to Old World.

Dear Mayor Finley and Council Members :
This letter is in response to Jeri Chenelle' s letter of
September 9, 1981 concerning the proposed name change of
Center Drive.
We, as part owner of Huntington Center, were very involved
with the City and Cal Trans for several years to help bring
about the Center Drive and I-405 offramp revision. Addition-
ally, we dedicated land for the project; and along with
Broadway, J. C. Penney and Montgomery Ward, contributed
substantial funds for the construction of the offramp and
Center Drive.
Center Drive was named to help provide identity to Huntington
Center and provides a major access to our shopping center.
The name and location have been widely identified and promoted
in our advertising programs . In addition, advertising
brochures are printed in advance and a change in the name
would cause confusion to our customers and tenants as well
as result in considerable costs in changing advertising
programs .
As you know, Huntington Center competes with other regional.
centers in Orange County. A name change may cause economic
damage to the shopping center which could affect sales tax
revenue to the City.
Based on the above facts , we oppose the name change of Center
Drive.

Dear Mayor Finley and Members of the Council :
On August 26 , 1981 we learned that at the City
Council meeting on August 17, 1981 the Council voted
to change the name of Center Avenue to Old World
Avenue. As I am sure all of you know, we are the
developers of a major office complex between Old
World and the freeway. In fact , Jerwel Enterprises ,
which.. is a partner of One Pacific Plaza, was the
original developer of the entire area surrounding
the One Pacific Plaza development, including the
area in which Old World is situated.
Center Avenue was the key to the development of the
entire area between the freeway and Gothard . The
construction of Center Avenue came about as a result
of the joint efforts of the City and Jerwel Enter-
prises. Center Avenue runs between the Edison
right-of-way and the property originally owned by
Jerwel Enterprises . When Edison was asked to con-
tribute a portion of its right-of-way for the con-
struction of Center Avenue, it declined citing that ,
for safety reasons, it could not relinquish any of
its property. Therefore, in order for the con-
struction of Center Avenue and the freeway offramp
to proceed, Jerwel Enterprises deeded to the City .
all of the property which is now is Center Avenue.
When we learned that the City Council had voted to
change the name of Center Avenue, we were shocked to
say the least . We had absolutely no idea that this
matter was going to be considered by the Council.

Furthermore, we feel that we should have been notified not
only in view of the significant amount of property which we
own on Center Avenue but also because of our historical
involvement with Center Avenue.
I do .not think there is any question that our One Pacific
Plaza development will be the major office complex in the
City of Huntington Beach. Furthermore, it is located at the
gateway to Huntington Beach. We feel that the name "Old
World Avenue"'- is an inappropriate name for the street which
will provide the major access to our development. A name
which has a more commercial connotation would be far more
appropriate.
It is our intention to address the City Council during Oral
Communication at the next meeting on September 8 . At that
time, we will urge you to reconsider your decision regarding
renaming Center Avenue.

As Honorary Mayor of Old World in the City of Huntington
Beach, I hereby petition the City Council to authorize
the change of the name of Center Drive to Old World
Drive.
To my knowledge the name, Center Drive, does not have
any historical significance to the City of Huntington
Beach, and I am advised that following the name change,
Caltrans will revise the street direction signs on the
freeway . This will make it easier for visitors in the
area to find the Old World Shopping Center.

Dear John :
I have referred your request to rename Center Drive to staff to
give us some background on the naming of that street .
Ron Pattinson has requested that this be on the agenda for the
Council meeting of August 17 under Council Comments . I assume
he will bring this up or discussion at that time .
My only concern would be the reaction of the Huntington Center
stores to the change in the name . I don ' t recall why Center was
selected except that it had to do with the Huntington Center , and
if I am correct Huntington Center participated in the funding of
that off ramp. As you know, so often one action which would seem
to have minimum effect can step on sensitive toes . If there is
no problem with the name change , I would -certainly go along with it .

council to authorize the -change of our street name from Center
Avenue to Old World Avenue,
Old World Village is destined to become a very significant
point of ,interest in our city. The street name change to Old
World Avenue will make it easier for our.city residents and.
for visitors to find the village. Hardly a day goes by. without
hearing statements from visitors explaining their agonizing
experiences in finally arriving at our village. " Statements like
"This is the fourth time we tried to find you and finally
succeeded. It was going to be our last try. We are glad we

international heritage.
c) Many of the residents wear costumes representative of their
country of:origin.
d) It provides an interesting display of architectural and
artistic value.
e) There are Sunday Church Services performed regularly, as well
as Weddings. There are classes in foreign language.
_. f) We are visited regularly by senior citizen clubs,. boy and
girl scouts, school students and their teachers.
The list could go on and on:
The name old. world certainly will spark more interest and curiosity
on .passers bye than. the current name, Center: . It will tempt travelers
and commuters to investigate. This will bring additional traffic
and business to the many merchants in .the surrounding area..
it will also provide.more visibility to Golden West College. .
All in all, we foresee. only a positive impact on the .entire area
by simply changing the name of the street to Old World Avenue.

meeting held February 22, 1977, adopted Resolution No. 4413
providing for the change of street names from Argosy Drive and
Center Drive to Argosy Avenue and Center Avenue, and Resolution
No. 4414 providing for changing the name of Mansion Avenue from
its point of origin at Goldenwest Street to its intersection
with Seventeenth Street, to Yorktown Avenue.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING FEES FOR PROCESSING
STREET NAME CHANGES
BE IT RESOLVED by the City Council of the City of
Huntington Beach that any person applying for a street name
change shall pay a fee of $250 to cover the administrative
costs of processing each such street name change, and in addi-
tion thereto, upon approval of a street name change , shall pay
$70 for each street sign to be erected.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 21st _
day of December 1981 .

Re Orange County Street Naming Committee Progress Report
The Orange County Board of Supervisors has reviewed the Progress Report submitted
by the Orange County Street Naming Committee which is composed'of four repre-
sentatives from the Orange County League of Cities and two representatives from
the County of Orange. The Board was impressed with the number of jurisdictions
that were involved with the renaming of many of the major arterial highways in
Orange County.
The Committee's Progress Report indicates that the cooperative effort displayed
by all jurisdictions in Orange County was the only way many of the confusing
multiple name highways could have been renamed to a single name.
The members of the Board of Supervisors would like to extend their appreciation
and commendation for the cooperative effort taken by the cities toward achieving
the objectives of the Street Naming Committee.

Gentlemen:
The following report presents a summary of the Orange County Street Naming
' Committee's accomplishments completed during the past ten years. The Orange
County Street Naming Committee was established in 1956 by joint action of the
Orange County Board of Supervisors and the Orange County League of Cities in
the interests of eliminating multiple names on arterial highways throughout the
county. This Committee has a total of six members. Four of these officials were
selected by the Orange County League of Cities to represent all municipalities
within the County. The remaining two members were appointed from the County
' government to represent the unincorporated area of the county.
The Program: Formation and Summary.
The Committee decided its efforts should be directed primarily toward multiple
named highways which are part of the Orange County Master Plan of Arterial
' Highways. A study of the Master Plan indicated that 45 routes totaling 410 miles
had 129 names. To date, 58 multiple names have been eliminated from 21 highways
which total 235 miles. Considering the total number of highways involved, the
program can be estimated as 45 percent complete.
The following is a list of the highways that have been renamed and the jurisdictions
which participated with the Committee in each instance.

A study of the street naming situation has brought about the realization that the elimina-
tion of multiple named streets is a time consuming process involving many different
jurisdictions. As the above list indicates, some of the jurisdictions have been more
responsive to Committee recommendations than others. During the past ten years, upon
' recommendation from the Street Naming Committee, the County of Orange renamed 20
arterial highways, the city of Anaheim renamed seven arterial highways, the city of
Garden Grove renamed six arterial highways, the city of Huntington Beach renamed six
' arterial highways, the city of Orange renamed five arterial highways and the city of
La Habra renamed four arterial highways. It is difficult in many instances to eliminate
a name that has been associated with a city for many years.
The task which lies ahead, on 25 highways with 63 names, will be difficult to accomplish
compared to the work that has been completed. The existing multiple name highways
are those with names that have significant meaning or have become well associated with
the cities through which they traverse. Several attempts to rename some of these multiple
named highways have been unsuccessful.
The Committee expresses its appreciation of the cooperative effort on the part of all
jurisdictions and earnestly solicits a continuance of this spirit and action toward the
ultimate achievement of this program which is beneficial to the entire county.

NAME CHANGES-RESOLUTION 5058
Council approved Resolution 5058 providing a fee for street
name changes in December, 1981. Until this time, the City
absorbed all costs of street name changes made at the request
of the public. Although such requests are rarely made, it
was felt that a procedure was needed to allow our costs to be
reimbursed if Council approved a street name change at the
request of someone in the community.
This resolution merely provides a mechanism to recover public
costs if a street name change is approved. It does not imply
automatic approval of any request. It is likely that in most
cases, denial would be recommended due to the inordinate amount
of paperwork and changes which must be processed by not only
the City, but many other organizations as well (see the attached
list of agencies which must be notified of street name changes. )
There may be times, however, when Council wishes to approve a
name change. In these cases, we should have a procedure for
recovering our basic costs.
As an adjunct to the existing procedure, it would be possible
to provide all applicants with a checklist or information which
would give an indication of whether staff ' s recommendation would
be approval or denial. This would give the applicant some idea
of his chances for success before actually applying and paying
the fee.
I recommend retaining this resolution.

Statement of Issue
Although it does not happen often, the City occasionally changes street
names at the request of an entity other than the City. ;
Recommendation:
Approve the attached resolution establishing a fee of $Z50 to cover the 's
administrative costs of processing each change plus $70 for each street
sign to be erected.

VCA Duplicating, West has leased property on Tiodize Circle and, for business purposes, desires to
change their street name to one more associated with their business name. `
RECOMMENDATION:
Do not grant the request.
ANALYSIS:
Resolution 5058 specifies how street names are to be changed and VCA Duplicating Corporation
has,complied with all provisions, including the. deposit of a $250 check.
.The company is the only firm on the street and the impact from the street name change does not
affect any other business.
The $250 plus an additional $70 for each street sign changed will cover all local City of Huntington
Beach costs. However, street name changes have a much broader impact, i.e., post office, delivery
services, other governmental agencies, mapping companies, and etc. and our local decision to
change the street name does not cover these other agency costs and there is considerable work that
is required by these agencies to adjust to the street name change. This is why we feel this request
is not a good practice and should not be authorized.
FISCAL SOURCE:
The total City cost of $250 plus $70 per street sign change will be paid for by VCA Duplicating,
West.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING FEES FOR PROCESSING
STREET NAME CHANGES
BE IT RESOLVED by the City Council of the City of
Huntington Beach that any person applying for a street name
change shall pay a fee of $250 to cover the administrative
costs of processing each such street name change, and in addi-
tion thereto, upon approval of a street name change , shall pay
$70 for each street sign to be erected.

Statement of Issue :
Although it does not happen often, the City occasionally changes street
name's at the request of an entity other than the City.
Recommendation:
Approve the attached resolution establ"ishing. a fee of $250 to. cover the
administrative costs of processing each change plus $70 for each street
sign to be erected.
Analysis :
Occasionally , the City will change a street name at the request of some-
one in the community. We have not had a method of recovering any costs
involved in these changes . While recognizing .that each situation may be
different , it is recommended that a somewhat standardized fee be adopted
so that some or all of our costs may be recovered in a manner which
will not require extensive time or record. keeping for all the . depart-
ments ' involvement in each change .
Alternatives :
1 . Choose a .different amount for the administrative fee .
2 . Adopt a sliding scale based on the complexity of the change.
Funding Source :
No funds are necessary.

SUBJECT: Street Name Change
STATEMENT OF PROBLEM:
An existing east-west roadway has erroneously been named
Prodan Street. It should have been named Prodan Drive.
RECOMMENDED ACTION:
It is recommended that the City Council adopt Resolution
No. V5-6g providing for the change of street name from
Prodan Street to Prodan Drive.
ANALYSIS:
Through an error in processing an east-west non-arterial high-
way was designated as a street rather than as a drive. The
significance is of concern to emergency vehicles responding
to emergency calls because non-arterial highway streets running
east and west in our City are designated as drives, not as
streets.
FUNDING SOURCE:
The estimated cost of $10 .00 for the modification of the exist-
ing street sign will be paid from budgeted street maintenance
funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH PROVIDING FOR CHANGE OF
STREET NAME FROM PRODAN STREET TO PRODAN DRIVE
WHEREAS, following the enactment of Resolution No. 4544 ,
the Director of Public Works has recommended that the name of
Prodan Street, located off Gothard Street and south of Talbert
Avenue, be changed to Prodan Drive because non-arterial high-
way streets running east and west in the city are designated
as drives; and
The City Council finds that such change would be consis-
tent with the current scheme for naming east/west streets and
that such change would be a convenience to the public ,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that the name of Prodan Street is
hereby changed to Prodan Drive .

YORKTOWN AVENUE - MANSION AVENUE
Yorktown and Mansion Avenues will soon be constructed as a
single integrated primary highway running- from Goldenwest
Street on the West to the City limits on the East.
To eliminate name and number problems on this single continuous
flow avenue, it is desirous that the name of Mansion Avenue
be changed to Yorktown Avenue.
There are only two occupancies on Mansion that will require
an address change. Most. all occupancies in Seacliff Village
are numbered off of Main Street.
Recommendation: Authorize the street name change of Mansion
Avenue to Yorktown Avenue between Goldenwest on the West to
Seventeenth Street on the East.

he was always kind; generous and helpful . His neighbors wish to
honor him by naming a street for him that was near his home. There
are no homes fronting on the street so there will be no inconvenience •
to residents .

Dear Mr. Miller,
The Fire Department , acting in accord with their delegated
responsibility, wishes to make the following street name
change recommendations to the City Council.
Change "Eydie Drive" to"Edye Drive" . This change was re-
quested by the developer in a letter addressed to the City
Council on December 7, 1966.
"Edye Drive" was their original intended spelling for this
street.
We also would like to request that "Harron Circle" be re-
named to "Disney Circle" . The reasons for this change were
noted in our letter of November 29th.
These names will not conflict with any other street names.

We are having emergency response problems with two streets that
have like names.
The streets are HERON CIRCLE and HARRON CIRCLE. The first one is
located in Pacific Sands and the latter is in a condominium unit
located east of Brookhurst and north of Adams.
Our last incident occurred on November 271b. In this case both the

The Orange County Street Naming Committee reviewed the subject
naming problem at its last meeting. It was brought to the attention
J of the Committee that, although the city of Huntington Beach has
recommended the name of GOLDEN WEST STREET for the Knott • Avenue -
Golden West Street alignment, the southerly extension of GOLDEN
WEST STREET within the city of Huntington Beach between Mansion
Avenue and the Pacific Coast Highway is named 23RD STREET.
The Street Naming Committee recommends the name of -GOLDEN WEST
STREET for the mile long section of highway between Mansion
Avenue and the Pacific Coast Highway. It is suggested that this
proposal be referred to your Planning Commission for review and
report.
Your consideration of this matter will be most appreciated.

May 25, 1966, and unanimously recommend Pecan Avenue
as a replacement for Magnolia Avenue in the "old town"
section of Huntington Beach.
If the Council concurs with the Planning Commission
recommendation, a resolution may be adopted to effect
the change.
The Planning Commission also recommends that all future
street name changes be handled directly by the .Fire Depart-
ment. This approach would save considerable time, because
the Fire Department Staff must review and approve all
street name changes anyway.

RE: Street Number Change in the Old Town Area
The section of the City affected by the street numbering
change is generally bounded on the north by Clay Street and
its westerly extension to the Pacific Ocean, on the east by
Beach Boulevard and its southerly extension to the Pacific
Ocean and on the southwest by the Pacific Ocean.
The Post Office has indicated that a typed list of the
changes is sufficient to make their adjustment .
The General Telephone Company would like to have a typed
list of the changes prior to the first week in August to give
them time to make their changes for publication in the new
directory. This applies to both the white and yellow pages.
I am not aware of any provision in our Code requiring
the City Council to hold a public hearing to change street
numbers . However, any change will obviously be controversial,
and whether or not a public hearing will assist the City Coun-
cil in.- rendering a decision is questionable. I would suggest
that the change be adopted by resolution inasmuch as other
public and private agencies will be notified.

Gentlemen:
The Buena Park City Council at its Regular Meeting of February 8,
1966 reviewed the recommendation of the City of Westminster that the
City of Buena Park consider changing the name of KNOTT STREET to
GOLDENWEST STREET within our city boundaries.
The City Council recognizes the need for uniformity of street names
throughout the County to make traveling less complicated and confusing
and has cooperated in many instances with our neighboring cities for the
sake of uniformity.
In this particular instance, however, the City Council unanimously
requests that our neighboring cities consider 'retaining the name' of
KNOTT STREET. This street was named in honor of one of Southern
California's most distinguished gentlemen--Mr. Walter Knott, the
"Fabulous Farmer", founder of Knott's Berry Farm, which, as you
know, has for many years been a national tourist attraction.
The City Council of Buena Park has instructed me to communicate
its desire to retain the name of KNOTT STREET where it exists in
Buena Park, and requests consideration of the change of Goldenwest
Street to Knott Street for the entire length of its 'route; -

voted to retain the name of Goldenwest Street in the
City of Westminster, " They requested the City of

and 16th Street (between 17th Street and Loma Avenue)
to Shipley Street.
As you recall, a request came from Martin Fenton, Jr.
to name 'a street in Huntington Harbour after Peter
Douglas; thus, the original Douglas Street would have
to be changed. Moreover, continuity would be retained
if the entire street between Loma Avenue and 17th Street
were changed.
This request was referred to the Planning Commission

that there is already a Douglas Avenue downtown Huntington

changing the name of Douglas Avenue downtown so as to free
the name for use at Huntington Harbour.
I realize that this is an unusual request, but it must be
acknowledged that this man was the prime mover in the creation

Sometime ago at the suggestion of the Orange County Street
Naming Committee the City of Huntington Beach considered
the proposed re-naming of Cannery Street to Magnolia Street.
Inasmuch as the City of Huntington Beach has for many years
had a Magnolia Street .in the older part of town, it was the
unanimous decision of the City Council not to make this
change in our City.

Dear Sirs:
The City of Fountain Valley, realizing the conflict in street names through-
out the County recommended to the Orange County Street Naming Committee
that a standardized name for the route of Cannery-Magnolia be adopted.
This route runs from the southern part of the County to its eventual
northern terminus in La Habra.
Members` of the Orange County Street Naming Committee, the representatives
of each community affected, had a meeting regarding .a uniform name for
this route.
The City of Fountain Valley, realizing this situation, . plus the importance
of. uniform, non-conflicting signing of established routes on and at freeway
locations, feels that this route should have one uniform name throughout
the County. Official action was taken by the Orange County Street Naming
Committee on January 21, 1964, and by the City of Fountain Valley on April 6,
1964, and by the City of Garden Grove on June 23, 1964, and by the City of
Stanton on March 23, 1964, to change the name of Cannery Street to Magnolia,
thusly being able to carry without conflict to traffic patterns on this
street and identification on the San Diego, Garden Grove, .,Santa Ana and
Riverside Freeways, and the proposed Coastal and. Imperial Freeways.
It has been brought to our attention that .the City of Huntington Beach has
not taken any action in regard to changing the name. The signing of the San
Diego Freeway at its intersection with Magnolia (or Cannery--in the City of
Huntington Beach) will add to confusion if the segment between Warner and Heil
does not have the same signing as the segments both north and south of. this reach.

this problem as the State is waiting for the approval of the Cities of Huntington
Beach and Fountain Valley for the Freeway signing ,on the ,San Diego Freeway

Representatives from the cities of Garden Grove, Westminster,
Fountain Valley and Huntington Beach as well as the Orange County
Board of Supervisors were invited to join with the regular
committee members in the discussion.

The multiple names on this arterial highway creates problems in !
freeway signing as well as confusion to the traveling public.
After considerable discussion and study, the Street Naming
Committee took action to suggest the name of MAGNOLIA STREET and
to recommend that your Honorable Council take official action to
change the name of Cannery Street to MAGNOLIA STREET.
Enclosed for your information is a map showing in red color the
portion of this alignment suggested for change of name.
The Street Naming Committee hopes that your Honorable Council
will concur with their suggestion on this problem and will take
the necessary steps to effectuate this change.
Similar letters are also being sent to the City Councils of
Garden Grove, Westminster, Fountain Valley, Stanton, Anaheim,
Fullerton and Buena Park.
The Committee would appreciate hearing from you regarding your
action on this matter.

of the County Engineering Building.

the entire alignment. However, in order that the Committee will
have an opportunity to discuss this matter with all jurisdictions
affected, the Committee requests that your Honorable Council
designate a representative to attend this meeting.
It is anticipated that representatives from .the Cities of Garden

conversations with Mr. M. M. McCallen regarding
the development of his property at the southwest
corner of Beach Boulevard and Garfield Avenue.
In reviewing this I have made two conclusions
which I submit for your con j deration.
1. It would be of general community
benefit to eliminate the five-legged intersection
of Garfield Avenue, Beach Boulevard and Seven-
teenth Street. The vacation of Seventeenth
Street between Florida Street and Beach Boulevard
and its replacement by a street of similar capacity
would accomplish this. This would provide for a
more orderly handling of traffic through the future
traffic signal at Beach and Garfield. Even though
this might cause a need for an additional traffic
signal at Florida and Garfield, the handling of
traffic would be bettered. I feel that this treat-
ment will eliminate a difficult problem and be of
benefit to the community because of the increased
efficiency of the intersection.,
2. a. Mr. McCallen would directly
benefit by the proposed vacation in that his land
holdings between Beach Boulevard and Florida Street
would be made whole and increased in area by some-
thing in excess of one and one-half acres.
2. b. The City would benefit by a
better use being made of the commercial property
fronting Beach Boulevard. Additional tax revenues
would accrue, from property and sales taxes, to
the City in perpetuity.
Benefit to the motoring public would
be affected by a more efficient operation of the
intersection with Beach Boulevard, which will
continue to have the predominant volume of traffic.
I wish to recommend that the Council
approve the idea of this realignment so that my
office can proceed ,with detailed studies. If
approved, -&,--d6tailed proposal will be developed
for your further consideration. The problem of
evaluating the details of this so that equity can
be definitely shown and our interests properly
guarded is very complex. I feel that your approval
of the principle is needed before I can proceed in
this matter. .
A precedent, which is similar except
that no City right-of-way was involved, has been
set. At the intersection of Springdale Street
and Bolsa Avenue a Flood Control Channel has been
realigned to provide additional street frontage
to two' commercial corners. A land exchange has
been executed and all work involved has been
financed by the benefitting property owner.
The attached map shows the proposed
realinement in the blue; the vacation in red.

It has been brought to our attention that the improvement
at the intersection of Beach Boulevard and Adams Avenue
will be completed very soon. With completion of this
project will come new street name signs and the Engineering
office will be requesting the State Highway Department to
install street name signs in the median strip of Beach
Boulevard.
In order to avert costly duplications of signs and to
eliminate confusion of street names, it is suggested
that the Council give serious consideration to changing
the name Quincy Avenue to Adams Avenue between Beach
Boulevard and 17th Street.

Gentlemen:
Herewith is a letter from the Missile and Space System
Division, Douglas Aircraft Co. , requesting approval of the name
"Able Street" for a new street to be constructed.
The street is proposed on the east side of the Douglas site
about halfway between Graham Street and Springdale Street and
will extend north from Bolsa Avenue to the Navy Railroad.
The Planning Commission unanimously recommends approval of the
name, however, in keeping with the City' s street naming policy of
only the Arterial Highways being designated "streets" and "avenues" ,
the correct name should be "Able -Lane! :.

Gentlemen :
The Orange County Street Naming Committee has been in operation
the past six gears . Orange County and its cities have grown
rapidly in this period. Many people, new to this county, have
come here to reside and many new industries and business
establishments have also located in Orange County.
The Committee, in considering this growth and our new citizens,
feels it desirable to make a statement of its purpose and its -
accomplishments .
The Committee is especially cognizant of, and desires to call
attention to, the excellent cooperation of the cities in the
work of the Committee. This cooperation has been evidenced
between one city and another city, between one city and several
cities and also between combinations of cities and the county
Jurisdiction.
This cooperative effort has been productive of one purpose : to
give one highway one name only throughout its extent in Orange
County and thus in time, and by this cooperative action,
eliminate the confusion resulting from one route bearing several
names .
Accordingly, the Orange County Street Naming Committee took
action on January 30, 1962 to prepare a progress report which
would briefly summarize its history, its purpose and its
accomplishments ; as follows :
The Orange County Street Naming Committee was established
In 1956 by Joint action of the Orange County Board of
Supervisors and the Orange County League of Cities for the
purpose of attempting to eliminate multiple names on
Arterial- Highways throughout the County. This Committee
has six members . One member was appointed from each of
four cities which were designated by the Orange County
League of Cities to represent all municipalities within
the County. Two members were appointed from the County
government to represent the unincorporated area of the
County.

An example of the results of this Committee' s work is State
Highway 39, an important traffic artery which carries a
heavy volume of traffic. It is physically one highway from
Its beginning at the Pacific Coast Highway to its northerly
terminus at Whittier Boulevard. A motorist who now travels
this route will see one name - BEACH BOULEVARD - throughout
Its entire length. This was not possible until very recently.
In the past , various portions of State Highway 39 were known
by five different names.
The following list of important highways summarizes the
progress made in the elimination of multiple names and
Indicates the extensive cooperation received from the various
governmental ,jurisdictions participating in this program up
to the present :

Upon reviewing this list It may be seen that through mutual
effort, sixteen Arterial Highways each now have but one name.
Just a few years ago this was not the case. At that time
these same sixteen highways were known by 44 different names .
As the Committee continues its studies of the street naming
situation, it is apparent that each of our cross-county
streets should have one name, regardless of what name may
finally be found most acceptable, and that a great portion
of this name changing program is carried out by the
cooperation of the cities in this county-wide program.
The Committee has found that all jurisdictions which have
been called upon to consider and to assist in bringing about
these name changes have recognized such benefits as faster
service by emergency vehicles, parcel deliveries and mail ,
as well as the obvious assistance to motorists in reaching
their destinations .
The Committee at the outset decided that its efforts should
be directed primarily toward those highways shown on the
Orange County Master Plan of Arterial Highways which have
more than one name. These highways have regional significance
because they are the through traffic routes which traverse
both city and county territory.
A Master Plan for the consistent naming of these highways
was proposed by the Committee. This plan has been endorsed
by planning commissions , post offices , police departments and
realtor boards of virtually all of Orange County' s cities .
Following is a list of 54 agencies and jurisdictions which
have endorsed the program :

been fully solved, as yet . When the work began it was found that

The name Warner Avenue was selected in recognition of the long

Gentlemen:
On January 7, 1964, the Orange County Street Naming Committee will
meet to discuss the conflicting street naming problem which exists
on the Knott Avenue and Golden West Street alignments. The primary
highway presently known as Knott Avenue changes in name to Golden
West Street at the proposed interchange with the Garden Grove
Freeway.
The Committee will meet at 10:00 a.m. in the Conference Room of
the Orange County Road Department, 4.00 West Eighth Street, Santa
Ana, California. This room is located on the second floor of the
County Engineering Building.
A year ago the Committee took formal action to suggest the name of
Knott Street for the entire alignment. The cities of Buena Park,
Anaheim, Stanton and Garden Grove have indicated that they concur
with this suggestion. However, in order that a solution to this
problem may be found which is satisfactory to all interested
jurisdictions, the Committee requests that your Honorable Council
designate a representative to attend this meeting.
It is anticipated that representatives from the cities of Anaheim,
Stanton, Cypress, Buena Park, Garden Grove, Westminster and
Huntington Beach will attend.

Gentlemen,
We of the Goldenwest Homeowners Association do herewith state
our individual concern, singular objection, and collective opposition
to the Orange County Street Naming Ccmmittee_fis recommendation that the
street so named as "Golden West" be changed to that of "Knott".
An individual concern, as an Association, was first orally
expressed by the undersigned at the Nov. 19th Huntington Beach, City
Council meeting, whereat the name change propsal appeared on the
Agenda. (Ref. page 6, section K,. sub-para. 2.).
Our singular objection, other street name changes being a part off
the same agenda item, was again orally expressed to the TnTestminster City
Council, during the Public Hearing conducted there at on December 11, 1962.
Our collective opposition, as an Association, has resulted from
a majority vote, to "oppose" the Street Naming Committees recommendation,
taken at our general meeting held December 13, 1962.
A summary of many objections among our members is that "Golden
West" has served to identify the local of many events in the history of
Huntington Beach, and that the name "Knott", identifies a personage
and a commerial enterprise remote and noncontributary to either the
history, or theeconomy, of Huntington Beach,

Mayor Lambert called "the regular meeting of the City Council of
-the City.-of Huntington Beach to 'order at 7 :30. P.M,
Councilmen Present : Wells, Gisler, Stewart, Welch, Lambert
Councilmen Absent : None
Mayor Lambert.; informed the Council that he had discussed with the
Mayor of the City of Westminster, the proposed change of name of
Goldenwest Street to Knott Street in both cities. He stated that he
had been informed that Westminster was going to retain the name of
Goldenwest Street in their community, and that the designation on the
proposed San Diego Freeway would be Goldenwest Street.
Following some discussion by the Council, a motion was made by Stewart,
seconded by Welch, that the City of Huntington Beach continue with
the name Goldenwest Street. Motion carried.

Gentlemen:
Transmitted herewith is a list of proposed street name changes.
The purpose' of these changes is to eliminate confusion caused by
a number of similar street names in areas adjoining the City. It
also proposes to change a number of "street" designations to "Lane"
and "Drive" , to conform to the pattern the City has established
designating north-south local streets as Lanes and east-west local
streets as Drives .
If the Council concurs with this recommendation, the changes can
be made by adoption of a resolution..

On October 9, 1962, the Orange County Street Naming
Committee held a meeting to discuss the conflicting
street naming problem which exists on the Knott Avenue
and Golden West Street alignments.
Representatives of the various affected cities were
invited to join with the regular committee members in
discussing the possible solutions.
The primary highway presently known as Knott Avenue
changes in name to Golden West Street at the Garden
Grove Freeway, which. causes sign problems at the
interchange which is planned for this location.
' After thorough discussion and study of this situation
the Street Naming Committee took formal action to
suggest the name of KNOTT STREET and to recommend that
your Honorable Body take official action to change the
name of Golden West Street to KNOTT STREET. The use of
"street" conforms to the policy for north and south
routes.
Enclosed for your information is a map showing in red
color the portion of this alignment suggested for change
of name. Also included is an excerpt from the Committeets
minutes in regard to this name change.

The Street Naming Committee hopes that your Honorable
Body will concur with its thinking on this problem and
will take the necessary steps to ;effectuate this change.
Similar letters are also being sent to the City Councils
of the Cities of Anaheim, Buena Park, Garden Grove, Stanton
and Westminster as well as the Orange County Board of
Supervisors.
Although it was not discussed at the Committee meeting,
it is apparent that 23rd Street should also be named
Knott Street since this is' a continuation of this route
to the Coast Highway. Twenty-third Street is all within
the City of Huntington Beach and therefore the change to
Knott Street is a matter for your Honorable Council to
consider.
The Committee would appreciate hearing from you regarding
your action on this matter.

Mr. Bergh briefly explained the history of the Street Naming
Committee and the reasons for its formation.
Mr. Koch and Mr. Bergh explained the accomplishments of the
Committee to date and pointed out some of the existing street
name conflicts °&tich still have to be resolved.
Mr. Bergh informed the Committee that since Supervisor Warner
could not attend the meetiangg due to the Board sessione
Mr. Warner had indicated that the name Knott would be appropriate
for this routes
Mrs Bergh noted that the following designated representatives had
been invited to this meeting but were not present today.

Mayor Gisler stated that he was in favor of retaining the name
ITOfiT and he felt than the City of Huntington Beach would be
agreeable to changing the name of Golden West to Knott. Inasmuch
as representations from the City of Huntington Beach and the
County favor retention of the name KNOTTe Mro Koch suggested that
perhaps the other cities involved in this street nacre ,problem
would be agreeable to a compromises the cities to the north
might favor changing the name of Molder Street to Springdale

Street8 inasmuch as this will be a through County arterial highway
and a street naming problem will exist on this alignment.
Councilman Knoeller stated that in deference to Walter Knott his
name should be perpetuated but that the Committee also should
consider the length of the street on uhich the name change is
proposed and the amount of development which presently ex-fists on
that portion to be changed,
Mayor Brack reported that the City Council of the City of
Westminster would prefer. the name of Golden 'Jest for the entire
length of this arterial highway, that this name is more in keeping
with our western way of life.
Mayor Brach also reported that the City of Westminster did not
haare any strong choice of street names for the Springdale Street-
Holder Street alignment,,
After further discussion of the two proposals it was suggested
that Mayor Brack report the proceedings of this meeting to his
City Council and point out to the Council the reasons given for
the proposed retention of the name Knott.
Mayor Brack stated that he would inform the Committee of his
discussion with the City Council as soon as possible.
A motion was made by Koch that the Street Naming Committee
recommend the nacre KNOTT STREET and SPRINGDALE STREET subject to
the result of Mr. Brack®s conversation with his City Council.
Subject to the result of Mr. Brack9s conversation with his City
Council8 letters recommending the name .of KNOTT STREET will be
sent to the following cities with a recommendation street
nacre change:
Huntington Beachq Westminsters Garden Groves Stantong
Buena Parka Anaheim and the County Board of Supervisors.
Letters also to be sent to the following cities recommending the
name SPRINGDALE STREET:
Garden Groeep Cypress Buena Park and the County of Orange,,
(The use of "streetO conforming to the policy for north and
south routes.)
LAGUNA ROAD.
A letter from the City of Tustin regarding the naming of the
unnamed portion of this street was read to the Committee. The
Cit of Tustin suggested that this street be named either
PytKian Way or Tiller &lay.

The Committee checked these names with the Master Street Name
Index and found that the name Pythian Way would be preferable
because the name Tiller Way already occurs in the County.
A motion was made by Mr. DeWltt that a letter be sent to the
Board. of Supervisors suggesting that the unnamed portion of this
street be named PITHIAN WAY and, also,, that a letter be sent to
the City of Tustin indicating the action of the Committee and
requesting that the City of Tustin take appropriate action to
change the name of Laguna Road to Pythian Way within the City of
Tustin.
WHITAKER STREET-VALENCIA AVENUE*
The Committee briefly discussed correspondence between the Cities
of Buena Park and Fullerton on this highway alignment, Since
this appears to be a local matter betwoon the .two cities no
action was taken.
EL TORO ROAD-NIG'UEL ROAD*
Mrs Bergh read a Minute Order from the Board ..of Supervisors da.t'ed
October 39 1962 with letter from Norman, Smedegaard requesting .
that the Committee consider renaming Niguel .Road to Los Alisos
Avenue.
Mr, Koch pointed out that the legal name: .for this road, north of
the_ San Diego Freeways, is El Toro Road .and not .Los Alisos Avenue.
He stated that this hame was givers to the road _:after a public .
hearing before the;.Board. of Supervisors held oh October 24s 1956

receipt of a Resolution from the City of Seal Beach, regarding
the renaming of Bolsa Avenue in the City of 'Seal Beach, was read
to the Committee.

EAST STREET-RAYMOND AVENUE.
A letter from the Anaheim Chamber of Commerce dated July 28 1962
regarding this street naming conflict was read to the Committee*
The letter requested that thename East Street be continued and
applied to the portion of this alignment which is presently named
Raymond Avenue.
The Committee determined that it would not be appropriate to
attempt further action-on this matters there being no apparent
acceptable solution,, at presentg in view of the opposite stand of
both cities.
The Secretary was instructed to acknowledge the letter and
furnish the foregoing views of the Committee.
DASTANCHURY ROAD-PLACENTIA AVENUE.
Letter from the City of Placentia dated September 7s, 1962
regarding the r of two street names within the City of
Placentia was presented.
The Committee was informed that Dorromeo Avenue has been changed
to Dastainchurg Road and that Sierra Vista Street has been
changed to Placentia Avenue within the City of Placentia.
No action was necessary.

Re: Huntington Harbour Public Streets
Gentlemen:
This office represents the Housers and the Phelps , who own prop-
erty immediately adjoining on the north and east the proposed
Huntington Harbour development . The property of our .clients ,
comprising some 80 acres , is located south of Smeltzer Avenue,
north of Heil Avenue, and west of the abandoned Algonquin align-
ment. This letter to you is not to be construed as opposition
to the Huntington Harbour Marina .Development, but is only to put
you on notice as to the problems presented by this large Marina
and its .effect upon the included and immediately adjoining public
highways .
If you will recall, during the recent proceedings for the Algon-
quin abandonment, the proposed future street alignment wass dis-
cussed with the City officials . At this time, it was stated by
your representatives that the future right of way would be moved
to the west and would be along the westerly line of the Houser-
Phelps property, and that all the adjoining owners would be asked
to dedicate one-half of the necessary right of way for this new
alignment . Based upon this information, no protest was raised
to the proposed abandonment, which has been completed. The
property of our clients will be substantially landlocked unless
the City now continues in good faith, as indicated earlier it
would do, and locate a new public street along the common boundary
line dividing the Huntington Harbour properties - from- the Houser
and Phelps properties .
Historically and legally, the method used for locating public
street has been either proceedings under the State Planning Act,
which appear in the Government Code sections , or proceedings under
the Subdivision Map Act, which appear in the Business and Pro-
fessions Code. Either of these methods requires notice and hearing
with opportunity for expression of views by those directly as
well as those indirectly affected. The reason for our present
concern is that the preliminary master land use plan submitted
for the Huntington Harbour development indicates that a street

will be located entirely within the Huntington Harbour Marina and
will deny normal public access to the Houser and Phelps properties .
Such a proposal is a violation of the historic location of streets
along common boundary lines and is also . in violation of the
earlier representation of the City concerning the future alignment
of such a common street, which representation justified at that
time the Algonquin right of way abandonment. It is our inform-
ation that the developers of the Huntington Harbour development will
start in the south and easterly portions and probably will not be
in the northwest portion for several years . However, we feel it
important to call this to your attention now as the master land use
plan would indicate an incorrect location of the new public street
a ligament.
I have been authorized by the Housers _and the Phelps to formally
tender the offer of dedication of the necessary one-half of the
right- of way for the alignment of a new public street along the
common line dividing the Houser-Phelps properties from that of the
Huntington Harbour property southerly of Smeltzer and northerly of
Heil Avenue. This alignment, in good logic, good planning and in
fair play to the property owners involved, is the one that should
be followed. We' are willing to proceed with this matter if it is
the stated policy of the City that this will be the future align-
ment for the major north-south street connecting Smeltzer Avenue
with the streets to the south, to and including the Coast Highway.
It is now our understanding that you are not at the moment con-
cerned with this exact alignment as the Huntington Harbour develop-
ment first under construction will be in other portions of the
project . However, we are willing to now proceed to establish the
alignment along our common boundary line so that we might undertake
with the same enthusiasm shown by the Huntington Harbour people
the planning and. development of the Houser and Phelps properties
so that they can be a credit to the growing City of Huntington
Beach.

Gentlemen:
At the last meeting of the Orange County Street Naming Committee
which was held on November 28, 1960, representatives were present
from the Orange County Board of Supervisors and the Cities of
Costa Mesa, Fountain Valley, Huntington Beach and Santa Ana to
discuss mutual street naming problems.
The discussion concerned three important east-west county arterial
highways: (1) Talbert Avenue-Dyer Road (2) Wintersburg Avenue-
Delhi Road (3 ) Smeltzer Avenue-Edinger Street. Each of these
separate alignments should be known by one name since they will
each ultimately be one route as shown on the enclosed Orange
County Master Plan of Arterial Highways.
The multiple names given to streets and highways causes confusion
and hampers fire, police, postal services, and others in perform-
ing their duties.
It becomes increasingly difficult to solve a problem where more.
and more people are involved. The street naming problem in Orange
County is no exception. The time for action is now.
As a result of the aforesaid meeting and with these thoughts in
mind, this committee respectfully requests that Your Honorable
Body give favorable consideration to naming these arterial routes
as follows:
1. Talbert Avenue - Dyer Road to TALBERT AVENUE.
2. Wintersburg Avenue - Delhi Road to WARNER AVENUE.
3 . Smeltzer Avenue - Edinger Street to EDINGER AVENUE.
We feel that these names will be met with general acceptance.
The name Warner Avenue was selected in recognition of the long
and dedicated service given Orange County by the member of the
Board of Supervisors through whose district a major pottion of
this route passes.

Dear Mayor Irby:
The enclosed letter was received from the Ocean View School
District architects, Frick, Frick & Tipton. The letter is
self-explanatory.
Since the Ocean View School District is now on the State Aid-
Program and all funds must be approved by the Allocation
Division of the. State Department of Finance, it is impossible
for our school district to install more than eighteen feet
of paving on any road adjoining a school. This is true with
any state aided district. Since Huntington Beach city extends
into the Westminster School District, the same problem will
arise there when application for school construction sites
.are filed by the Westminster district.
It is the wishes of the Ocean View School District that this
problem be considered by the City Council and measures be
taken to make it possible for the school district to continue
its building program as rapidly as possible. It is important
that we care for the many children coming from the subdivision
development in the area.

At the request of the Orange County Street Naming Committee
the City Planning Commission gave consideration and- study to the
proposals changing Bolsa Chica Road to Miller Street and Hamphire Avenue,
Huntington Beach Blvd. to Beach Blvd.
The Planning Commission recommends only the proposed change to
Beach Blvd. The City Council may adopt a proposed name change by
resolution. A public hearing is optional.
Resolution No 63 recommending the adoption of proposed name

The Orange County Street Naming Committee has received
approving action from the Planning Commissions of the cities
of La Habra, Buena Park, Anaheim, Stanton, Garden Grove and
Huntington Beach, on the renaming of State Highway 39 to
BEACH BOULEVARD.
The Committee now feels that this matter should be
presented to the governing bodies of the various cities for
approval, therefore, the Committee respectfully requests
that Your Honorable Body transmit the accompanying letter
to the City Council for their consideration.

principal highways of Orange County. Copies of this
statement have been sent to civic groups within your
city. We have asked them to endorse this statement.
This project will benefit the motoring public and
business and industrial interests.
The Orange County Street Naming Committee is studying a
method to end some of the confusion caused by highways
having several names. In the near future a definite
proposal will be submitted for your consideration.

��TfiY NAME A STREET
The purpose in naming a street is to identify it in a manner
which will enable people and goods to arrive at a
destination with as little .confusion as possible.
Throughout Orange County, 42 ARTERIAL HIGHWAYS are known by
129 names. The many names given to our arterial highways
makes drivers bewildered and prone to accidents; and
otherwise efficient fire, police, and postal services are
unnecessarily hampered in performing their duties.
ARTERIAL HIGHWAYS - MULTIPLE NAMES
Highway 39 is an important traffic artery and carries a
tremendous volume of traffic. It is physically one highway
from its beginning at the Pacific Coast Highway to its
northerly terminus at Whittier Boulevard. Yet, a motorist.
traveling this route will see street name signs identifying
it as Huntington Beach Boulevard,. Stanton Avenue, Grand
Avenue, La Mirada Road and La Habra Road. This route,
important as it is, has six different names, and is but one
route. Surely, it should have one name.

Orange County is fortunate in one respect, because all of

our highways do not have six names. Some have only four
names. Harbor Boulevard, for instance, is also called Palm
Street, Spadra Road and Fullerton Road. It is one route
and should have one name.
Westminster Avenue and Seventeenth Street, Garden Grove
Boulevard and Memory Lane, Bolsa Avenue and First Street
are other examples of direct routes known by more than one
name.

Most drivers assume each street has one name and quite often
this false notion leads them to the wrong destination. This
occurs frequently to drivers who reside in Orange County.

Imagine the thousands, of tourists unfamiliar with the area
searching for destinations. Local residents and tourists all
agree that a route should be direct in direction and direct
in name.

SHOPPING OR SEARCHING
A majority of the motorists in Orange County are newcomers.
When they set forth on a shopping, spree, they are often
precluded from purchasing specific items at specific stores
as a result of our confusion of street names. Confusion
leads to frustration; frustration leads to stores not
originally on the shopperts itinerary.
SAFETY AND STREET NAMES
In many instances the multiple street names given to our
arterial highways cause confused and hesitant drivers which
create a hazard on the highways and represent a danger to
themselves and to others. They create traffic conflicts
which in turn decreases the carrying capacity of our
million-dollar highways.
ADVERSE EFFECTS
Multiplicity of street names adversely affects the operation
-of important and necessary services from which we demand the
greatest efficiency.
Fire-fighting equipment, in times .of emergency, must arrive
at the points of peril with the least amount of delay. A
small fire can be as disastrous as a big one if the'
equipment does not reach the scene as quickly as possible.
Many reports of fires are received by telephone; the person
reporting a fire is apt to be emotionally upset. This
disturbed and often incoherent voice may be calling to report

a fire on a certain street. What happens if the fire is on a
street which is known by several different names? Police
departments are also faced with the same problem. Why limit
the effectiveness of these two essential services by having
multiple street names?
Although mail is delivered to the correct street it goes to
the wrong person because so many streets in Orange County
have similar street names. Duplicity in street names delays
and encumbers our over burdened postal services. Fortunate
is the local postmaster who has no -Orange Avenue, Street or
Drive in his jurisdiction. Orange Avenue is an arterial
highway on the Orange County Master Plan of Highways and is --
the name carried by many local streets in the cities of
Orange County.
ONE STREET - ONE NAME
We can do nothing about the emotional behavior of people
when disaster or strife requires them to seek help from. our
Police and Fire Services, but there is something we -can do
about the street naming system in Orange County. We can
name each street with one name, and the name selected need
not be similar to or be confused with other street names.
This action will help emergency services provide protection
with little chance of error caused by multiple street names.

MOUNTAINS FROM MOLEHILLS
It becomes increasingly difficult to solve a problem where
more and more people are involved. The street naming problem
in Orange County is no exception. The time for action is now
before many more people come to Orange County.

AGAIN: 42 ARTERIAL ROUTES - 129 NAMES
The street-naming problem became apparent after the adoption
of the Master Plan of Arterial Highways for Orange County.
Then it was found that 42 of our highways which serve the
traffic needs of the entire county were officially Down by
129 names. This perplexing problem affected both the County
and City areas. It became apparent that this problem
requires action by both city and county government.

ORANGE COUNTY STREET NAMING COMNIITTEE
On October 30, 19569 the Board of Supervisors formed the
Orange County Street Naming Committee. This committee has
six members. One member was appointed from each of the four
cities which were recommended by the Orange County League of
Cities to represent all the municipalities of Orange County.
Two members were appointed from the County government to
represent the unincorporated area of the County.
It .was decided that the Committee's work should be limited to
those highways designated on the Orange County Master Plan of
Arterial Highways which have more than one name. These

highways have regional significance because they are the
through traffic routes which traverse both city and county
territory, and should have one name.
POLICIES AND GENERAL RULES
1. Each highway should have only one name and it need not
necessarily be called one of the several names it bears
.at present.
2. East-west routes should be called' AVENUES.
3 . North-south routes should be called STREETS.
4.. Whenever a street is known by a name and a number it is.
preferable to give it a name.
50 In deciding upon a name, the historical connotations of
one of the existing names should be given preference if
possible.

6. Cardinal importance should be placed on the need for one
name; less importance should be placed on the actual
name selected.
PROGRESS THROUGH COOPERATION
BROOKHURST STREET. This highway was known as Wright Street
from the Coast Highway to Garden Grove Boulevard. It
continued northward as Brookhurst Avenue. The Street
Naming Committee recommended to the City Councils of
Huntington Beach and Garden Grove and to the Board of
Supervisors that this highway, being one direct route, should
have but one name: Brookhurst Street. They agreed with the
recommendation and approved the name change. This highway
now has only one name.
ORANGETHORPE AVENUE. The continuation of this highway
easterly from the City of Placentia was formerly called
Placentia-Yorba Road. The Board of Supervisors concurred
with the Street Naming Committee's recommendation that this
is logically one direct route and should have but one name:
Orangethorpe Avenue.
LA PALMA AVENUE. This highway continued easterly from the
City boundary of Anaheim to Jefferson Street as North Street.
A recommendation by the Street Naming Committee to the Board
of Supervisors resulted in one name for one route.

BREA BOULEVARD. At one time this highway had two other
names; Pomona Avenue and Brea Canyon Road. It now has one
name because of the cooperation between the Board of
Supervisors and the City Council of Brea changing the name
within their respective .jurisdictions _to agree with the name
Brea Boulevard in the City of Fullerton.
ONE STREET - ONE NAME
The longer the Committee studies the street naming situation,
the mbre agreement they have with the premise that each
street should have one name, no matter what name is finally
selected.
They sincerely hope that this premise will remain in the
forefront of all who consider their recommendations.
Cooperation of all cities and communities of Orange County in
this important endeavor will make travel safer, destinations
easier to reach and greatly aid business and industrial
establishments which are so important to the economic well-
being of our entire community.
