Statement of Issue :
The City has received requests from affected property owners to abandon
surplus street right of way resulting from changes in the precise plan
width of Palm Avenue. The City Council adopted Resolution #4811 on 12/04/79
declaring its intent to vacate said rights of tray and the attached .resolution
will finalize the vacating procedure.
Reco=endation:
Adopt the attached resolution to vacate street right of way. ,
Analysis:
The General Plan contains the policy to "develop a system of arterial streets
and highways that ensures the tsafc and efficient movement of people and
,goods . " Palm Avenue had been designated as a secondary arterial based on
anticipated traffic volumes generated by the downtcrwn business district: and
concentrated residential develo pr.j.cnt. The ultimate pattern of land
uses for
the downtown area was reevaluates! in General Plan Amendment 76-lA. The
General Plan was amended to refl:ct as less intensive development pattern,
resulting in lower anticipated traffic volumes on Palm Avenue and other '
streets . Traffic analyses indicated that a 60--foot street width was adequate- ,
to accommodates projected volumes while still. maintaining "safe and efficient
movement of people Find goods. "
Another General Plan policy encourages "acquiring land for parks, open space
and recreation prior to land development, where possible. " The City could
retain these two parcels as permanent open space= • however , the size and
location of the parcoln do not constitute a significant open space resource ,
and they should be conveyed back to the original properly owners.
