SWO'M t of Isue, RseoM'WWWrNtim, #Awysis, Fundkq Scwm, Alto, irrw ActiDft: Statement of Issue: The City has received requests from affected property owners to abandon surplus street right of way resulting frog: changes in the precise plan width of Palm Avenue. The City Council adopted Resolution 04111 on 12/04/79 declaring its intent to vacate said rights of way and the attached resolution will finalize the vacating procedure. Recommendation: Adopt ,the attached resolution to vacate street right of way . Analysis : The General Plan contains the policy to "develop a system of arterial streets and. highways that ensures the safe and efficient movement of people and goods. " Palm Avenue had been designated as a secondary arterial based on anticipated traffic volumes generated by the downtown business district and concentrated residential development. The ultimate pattern of land uses for the downtown area was reevaljat6d in General Plan Amendment 76-1A. The General Plan was amended to refflect a less intensive development pattern, resulting in lower anticipated traffic volumes on Pala: Avenue and ocher ' streets. Traffic analyses iTIic:ated that a 60-foot street width, was adequate to accommodate projected volumes while still maintaining "safe and efficient movement of people and goods. " Another General Plan policy encourage* "ac uir4n land for parks, open space Po Y .9 q 9 and recreation prior to land development, where possible. Recommendation: Adopt the attached resolution of intent to vacate street right of way and schedule the required public hearing. Analysis: The General Plan contains the policy to "develop a system of arterial streets and highways that ensures the safe and efficient movement of people and goods . " Palm Avenue had been designated an a secondary arterial based on anticipated traffic; volumes generated by the downtown business district and concentrated residential development. The ultimate pattern of land uses for the downtown area was reeval.uat*d in General Plan Amendment 76-1A. Tie . General Plan was amended to reflect a less intensive development pattern, resulting in lower anticipated traffic volumes on Palm Avenue and other. streets. Traffic analyses indicated that a 60-foot street width was adequate to accommodate projected volumes while still maintaining "safe and efficient movement of people and goods. " Another General Plan policy encourages *acquiring land for parks , open space, and recreation prior to land development, where possible.
