Reco=endation: Adopt the attached resolution to vacate street right of way. , Analysis: The General Plan contains the policy to "develop a system of arterial streets and highways that ensures the tsafc and efficient movement of people and ,goods . " Palm Avenue had been designated as a secondary arterial based on anticipated traffic volumes generated by the downtcrwn business district: and concentrated residential develo pr.j.cnt. The ultimate pattern of land uses for the downtown area was reevaluates! in General Plan Amendment 76-lA.
