JONES, II, Director of Public Works SUBJECT: CITY WIDE SPEED LIMIT ORDINANCE 33 g Statement of Issue,Funding Source,Recommended Action,Alternative Action,Analysis,Envir nmental Status,Attachments Statement of Issue: An Ordinance is required to amend the speed limits on certain streets and to make other corrections as needed. In addition to the Ordinance, a Legislative Draft is also prepared by the City Attorney's Office. A legislative draft indicates additions to the ordinance by bold face type two points larger and deletions to the ordinance by stFikethmugh. , In some cases street segments are shown as being removed from the ordinance.. These street segments are included in the preceding segment and have the same speed limit. Funding Source: Funds are available in Account Number E-AA-PW-416-3-04-00 to change posted speed limits as appropriate. i Recommended Action: Adopt Ordinance Number 3 � amending Chapter 10.12 of the Huntington Beach Municipal Code. Alternative Action(s): Take no action or set other speed limits. This action will disallow the use of radar for speed enforcement on the effected street segments. n ll'' 1� RtQUEST FOR COUNCIL ACTT MEETING DATE: May 6 , '1996 DEPARTMENT ID NUMBER: PW 95-073 Analysis: A traffic and engineering survey was performed on certain streets, as required by the California Vehicle Code, and the results of those surveys are indicated in the attached Legislative"Draft. Traffic and engineering surveys must be completed every five years to allow the use d4adar for traffic speed enforcement. Failure to update the surveys invalidates radar- enforced speeding citations and forces the Police to "pace" the violator to enforce speed limits. Pacing is considered an impractical enforcement method for logistical reasons. These recommended speed limit changes have been reviewed and approved by the Transportation Commission at their November 15, 1995, meeting. At the December 19, 1994, City Council meeting, Councilman Garofalo expressed his concern about the 50 mile per hour speed limit on Warner Avenue between Graham Street and Springdale Street. His concern was due to the rise in the roadway at the Orange County Flood Control District Channel (Wintersburg Channel). Staff met with Councilman Garofalo and explained that sight distance calculations indicate the 50 mile per hour speed limit is reasonable. The traffic and engineering survey indicates the 85th percentile speed in this section is 54 miles per hour. The accident rate during this time period was 0.91 accidents per one million vehicle miles. The average accident rate for all Orange County roadways similar to Warner at this location was 2.61. Therefore the speed limit for this section of Warner Avenue adheres to the legislation set forth in the California Vehicle Code and the guidelines in the California, Department of Transportation, Traffic Manual. During public comments, at the December 19, 1994, City Council meeting, Richard Harlow inquired about the 35 mile per hour speed limit on Main Street between Adams Avenue and Yorktown Avenue. Main Street between Adams Avenue and Yorktown Avenue varies between one and two travel lanes in each direction with a 35 foot wide median. A current traffic and engineering survey indicates the 85th percentile speed in this section of Main Street is 36 miles per hour. The accident rate during this time period was 0.37 accidents per one million vehicle miles. The average accident rate for all Orange County roadways similar to Main Street at this location was 0.83. Therefore the speed limit for this section of Main Street adheres to the legislation set forth in the California Vehicle Code and the guidelines in the California, Department of Transportation, Traffic Manual.
