SUBJECT: Approve appropriation of funds for Traffic Signal Improvements
Statement of Issue
The City is participating in a multgunsdictional project managed by the Orange County
Transportation Authority (OCTA) to provide operational and infrastructure improvements for traffic
signal synchronization along Goldenwest Street, Warner Avenue, and Edinger Avenue An
appropriation from the Air Quality Management District (AQMD) fund balance is requested to
complete the projects In addition, an appropriation from the Prop 42 Fund is needed to begin
construction on signal improvements at the intersection of Bolsa Chica Street and Bolsa Avenue
Financial Impact
Staff is requesting an appropriation of $80,000 from the AQMD (201) undesignated fund balance
and an appropriation of $120,000 from the Prop 42 (219) undesignated fund balance
Recommended Action
A) Authorize the appropriation of $80,000 from the undesignated AQMD Fund balance to AQMD
Account 20185201 82700, and,
B) Authorize an appropriation of $120,000 from the undesignated Prop 42 Fund balance to Prop 42
Account 21990422 82700
Alternative Action(s)
Do not authorize either or both of the appropriations and instruct staff on how to proceed
Analysis
In Fiscal Year 2011-12, the Public Works Transportation Division began work on multiJunsdictional
projects managed by OCTA to provide traffic signal synchronization upgrades on several major
County arterial roads These road segments are Goldenwest Street (PCH to State Route (SR) 22),
Warner Avenue (PCH to Red Hill Avenue) and Edinger Avenue (Bolsa Chica Street to SR 55) Per
cooperative agreements, OCTA is managing each of these projects and contributing 80% of the
total project cost
Funds for the project were approved in previous Capital Improvement Program (CIP) budgets
However, due to a number of delays since initial inception, these funds were not carried forward
into the current fiscal year At this time, an additional $80,000 appropriation is requested to
complete these projects

Traffic signal Improvements at the Intersection of Bolsa Chica Street and Bolsa Avenue were
Included in the FY 13-14 approved CIP and carried forward to FY 14-15 During 14-15 Prop 42
funds were used for the City purchase of equipment for the intersection and for signal modifications
at other locations The carry forward CIP balance approved on December 21, 2015, was $102,000
To complete the project an additional appropriation of $120,000 from the Prop 42 Fund is
necessary
Public Works Commission Action:
The Signal Synchronization projects were approved by the Commission in conjunction with their
approval of the FY 11-12 CIP The Bolsa Chica/Bolsa Signal project was approved by the
Commission on September 17, 2014, by a vote of 6-0-1
