STATEMENT-OF ISSUE:
'Jason Marketing Company has requested a street name change from Tiodize Circle to Jason Circle.
RECOMMENDATION: /L
ADOPT Resolution No. s 3 T changing the name of Tiodize Circle to Jason Circle.
ANALYSIS:
Jason Marketing Company is the new occupant of the sole building located on Tiodize Circle, located near
Bolsa Chica Street and Argosy Drive. The company desires to change the street name to Jason Circle to
uniquely identify their new facility. Tiodize Company was the previous building occupant. Staff supports the
request since only one building and one address is served by the street.
FUNDING SOURCE:
The property owner has agreed to pay the costs for replacing existing street name signs and a $250 fee to offset
the costs of minor administrative actions required to implement the street name change.
ALTERNATIVE ACTIONS:
1. Retain original street name.

Consistent with Council Policy? . DQ Yes [ ] New Policy,or Exception J _4:
Statement of Issue, Recommendation,Analysis,-Funding Source,Alternative Actions,Attachments:
STATEMENT OF ISSUE:
Staff proposes to change the street name Commodore Circle (in tract 4026,) to
Amberleaf Circle because staff and the property owners feel that the current name
does not adequately reflect recent rehabilitation efforts in the area and a further
benefit could'accrue to the neighborhood by having the.name changed by resolution of
the City Council. Further, the"Fire Chief has reviewed and approved this request for a
street name change. .
RECOMMENDATION:
Approve and authorize the City Clerk to execute the attached resolution"changing the
name of Commodore Circle to Amberleaf Circle.
ANALYSIS:
Recently,. an ambitious enhancement project was completed in-- Commodore Circle.
Approximately $1 million "was expended for . a new street, alleys, street trees
(Amberleaf trees), landscaping, and fencing; . and 19 of 20 four-plexes underwent
thorough rehabilitation with substantial improvements made to both the interior and
exterior elements of the buildings. As a capstone to the entire. project, a recreation
area is currently under construction on the site of the former pool/community area..
The cost of this project is approximately $86,000.
The character of this area has drastically changed, however, the'property owners on.
this street believe that a negative image".remains attached to the neighborhood which
can.be directly linked to the current street .name. -Changing the name of the street-
would recognize the changes made to the entire area through the efforts of the city and
the property owners.
FUNDING SOURCE:
If necessary, appropriate CDBG funds will be utilized.

Subject RENAMING WALNUT AVENUE Date August 23, 1
BETWEEN BEACH BOULEVARD AND
FIRST STREET
Staff has compiled a listing of the addresses effected by the renaming of Walnut Avenue
(please see attached vicinity map).
1. Between Beach Boulevard and First Street: One Hotel
2. Between First Street and Main Street: Five Houses
3. Between Main Street and Golden West Street: Three businesses (one vacant), twenty
individual residence addresses, and six
multi—tenant residences (with an
unknown number of effected units, as
security gates prevented access for
counting).
Renaming Walnut Avenue between Beach Boulevard and First Street will have a very mild
financial impact on one party (the Waterfront developer). Renaming Walnut Avenue
between Beach Boulevard and Main Street will have some effect on the existing residences
(changing existing personal stationary and telephone directory listings). Renaming Walnut
Avenue between Beach Boulevard and Golden West Street will have a greater financial
impact as business stationary and personal stationary and telephone directory listings will
require changes.
Renaming Walnut Avenue between Beach Boulevard and First Street will have a very
minor impact on the Fire Department's dispatch capabilities. Chief Dolder feels that a
single street name would be somewhat easier for fire dispatchers directing incoming
equipment in that area, but he also feels that First Street would be a logical break ;
between Pacific View Avenue and Walnut Avenue. , =:

REQUEST FOR CITY COUNCIL ACTION
NUNTMMN EMN
Date: January 3, 1994
Submitted to: Honorable Mayor and City Council
Submitted by: Michael T. Uberuaga, City Administrator
Prepared by: Ray Silver, Assistant City Administrator FRS
Michael P. Dolder, Fire Chief
Subject: STREET RENAMING REQUEST
Consistent with Council Policy? [ X ] Yes [ ] New Policy or ExceptioncrJ SD
Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments:
STATEMENT OF ISSUE:
Oil island lots in the Seacliff area are being developed and require street names. The street names originally submitted
by Seacliff Partners were approved by City staff in accordance with City policy. The Seacliff Homeowners Association
has submitted street names they believe to be more compatible with others in the surrounding tract. Compatibility is an
issue which was to be addressed in the oil island development. The City has the final authority to approve street names.
RECOMMENDATION:
ADOPT Resolution No. changing the street names as follows: 1)Island "B" Tract#14296 change Santa Rosa
to Quietsands; 2) Island "E" Tract #14044 change Madagascar to Sandpebble; 3) Island "S" Tract #14043 change
Rodarte to Cambria Cove.
ANALYSIS:
Staff is recommending that three of the four street names be changed. These names were selected by the Seacliff
Homeowners Association. Seacliff Partners objects to the name change from Rodarte to Cambria Cove since this name
was selected as a result of a fund-raiser auction. Staff proposes to move this name to another tract at a later date.
Currently, the developer has sold no homes on the affected streets, and no homeowners would be impacted by these
changes. Tract maps have been submitted to the County, and there may be costs related to amending the maps. The
Seacliff Homeowners Association would also like to change Island "D's" approved street name from Sicily to Sunsetview.
Staff cannot recommend this change since homes have already been purchased on this street.
FUNDING SOURCE:
$750 from the General Fund balance.
ALTERNATIVE ACTIONS:
1. Retain original street name.
2. Adopt a resolution adopting new street names as requested by Huntington Seacliff Homeowners Association and
authorize funds to cover costs related to changing Orange County records to reflect the changes.
ATTACHMENTS:
1. Requirements for naming new streets.
2. Requirements for name changes to existing streets.

Re: Street Names - Seacliff
Dear Ray:
It is our understanding that the City intends to change the names of some existing and future
streets in the Seacliff area, namely. former well islands "R, " "E, " "B" and "S. " As we have
discussed, we have followed all City regulations in receiving approval of the existing street
names. However, given the concern of some of our neighbors to change some existing street
names, we Can take the following positions on the proposed street name changes as we know
them.
As you know, the "R" island tentative tract map has not been recorded, and we will name its
street "Island Bay Lane" since the City has allowed that name to remain as an extension of
the existing "Island Bay Lane. " We will make the change.
Regarding "E" and "B" islands, although final tract maps have been approved by the City and
recorded, we are not opposed to the proposed name changes we discussed with you.
Finally, "S" island has been recorded and developed with our model complex and sales office
for the entire Cambria Collection (islands) project. The street name "Rodarte Circle" was,
as you are aware, offered to raise funds at a charity event and the name has been committed
and accepted by the donor and we have a responsibility to oppose any change. In addition,
in the same way that you recognize it is inappropriate to change "D" island because people
are living there and have arranged stationary, etc. -with their address, we too have relied
on the City's approval of the "S" island street name. We receive mail at this address and
have incurred significant expenses to prepare large quantities of printed material including
our address (enclosed are samples). Please be advised that we do not support any change to
Rodarte Circle. If however, the City elects to legally change the street name, it should
include in .its action an authorization for reimbursement to us for $17,609 for all reprinting
costs since we relied on the City's previous approval.
If you have any questions, please let me know.
Sincerely,
3EACLIFF PAR22MM

Dear Mike,
As discussed in our meeting on October 28th with-you and members of your staff and Seacliff
Partners representatives Bill Ehrlic and Tom Zanic, we are strongly opposed to the street names
selected by the developer for the Huntington Seacliff Islands Project. The names are not
compatible with existing street names.
During the meeting we requested documentation on the requirements for naming new streets. We
have received this information from your staff in the form of an Inter-Department Communication
memo to Ray Silver from Steven Parker dated 9APR92 and City Specification Number 409,
Revision March 1983, copies of which are attached. Listed below, complying with this
Specification, are a selection of street names which we believe are compatible with the theme
of our existing streets. All names have been checked for duplication against the Thomas Guide.
Note that there is-no street name list for Island R (Tract 14244).. It is our recommendation that
the extension of Island R retain the name Island Bay. We believe a single name will be less.
confusing to existing homeowners and visitors, as well as the Fire Department. A switch in names
mid-street is difficult to explain! In fact, the new section of this street forms a "bay", making the
name Island Bay even more appropriate.
