STATEMENT OF ISSUE:
At the City Council meeting of November 15, 1994, staff proposed and the Transportation
Commission recommended a temporary barricade on Rhone Lane between Nancy Drive
and Alhambra Drive for a minimum of two months. During that time studies would be
conducted to measure the effectiveness of the barricade. The City Council voted instead to
install STOP signs at four locations, conduct studies to measure the effectiveness of the
STOP signs, and to return to Council with an update in July 1994.
RECOMMENDED COUNCIL ACTION:
1. Leave the recently installed all-way STOP signs in place.
ANALYSIS:
Please see attached exhibits 1 -5.
Traffic counts were taken throughout the neighborhood on three dates following the
installation of the STOP signs (Please see Exhibits 3, 4, and 5). On average, traffic
entering Rhone Lane decreased by 426 vehicles per day following the installation of the
STOP signs.
Generally traffic volumes entering the neighborhood increased slightly and traffic volumes
entering Rhone Lane decreased. This indicates that the same amount of vehicle traffic
entering the neighborhood exists today as did before the STOP sign installation. Traffic
appears to have been redistributed onto other neighborhood streets following installation of
the STOP signs.

ENVIRONMENTAL STATUS:
This project is exempt per the California Environmental Quality Act, §15301 (c).
FUNDING SOURCE:
No funding source is necessary if the recommended action is approved. Funds are
available in account E-AA-PW-416-3-04-00 if some other course of action is
recommended.
ALTERNATIVE ACTIONS:
1. Remove the STOP signs installed as a result of the November 1993 City Council
meeting.
2. Provide direction to staff regarding the preferred alternative.

The Public Works Department, Traffic Engineering Section, has received approximately thirty letters
requesting that the volume of vehicle traffic be reduced on Rhone Lane. This issue was discussed at the
August 10, 1993 meeting of the Transportation Commission. At that meeting the Transportation
Commission voted to install a temporary barricade on Rhone Lane between Nancy Drive and Alhambra
Drive for approximately 2 months, to install detailed s:gnage, and to let the Traffic Engineer act on any
unusual situations or complications. The moti)n pass%d 7 - 0.
RECOMMENDED COUNCIL ACTION:
1. Approve the installation of a ;emp_ ; -;y barricade on Rhone Lane between Nancy Drive and
Alhambra Drive for a minimum of two' rion`.;ts.
2. Conduct traffic studies during the two month closure and compare the before and after data to see
if the barricade has reduced traffic volumes on Rhone Lane.
3. Schedule another public hearing before the City Council to discuss the "before and after" studies
and the subsequent recommended council action.
ANALYSIS:
Attached is a traffic volume map titled PRE -.BARRICADE !RHONE LANE AREA / TRAFFIC COUNT
DATA / COUNTED 9/15/93. This map the iaffic volumes for a 24 hour time period. Rhone Lane
directly connects to Heil Avenge, functions-as ::.collector Type roadway by intersecting with Sher Lane, and
carries on the average 1.2 vehicles per inin ite. /:.lso attached is an accident summary sheet titled RHONE
LANE ACCIDENT SUMMARY 10/12/%2 i IRC r;(-►_-1 10/12/93. The summary sheet shows five accidents
and a brief description of each accident.
The temporary barricade would consist of California Department of Transportation Type III Construction
Barricades (please see attached Temporary Barricade Details), placed across Rhone lane between Nancy
Drive and Alhambra Drive. The exact location of the barricade would be determined in the field, based

upon driveway locations, street light positioning, fire hydrant locations, drainage catchbasin locations, etc.
If the temporary barricade installation prove; to be beneficial, staff would recommend the installation of
a flexible barricade identical to the installation on Cascade ane at the Huntington Beach/Westminster city
limits.
The Police and Fire Departments are opposed to the installation of the temporary barricade. Please see the
attached memos from Lt. Bruce Kelly, Bureau Commander, HBPD Aero/Traffic Bureau, and Michael P.
Dolder, Chief, HBFD.

The Public Works Department, Traffic Engineering Division, brought to the attention of the
Transportation Commission, the request of the residents of Rhone Lane. The request was to
install a temporary barricade on Rhone Lane between Nancy Drive and Alhambra Drive to
reduce or eliminate cut-through traffic. At the Commission meeting of August 10, 1993, after
hearing and discussing all available data, the full Commission voted 7 - 0 in favor of a
temporary barricade on Rhone Lane between Nancy Drive and Alhambra Drive. The Traffic
Engineering staff will conduct before and after barricade traffic counts. The barricade should
remain in place for approximately two months at which time another public hearing should be
held with the City Council to decide if the barricade should remain in place.

SUBJECT: BARRICADE PLACEMENT ON RHONE LANE
The Fire Department has analyzed the installation of traffic barricades proposed for restricting vehicles
from using Rhone Lane as an alternate route between Edinger and Heil Avenues.
Installation of barricades will impact fire response times by creating an obstruction for emergency units
using Rhone Lane to respond to incidents in the tract from Heil Avenue. Barricades also create an
obstruction when emergency units must exit the tract to Heil Avenue.
Barricades, if impassable, forces the Fire Department and other emergency responders to use longer
alternate routes causing increased response times or, if passable, still results in an increased response
time due to the need to slow down or to completely stop to pass through the obstruction.
Fire Department records from fiscal year 92/93 indicate there were approximately 250 emergency
response calls to this area with an average response time of five minutes, 85 percent of the time. This
time is presently within the departments standard objective to respond-to all calls in the City within five
minutes, 80 percent of the time. Any obstruction would result in an increased response time and thus
keep the department from meeting our standard.
The records also show that response specifically to Rhone Lane for 92/93 averaged approximately four
minutes. Because Rhone Lane is a better access link than other streets in the tract, it is primarily used
for emergency response into the rest of the tract when making access from Heil Avenue. Without the
benefit of the Rhone Lane access link into the surrounding tract or if access becomes delayed by the
necessity of passing through a barrier, emergency response could be delayed into the immediate area.
Therefore, the Fire Department would recommend Rhone Lane be kept open and no barricades be
placed in the street to obstruct fire access.

ON RHONE LANE
After reviewing the project we are opposed to the installation of barricades on Rhone Lane to re-
strict traffic flow onto Heil Avenue.
The reasons are obvious,but I will state them for the record. Any restriction of normal traffic
flow would also restrict police vehicles and cause necessary delays in the delivery of police ser-
vices to the residents. By closing Rhone Lane the only entry to the tract from Heil would be on
Silver Lane. All vehicles, including police vehicles,would have to pass an elementary school as
they enter the interior portion of the area. This increases the hazards to all concerned and poses
an unacceptable risk to both the officers and the school children.
During 1992 we had about 2,243 calls for service in this reporting district (252). So far this year
we've had 3,939 calls. While its unknown exactly what portion of responding units actually used
Rhone Lane to enter the tract, it would be logical to believe that a good number of responding
units used this route to avoid the school.
During the last twelve months we have only had three traffic collisions on or near Rhone Lane.
Since there has been no new commercial additions to the area I fail to understand the sudden need
to restrict this roadway to residents. In fact,Huntington Center and the surrounding strip stores
seem to be in a state of decline,which by itself would actually cause a reduction in traffic.
Based on the need to keep the street open for safety reasons and the lack of collisions,I suggest
that we enforce the speed laws in this area and occasionally setup the speed display trailer as an
alternative solution. I think that this would not restrict access to the area while slowing the traffic
down and might even cause some drivers to use alternate routes.

I will be unable to attend the Council meeting/Public Hearing reguardina
the proposed temporary barricade to be installed on Rhone Lane between
Nancy Drive and Alhambra Drive .
I have been a resident on Nancy Drive since 1986 , and am deeply concerned
about Rhone Lane being blocked off to thru traffic , as I feel this would
not only create a hardship on many if not all the residents in this tract
as traffic would have to be diverted down Alhambra street , making it a much
busier street- than it was designed for and sending the traffic•°past and in
the vicinity of Sunview Elementry .School where .many small childern have to
cross Sher Lane daily which in turn puts them at a high risk for accidents
.or injury , or possibile death . . Bringing . in a lot of traffic -and the
residents who live in this tract on Silver lane is also notthe answer , again
it will cause more traffic problems to the people who live - in the immediate
area . I am sure when this tract was designed and built Rhone Lane was
put in and meant to be an outlet or and entry so all traffic would not be
subjected to travel one or two streets . Blocking off Rhone will make it
more difficult for trash trucks , strret sweepers , City Fireman , POLICE_ .,
UNITS TO DO THEIR DAILY JOBS as well as Ambulance service to get thru in
case of an emergency. Blocking off Rhone could turn into a life or death
situation , and cause much confusion for friends , relatives , as well as
serVicepeople trying to do business with the residents in this neighborhood .
A great unjustice would be served on the people/residents of the enitre
Sol Vista tract if this barricade w.ere. to be installed -either temporary or
permanent . I personally forsee it causing more problems than it will solve .
There may be somet:changes or adjustments to better monitor the traffic;
a: three way stop -sign at Nancy, Drive and Rhone Lane , speed bumps at
possibile problem areas . I ask you to look at the alturnative solutions
and putiTthem into place and this may resolve the traffic problems with
people speeding thru the tract or outsiders may be encourage to take a
different route to their destination . Cuting off your access . (enter & exit)
and destroying what has been in place for- many years , will only lead to more
upset in the gommun.ity , and unnecessary inconvenience to all residents ,
members of the community, or anyone using these streets .
I. ask you to vote against or otherwiise turn down the proposed barricade
for Rhone Lane and consider what- othefr-possibile solutions there are .

An Open Letter to the Residents of Rhone Lane,
and the Residents in the Vicinity of Rhone Lane
Subject: November 15, 1993 Public Hearing to evaluate the proposed temporary
barricade to be installed on Rhone Lane between Nancy Drive and
Alhambra Drive.
The Huntington Beach City Council will hold a public hearing to discuss the proposed temporary
barricade to be installed on Rhone Lane between Nancy Drive and Alhambra Drive. The
meeting will be held in the City Council chambers at 7:00 P.M. You will be able to speak to
the City Council directly about this issue.

the Sun View school endangering students and causing additional traffic burdens to the

3. Obstruction of response times by the Fire Department as documented by Fire Chief Mike
Dolder's letter of 10/29/93 to Jim Otterson, Traffic Engineer. Without proper response
times, human life and property damage are placed at a greater risk.
4. Inability of police vehicles to service the more than 3900 calls in the tract in 1993 in any
other way than to route their vehicles around Sun View School creating an unsafe
condition for both the officers and the students as stated in a letter by Lieutenant Kelly,

5. Decrease in property values of the homes in the tract as the streets begin to take on a Beirut

Petition To STOP The Barricade
I am a resident in the Rhone Lane area and I am petitioning the City of Huntington Beach not
to place a barricade, temporary or otherwise, on Rhone Lane north of Alhambra as proposed
by the Public Works, Traffic Engineering Division, for the following reasons:
1. Safety issue caused by diverting Rhone Avenue traffic down Alhambra and Nancy street
creating unsafe conditions for the residents of those residential streets.
2. Safety issue caused by diverting all residential traffic in the Rhone Avenue tract and the
tract of homes immediately south of Heil down Alhambra to Silver Avenue then north past
the Sun View school endangering students and causing additional traffic burdens to the
Silver Avenue and Sher Lane homeowners already overburdened with traffic problems.
3. Obstruction of response times by the Fire Department as documented by Fire Chief Mike
Dolder's letter of 10/29/93 to Jim Otterson, Traffic Engineer. Without proper response
times, human life and property damage are placed at a greater risk.
4. Inability of police vehicles to service the more than 3900 calls in the tract in 1993 in any
other way than to route their vehicles around Sun View School creating an unsafe
condition for both the officers and the students as stated in a letter by Lieutenant Kelly,
Traffic Bureau Commander to Jim Otterson, Traffic Engineer on 10/26/93.
5. Decrease in property values of the homes in the tract as the streets begin to take on a Beirut
type image.
Because of the issues as stated above I the undersigned do request that no barricade be installed
on Rhone Avenue.
