SUBJECT: Approve appropriation of additional Master Plan of Arterial Highways (MPAH)
grant funds for the Atlanta Avenue Widening Project
Statement of Issue:
On July 7, 2014, the City Council approved execution of a Cooperative Agreement with the Orange
County Transportation Authority (OCTA) to add federal grant funding for the right-of-way (ROW)
acquisition phase of the Atlanta Avenue Widening Project. Staff is now completing this phase and
the additional grant funds need to be appropriated to the proper account.
Financial Impact:
The City is required to match the additional grants funds dollar for dollar. This matching
expenditure is budgeted in Measure M2 account 21390024.8230& The grant funds will be
reimbursed to the City upon completion of the ROW acquisition.
Recommended Action:
Approve an appropriation of $556,944 in grant funds to MPAH account number 96585001.82700
Alternative Action(s):
Do not appropriate the funds. This could result in the City losing the grant funds, jeopardizing
moving forward with the project.
Analysis:
In order to construct the Atlanta Avenue Widening Project, the City must acquire a permanent street
easement and a temporary construction easement over a portion of the Pacific Mobile Home Park
located at the southeast corner of Huntington Street and Atlanta Avenue. On December 16, 2013,
the City Council authorized staff to acquire the necessary easements.
The City was awarded a federal grant administered by OCTA in the amount of $1,652,420 for the
ROW acquisition phase of the project. Due to an increase in the estimated acquisition costs, staff
requested that OCTA transfer $556,944 in Regional Surface Transportation Program grant funds
allocated for the construction phase to the project's ROW phase. To accomplish this OCTA
required that the City provide matching Measure M2 funds and enter into a cooperative agreement.
This was approved by Council on July 7, 2014. Staff is now proceeding with the ROW acquisition
and the grant funds need to be appropriated to the proper account.
