SUBJECT: Adopt Speed Limit Ordinance

Statement of Issue: Posting speed limits on two street segments within the City will
enable the Police Department to use radar for speed enforcement. Varsity Drive from
Edwards Street to Talbert Avenue currently does not have a posted speed limit. Gothard
Street from Main Street to Garfield Avenue has been reconstructed and requires an
updated speed limit.
Funding Source: Sufficient funds for new signs are available in the Traffic Maintenance
budget, Signs, Account Number 10085302. 64280.
Recommended Action: Motion to: Adopt Ordinance No. 3SS�� amending
Chapter 10.12 of the Huntington Beach Municipal Code relative to speed limits.
Alternative Action(s):
1. Do not approve the ordinance.
2. Suggest alternative speed limits. Either of these actions will disallow the use of radar for
speed enforcement on the affected street segments.
Analysis: In accordance with procedures adopted by the State of California, City staff has
performed the three required elements used to establish posted speed limits. The three
elements used to establish speed limits are:
1) Sample existing travel speeds at a representative location within the roadway segment
on a typical day when traffic flow is unrestricted.
2) Review the street segment to identify roadway characteristics and conditions that may
not be readily apparent to motorists.
3) Review accident history.

The review of travel speeds is used to establish a baseline speed limit for a roadway
segment. Roadways that do not contain conditions readily apparent to motorists, affect the
safe operating speed for the street, and do not have an accident history that may be
indicative of these types of conditions, generally have a posted speed limit based on the
85th percentile speed or prevailing speed of traffic.
When conditions warrant, the State of California procedures allow for posted speed limits to
be reduced. Applying this reduction requires engineering evaluation and documentation of
conditions to demonstrate the need for the lowered speed limit. Staff did not identify any
characteristics along either of the roadway segments that may not be apparent to motorists
or that would also make a speed limit posting near the 85th percentile speed undesirable.
The recommended changes are:
1. Varsity Drive from Edwards Street to Talbert Avenue. Post at 30 miles per hour.
2. Gothard Street from Main Street to Garfield Avenue. Post at 40 miles per hour.
Police Department staff has reviewed the Public Works Department report and concurs
with the recommendations.
Public Works Commission Review: This data was presented to the Public Works
Commission as an informational item at its meeting of March 20, 2002.
Environmental Status: This project is categorically exempt pursuant to the California
Environmental Quality Act, Section 1503 (c).

reasonable and safe upon said streets; that a prima facie speed limit of thirty(30) miles per hour
is the most appropriate to facilitate the orderly movement of traffic and is reasonable and safe;

AMENDING CHAPTER 10.12 OF THE HUNTINGTON BEACH MUNICIPAL
CODE RELATNG TO SPEED LIMITS
The City Council of the City of Huntington Beach does hereby ordain as follows:
SECTION 1. Section 10.12.080 of the Huntington Beach Municipal Code is hereby amended to
read as follows:
10.12.080 Speed limits enumerated. Streets are listed alphabetically and categorized up (North)

Subject: Public Works Commission Recommended Action Regarding Varsity Drive
Madam City Clerk,
The intent of this e-mail is to provide my comments to the recommended action pertaining to Varsity Drive. I will
be unable to attend the April 15 City Council Meeting and it is too late to mail a written communication. I hope
that e-mail can still be accepted as a late communication for the meeting. Please advise for future issues.
I am in support of the recommended item as proposed regarding Varsity Drive. The posting and enforcement of a
30 mph maximum speed limit for this street is, in my opinion, appropriate for the conditions present. It's features
are such that guessing how fast one should safely drive on this road is difficult. I'm satisfied with the results of the
evaluation and research that occurred with this project. My hope is that an initial undisclosed time period be
established for speed enforcement for those potential rebelious drivers. Some have considered this road as a
dragstrip to there own liking. That perception should now be stopped.
City staff should be commended for the recent efforts they have made in this matter.
