I have attached the list of eligible signals for your use. At the moment the proposed budget for FY 94-95 includes S300,000 for traffic signal construction projects. I anticipate spending approximately S 153,000 on Caltrans-related traffic signal modification projects during FY 94-95, leaving S147,000 available for traffic signal modifications elsewhere in the city. The Caltrans projects are: 1. Addition of left turn phasing at Beach/Garfield, BeachiYorktown, Beach!Indianapolis, and Beach/Atlanta. This project is to take place in January, 1995, during Caltrans' repaying of Beach Boulevard from Ellis Avenue to Pacific Coast Highway(a separate project from the ongoing Smart Street Project, from Stark Street to Ellis Avenue). This project is anticipated to cost Huntington Beach S100,000. •2. Addition of left turn phasing (on Warner Avenue) and crosswalks to the existing traffic signal at PCH/W'amer. This item is on tonight's City Council agenda for approval of the cooperative agreement between Caltrans, Orange County, and Huntington Beach. The project has been under consideration since 1989. This project is anticipated to cost Huntington Beach S53,000. The attached list of proposed traffic signal modifications is to be reviewed and prioritized by the Transportation Commission at their November, 1994 meeting. A major consideration during the prioritization process will be the number of left turning accidents (CVC 21801 a, failure to yield) at the intersection. Unfortunately this prioritization process will follow the adoption of the FY 94-95 budget. To assist you with budget deliberations, I have selected what I believe are the most pressing "left turn arrow" installations in Huntington Beach, based upon my experience with the intersections: 'A Page 2 August 2, 1994 Traffic Signal Modifications in FY 94-95 1. Garfield at Magnolia (install arrows on Magnolia, shared with Fountain Valley), est. cost S40,000 (Huntington Beach share= $20,000). 2. Gothard at Slater (install arrows on both streets), est. cost = S60,000 3. Golden West at Heil (install arrows on both streets), est. cost = S60,000 .Total cost of these proposed traffic signal modifications is $140,000. Garfield at Magnolia may be eligible for funding via Measure M/GMA-6 funding programs. All of these proposed traffic signal modifications (please see the attached list) may be eligible for funding xia the Caltrans Hazard Elimination and Safety(HES) grant program. [XI Yes [ ] New Policy or Exception Statement of Issue,Recommendation,Analysis,Funding Source,Altemative Actions,Attachments: STATEMENT OF ISSUE: Transmitted for your consideration is a proposal by the Community Development Department to establish a special temporary sign permit process for businesses on Beach Boulevard during the construction of the Superstreet project. Business owners have expressed that the major construction on Beach Boulevard has impacted their businesses. Temporary signs directing motorists into appropriate driveways would minimize traffic impacts and reduce unnecessary U-turns. The concept has been approved by the Sign Code Subcommittee. RECOMMENDATION: Motion to: "Approve the Special Temporary Sign Permit process for businesses on Beach Boulevard until the completion of the Superstreet project." ANALYSIS: As a result of the present construction on Beach Boulevard, business owners have expressed the need for additional signage. They have claimed that due to the major construction, business has diminished. With the medians and center two (2) lanes nearing completion, Caltrans will be working on the outer two (2) lanes ("slowlanes"), further separating the businesses from the travel lanes. They feel temporary signs directing motorists into appropriate driveways would help their businesses by minimizing traffic impacts and reducing unnecessary U-turns. Temporary signs will be permitted for businesses located on Beach Boulevard between the San Diego Freeway(I - 405) and Ellis Avenue. Specific criteria for the Special Temporary Signs include the following: 1. No fee shall be required. 2. The permit shall be obtained at the Planning/Zoning counter, Third Floor, City Hall. 3. Property owner authorization shall be required. 4. Temporary signs may be located in the landscape planter, provided they do not project over the public right-of-way and do not obstruct motorist or pedestrian vision (use locational criteria in sign code). 5. Maximum height and area for signs shall be seven (7) feet high, and 50 square feet. 6. Signs may also be placed on the building or on an existing freestanding sign. 7. Signs shall be secured and maintained at all times. 8. All temp. signs shall be removed following completion of construction (expected December 31, 1994). The intent of the special permit is to assist businesses on Beach Boulevard during the construction on Beach Boulevard. Specifically, with the closure of the two (2) "slow" lanes and cross streets, the temporary signs will help direct motorists approaching driveways. Therefore, the Special Temporary Sign Permit process shall not be utilized solely for additional promotional information. A-frame signs and vehicle signs are also strictly prohibited by the Huntington Beach Ordinance Code. FUNDING SOURCE: Not applicable. ALTERNATIVE ACTION: Approve the use of temporary signs by businesses on Beach Boulevard, and direct staff to implement the provisions as amended by Council. The City Council requested a report on additional traffic control devices to be used on Palm Avenue to improve safety and reduce the incidence of speeding vehicles between Golden West Street and Seapoint Avenue. RECOMMENDED ACTION: 1. Adopt Ordinance No. 3oZOq reducing the speed limit on Palm Avenue from 50 miles per hour to 45 miles per hour between Golden West Street and Seapoint Avenue; 2. Direct the Police Department Traffic Bureau to conduct speed enforcement activities on Palm Avenue to increase driver awareness of the speed limits; 3. ANALYSIS• Palm Avenue is classified as a Primary Arterial Highway, providing circulation for the Seacliff area between Golden West Street and Seapoint Avenue. The existing average traffic volume is 4600 vehicles per day (vpd), and is projected to be 10,600 vpd by the year 2010. The first section of Palm Avenue (Golden West to north of Ofelia) was constructed in 1967, with the western section (north of Ofelia to Seapoint Avenue) completed in 1988. Under current design standards, the original section of Palm Avenue would have a design speed of 42 miles per hour, providing safe stopping sight distance at that speed. The more recently constructed section has a design speed of 55 miles per hour. Posting a speed limit of 45 miles per hour on Palm Avenue between Golden West Street and Seapoint Avenue will allow the use of radar for speed limit enforcement. A 40 miles per hour posted speed limit will disallow the use of radar. Attached is report relating to Palm Avenue and the activities of the Public Works Traffic Section during the past six months addressing the issues of speed and safety. Included are the speed survey results, sight distance analysis, and accident history information. The accident history of a street segment is an accepted measure of the degree of safety of that section of road. In analyzing the three year accident history of Palm Avenue, the majority of accidents (17 out of 20) were single vehicle, non-intersection accidents. Driver behavior was the contributing cause of most of these single vehicle accidents, and those accidents had no relation to the road conditions or to speeding. Three of the accidents occurred at intersections, one each at three different locations. The attached accident history indicates the details of each occurrence. The accident criteria for an arterial all-way STOP installation is the same as that for traffic signal installation i.e., 5 correctable accidents within a 12 month time period, as stated in the CALTRANS Traffic Manual. Analysis of these accidents does not indicate a condition which requires correction or additional traffic control devices. CALTRANS publishes warrant guidelines for the installation of most traffic control devices. Warrants are considered necessary to establish a reasonable and rational method of controlling traffic. Staff has reviewed the traffic accident history and conducted radar speed surveys on Palm Avenue. The results indicate that no STOP signs are warranted on Palm Avenue between Golden West Street and Seapoint Avenue. Should City Council determine that STOP signs are required due to community needs beyond the warrant guidelines, the most effective locations would be at Palm Avenue and Ofelia Lane and at Palm Avenue at Cherryhill Lane. Staff must advise that non-warranted installation of STOP signs can place a city potentially vulnerable to litigation. It should also be noted that a new STOP sign generally increases the number of year- end accidents, and may increase the number of pedestrian related accidents. The addition of warning signs and raised.pavement markers will enhance the ability of the driver to be prepared for road conditions and to be alerted to unintended lane changes. The many single vehicle accidents that have ti I occurred to date seem to indicate that driver alertness and attention to position in the roadway will benefit from installation of these devices. FUNDING SOURCE: The funding for the installation of the proposed devices is available in Account Number E-AA-PW-416-3-01- 00. ENVIRONMENTAL STATUS: This project is categorically exempt from C.E.Q.A. under Section 15306. ALTERNATIVE ACTIONS: 1. Direct the installation of STOP signs on Palm Avenue at Ofelia Lane and at Cherryhill Lane. 2. Direct the installation of traffic control devices as approved and at locations chosen by City Council. RECOMMENDATION: Staff recommends that all traffic control devices installed at this location be left in place. No adverse traffic safety impact has been observed. ANALYSIS: The Traffic Accident Analysis Summary (see Attachment No. 1) shows that from January 1991 to September 3, 1991 there were 2 accidents at this location compared with 1 accident from September 4, 1991 to the present. The "BEFORE and AFTER" time interval is approximately equal and shows 1 accident less after the "STOP" controls were installed. The "BEFORE and AFTER" Radar Survey Comparison shows a reduction in the 85th percentile vehicle speed on Edwards Street from 52 miles per hour to 47 miles per hour after the "STOP" sign installation. The "BEFORE and AFTER" 24 Hour Traffic Volume Comparison shows a reduction of 615 vehicles on Edwards Street and 38 vehicles on Varsity Drive/Central Park Drive after the "STOP" sign installation. FUNDING SOURCE: No funding source is required. 10 ALTERNATIVE ACTIONS: Remove "STOP" controls on Edwards Street and return this intersection to its original configuration. RECOMMENDATION: Receive and file ANALYSIS: Traffic count information was completed during the first week of March, 1992. The count data was applied to the traffic signal warrants in order to determine whether or not a traffic signal should be installed at this location. The traffic count data and the accident data was compared and found that a traffic signal is warranted for 5 of the 11 warrants. There are approximately 47 other intersection locations throughout the City that are being counted and warrant studies completed to see if they too meet the traffic signal warrants. Once these counts and warrant studies are completed they will be prioritized and a list will be made available. ANALYSIS: Staff and representatives of the State of California Department of Transportation (Caltrans) met with Mr. John Walt and Ms. Joyce Zehnder on Tuesday, August 20, 1991, at the site to review existing conditions and observe pedestrian activity. Staircases providing access from Pacific Coast Highway to the beach area are located at Eleventh Street, Fourteenth Street, Seventeenth Street, and Twentyfirst Street. Staff has previously requested that crosswalks be reinstalled at the signalized intersections of Pacific Coast Highway and Main Street, Sixth Street, Ninth Street, and Seventeenth Street. Caltrans has recently responded via letter to both of these concerns (please see'attached letter dated August 21, 1991). They will analyse the need for adding a traffic signal at Fourteenth Street and possibly one or two other locations. Staff will present recommendations to City Council when Caltrans has completed and presented their analysis of traffic conditions in this area. We have encouraged Caltrans to expedite their analysis. This contract placed a slurry seal on Pacific Coast Highway and the marked crosswalks were not replaced at non-signalized intersections and at the signalized intersections o£ •Pacific Coast Highway with Main Street, 6th Street, 9th Street, and 17th Street. The marked crosswalks at the four signalized intersections listed above will be replaced by Caltrans per your request. These crosswalks will be marked with thermoplastic and have been scheduled for installation in November or December of this year. The marked crosswalks at the non-signalized intersections will not be replaced. Caltrans position is that marking these crosswalks could be detrimental to pedestrian safety in that pedestrians could be given a false sense of security that could result in a lack of caution. We will be investigating the intersections of Pacific Coast Highway with llth Street and 14th Street to see if new traffic signals are warranted at those locations. We will also study the spacing of traffic signals between Main Street and Golden West Street to see if additional traffic signals can- be installed to provide added convenience for pedestrians wishing to cross Pacific Coast Highway while maintaining an officl ent signal progression system for Pacific Coast Highway. RECOMMENDATION: Staff recommends that no additional STOP signs be installed at this time, but that a flashing pedestrian crossing beacon, cross walk, and crossing guard be added on Edwards Street at Central Park Drive/Varsity Drive. ANALYSIS: ' This subject was brought before the Transportation Commission on August 13, 1991. Traffic volumes (see Attachment No. 1), traffic accident history (see Attachment No. 2), and traffic speeds (see Attachment No. 3) were discussed at length. The Transportation Commission discussed the impact of ongoing construction of Edwards Street (south of Ellis Avenue and Garfield Avenue, west of Golden West Street) on Edwards Street traffic volumes. At present, traffic volumes are approximately one-half of normal, most likely due to the relative inconvenience of utilizing Ellis Avenue in its present state. After careful review and discussion of existing traffic conditions, the Transportation Commission voted 5-0 to review traffic conditions (and the need for additional traffic control) in June, 1992, after completion of the current projects. Traffic signals are to be installed at the intersections of Edwards Street at Garfield Avenue and at Ellis Avenue in February, 1992. It should be noted that construction on Edwards Street and Garfield Avenue will be completed in March, 1992, and traffic conditions should return to normal at that time. The Transportation Commission agreed to review the relative merits of a traffic signal installation at the intersections of Edwards Street/Talbert Avenue and Edwards,Street/Central Park Drive/Varsity Drive at their June, 1992 meeting. STOP Sign Warrants Staff has conducted traffic volume counts on all approaches to the intersection. Caltrans publishes warrant guidelines for the installation of most traffic control devices. Caltrans is directed in this area by the California Traffic Control Devices Committee and also by the Federal Highway Administration. Warrants are legally considered necessary to establish a reasonable and rational method of controlling traffic. Lack of adherence to warrants generally results in over-use of a traffic control device (such as STOP signs and \ traffic signals), which results in the diminishing of.the control device's effectiveness. In i PIO 5/85 Request for Council Action Installation of Traffic Controls on Edwards Street at Central Park Drive/ Varsity Drive September 3, 1991 Page 2 short, having too many control devices tends to lead to drivers disobeying or ignoring the control device, which leads to a marked increase in traffic accidents and/or excessive and unnecessary delay for the motoring public. Non-warranted installation can also potentially leave a city vulnerable to "deep pockets" lawsuits. Caltrans all-way STOP sign warrants are summarized as follows: 1. Five right-angle accidents within a twelve month period, or 2. For urban streets, the sum of all approach traffic volumes must exceed 500 vehicles per hour (vph) for any eight hour period, with the stipulation that approach volumes be approximately equal. If the intersection is on a rural road or has a posted speed greater than 40 mph, traffic volumes should be 70% of the urban street warrant volumes (that is, 350 vph for any eight hour period). Staff views a side street volume of 70% of the main street volume as being approximately equal. Thus, 123 vph for the side streets (in this case, Central Park Drive/Varsity Drive) would be viewed as approximately equal to 175 vph on Edwards Street. During traffic volume surveys performed by staff, side street volumes did not exceed 123 vph during any hour (see Attachment No. 1, second column from the right). Traffic Accident History Staff has reviewed traffic accident history from January 1, 1989 to August 5, 1991 (see Attachment No. 2). Although two fatalities have occurred at this intersection during a 2.5 year time period, the frequency and nature of the accidents are not likely correctable by the installation of traffic controls (STOP sign or traffic signal installations). No pedestrians have been involved in any of the accidents in this 2.5 year period. It has been demonstrated that new STOP sign or traffic signals generally increase the amount of rear-end accidents. Pedestrian-related accidents may also increase. Traffic Speeds Staff has conducted radar speed surveys according to Caltrans guidelines, as directed by the California Vehicle Code Section 627 (see Attachment No. 3). Average speeds were measured at 52 mph. Edwards Street is posted for 45 mph in this area. It should be noted that the majority of arterial streets in Huntington Beach are posted 45 mph with very similar traffic speeds. It is very likely that installation of STOP signs or a traffic signal will result in higher speeds between the intersections of Edwards/Slater, Edwards/Central Park/Varsity, and Edwards/Ellis. Request for Council Action Installation of Traffic Controls on Edwards Street at Central Park Drive/ Varsity Drive September 3, 1991 Page 3 Ocean View School District Considerations The current configuration of Ocean View School District does not require school-age (kindergarten through sixth grade) pedestrians to cross Edwards Street in the vicinity of Central Park Drive/Varsity Drive (see Attachment Nos. 4 & 5). A proposed reconfiguration of Ocean View School District will require kindergarten through fifth grade students to cross Edwards Street in this area (see Attachment Nos. 6 & 7). Ocean View School District currently has no plans to transport (bus) the effected children residing east of Edwards Street to Hope View School (see Attachment No. 8). It should be noted that a flashing beacon and school crossing with appropriate warning signs exists at the intersection of Edwards and El Cortijo Drive. Flashing Pedestrian Crossing Beacons In the past, the City has installed a number of flashing beacons to warn motorists of pedestrian crossings. The best example of this type of beacon is on Golden West Street at Rio Vista Drive. This beacon serves to provide additional warning to the motorist of young pedestrians going to and from Central Park. This type of beacon installation does not expose the City to any additional liability as it is a warning device, not a control device, and thus does not have to be installed per a set of warrants. The Golden West Street/Rio Vista Drive flashing beacon also utilizes a crossing guard during peak pedestrian useage. A flashing beacon installation could be installed for approximately $10,000 to $15,000. FUNDING SOURCE: No funding source for flashing beacon installations has been identified. Funds for STOP sign installation are available in Account No. E-AA-PW-416-3-04-00. ALTERNATIVE ACTION: 1. Install all-way STOP signs (at an approximate cost of $450.00). 2. Install a traffic signal (at an approximate cost of $100,000). 3. Post a crossing guard at the existing school crossing at El Cortijo Drive and Edwards. 4. Do not install any traffic control or warning devices. 5. Direct staff to meet with the Ocean View School District to explore the possibility of including elementary school district students residing east of Edwards Street and south of Central Park Drive in the future Mesa View School area, thus removing the necessity to cross Edwards (returning to the same condition at last year). 6. Specifically, Mrs. Wallingford asked that I confirm that Ocean View plans to change the current school attendance boundaries, effective September 1992 . With the adopted boundary changes, students presently attending Mesa View school and residing east of Edwards Avenue and South of Central Park Drive will be attending Hope View School located on the west side of Edwards Avenue . At this time, there are no plans to transport these students to Hope View School. The Ocean View school District would appreciate any assistance the City of Huntington Beach could provide the community in the area of Central Park Drive and Edwards Avenue to assure the safe crossing of Edwards by students.
