An Ordinance is required to make these revisions. Funding Source: Costs of approximately $2,000 are budgeted in General Fund, Traffic Maintenance, Signs 10085302.64280. .9 r%of- .Recommended Action: f Ordinance Number 3y 7? amending Chapter 10.12 of the Huntington Beach Municipal Code relating to speed limits. Alternative Action(s): 1. Do not approve the Ordinance relating to speed limits. 2. Suggest alternative speed limits. This action will disallow the use of radar for speed enforcement on the affected street segments. 3. Receive and file this document. Analysis: City Staff has performed the three required elements used to establish posted speed limits in accordance with procedures adopted by the State of California. The three elements used to establish speed limits are: 1) Sample existing travel speeds at a representative location within the roadway segment. 2) Review the street segment to identify roadway characteristics and conditions that may not be readily apparent to motorists. The review of travel speeds is used to establish a baseline speed limit for a roadway segment. Roadways that do not contain conditions readily apparent to motorists, that affect the safe operating speed for the street, and that do not have an accident history that may be indicative of these types of conditions generally have a posted speed limit based on the 85tn percentile speed or prevailing speed of traffic. When conditions warrant, the State of California procedures for establishing posted speed limits allow for posted speed limits to be reduced. Applying this reduction requires engineering evaluation and documentation of conditions to demonstrate the need for the lowered speed limit. Staff has identified several characteristics along each of the roadway segments which ma not be apparent to motorists and that would also make a speed limit posting near the 85t percentile speed undesirable under most conditions. The conclusions regarding these conditions are supported by the calculated 3-year accident rate for various street segments. The recommended changes include increased speed limits on the following streets: 1) Brookhurst from PCH to Banning from 45 to 50. 2) Center from Gothard to 1405 from 30 to 35. 3) Florida from Garfield to Main from 25 to 30. 4) Hamilton from Newland to Magnolia from 40 to 45. 5) Heil from Bolsa Chica to Beach from 35 to 40. 6) Indianapolis from Beach to Newland from 30 to 40. 7) Saybrook from Davenport to Humboldt from 25 to 30. The recommended changes include decreased speed limits on the following streets: 1) Banning from Magnolia to Brookhurst from 40 to 35. 2) Bolsa from Bolsa Chica to Springdale from 50 to 45. 3) Bolsa Chica from Edinger to Rancho from 50 to 45. 4) Clay from Main to Beach from 35 to 30 5) Edinger from West City Limit to Bolsa Chica from 50 to 45. 6) Los Patos from Warner to Bolsa Chica from 35 to 30. 7) Palm from Main to Goldenwest from 35 to 30. 8) Palm from Goldenwest to Seapoint from 45 to 40. 9) Saybrook from Humboldt to Edinger from 45 to 40. 10) Sher from Juliette Low to Edinger from 35 to 30. 11) Springdale from McFadden to North City Limit from 50 to 45. 12) Warner from Algonquin to Goldenwest from 50 to 45. Public Works Commission Review The Commission reviewed and recommended approval of the attached speed limit changes on September 20, 2000 by a vote of 4-0-3 (Commissioners Smith, Hartge and Piechota were absent). BEACH AMENDING CHAPTER 10.12 OF THE HUNTINGTON BEACH MUNICIPAL CODE RELATING TO SPEED LIMITS The City Council of the City of Huntington Beach does hereby ordain as follows: SECTION I. Chapter 10.12 of the Huntington Beach Municipal Code is hereby amended to read as follows: 10.12.010 Twenty-five m.p.h. prima facie speed limit. Unless stated otherwise, upon the basis of an engineering and traffic survey of the portions of the streets hereinafter set forth, the City Council determines and declares that the prima facie speed limit of twenty-five (25) miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon said streets and that the prima facie limit of speed on a portion of the following streets as listed in Section 10.12.080 shall be and is twenty-five (25) miles per hour. 10.12.020 Thirty m.p.h. prima facie speed limit.
