Sanitation District Public Participation - Questions and Answers (2) CI ,Y' Y OF HUNTINGToN BEACH INTERDEPARTMENTAL COMMUNICATION TO: Honorable Mayor and City Council Members a VIA: Ray Silver, City Administrator FROM: Daryl Smith, Acting Director of Public Works SUBJECT: Street Maintenance DATE: April 9, 1998 During the Council meeting of April 6, 1998, members of the Council asked the following questions regarding the city's street maintenance program. By way of this memo, I offer the following responses: Re: What is the current condition of the city's arterial streets and has staff identified specific needs? Response: Unlike the maintenance of local streets, the city has no preventative maintenance program for arterial streets. In March of this year, staff completed a preliminary inspection of the city's arterial streets. Based on this inspection, 7,241,104 square feet of arterial roadway (see attached Arterial Street Overlay List) needs to be resurfaced. The estimated cost of this work is $5,300,000. This year's approved budget includes $400,000 for arterial street maintenance, an amount substantially less than what's needed. Therefore, staff is working with the Orange County Transportation Authority and other agencies to identify potential sources of additional funding necessary to complete all or a portion of this work. Re: Does the city have a Pavement Evaluation Program? Response: In 1985, the city initiated a Pavement Evaluation Program for local streets. This program provides a systematic method of determining needed pavement repairs. The system includes procedures for documenting existing pavement conditions, recommending improvements and a prioritizing needed work. As a matter of past practice and pursuant to OCTA approval, this program is used in assessing the condition of all local city streets. These assessments are done at least once every two years. The current pavement management program does include any information regarding city arterial streets. Therefore, staff solicited proposals from qualified consultants to modify the program. Staff will be submitting an agreement, for these services, to Council in May. The scope of work will also include an evaluation of local streets and an assessment of the city's seven-year local street slurry seal program (see attached map for the city's Projected Slurry Seal Program). Re: Arterial Highway Financing Program (AHFP) Response: Prior to the County of Orange filing for bankruptcy, the annual AHFP program provided $3.5 million, county-wide in competitive grants for arterial highway rehabilitation projects. The local match for these grants was 50%. The City of Huntington Beach averaged $350,000 annually in AHFP grants. R 0031264.01 Once the bankruptcy occurred, the County discontinued the program and ultimately transferred the program as well as the $3.5 million over to OCTA.�Because the bankruptcy also affected OCTA, they have been unable to reestablish the AHFP program. This year, however, OCTA has found a winfall of$17.1 million and established a one-time Arterial Highway Rehabilitation Program (AHRP). The program will include $10 million for this fiscal year and $7.1 million for next year. One of the funding sources for the Program is the Federal Highway Administration. The cap on any one project application is $400,000. Applications are due on May 15. It is understood that, on a competitive basis, each city in the County will probably receive only one project per year for the two years of the Program. We will be submitting approximately 15 applications. OCTA staff will continue to search for additional funding for arterial rehabilitation projects.
