Statement of Issue: The City of Huntington Beach is member of the West Orange County
Water Board, a joint powers agency for the operation and maintenance of two large diameter
water transmission lines. The Orange County Water District has performed a Phase 1 study
on a proposed West Orange County Wellfield Project. This project would create a wellfield in
the Cypress/Stanton area of the County and utilize WOCWB lines to transmit water. The
intent of the project is to move pumping of ground water away from the coastal area, where
there are a number of inherent problems, including colored water and seawater intrusion.
Funding Source: The study will be funded by the Orange County Water District.
Recommended Action: Motion to:
Approve and authorize the Mayor to sign the letter of support for the Phase 2 Project Report
for the West Orange County Wellfield Project.
Alternative Action(s): Do not approve the letter of support.

Analysis: The City is a member of the West Orange County Water Board, a joint powers
agency for the operation and maintenance of two large diameter water transmission lines
used to distribute water imported by the Metropolitan Water District of Southern California.
The City is a 56.1% owner. The other owners are the cities of Garden Grove, Seal Beach
and Westminster. Mayor Peter Green is current Chairman of the Board and Mayor Pro
Tempore David Garofalo is a Director.
The attached letter from Mayor Green, in his capacity as Chairman of the West Orange
County Water Board (WOCWB), reports that a presentation on the proposed West Orange
County Wellfield Project was made by Staff from the Orange County Water District (OCWD)
and Boyle Engineering at a recent special meeting of the Board. The West Orange County
Wellfield would pump water from ground water wells in the Cypress/Stanton area of the
County and then utilize WOCWB transmission lines for distribution. The intent of the project
is to shift pumping inland, away from the coastal area where agencies have experienced
problems with well levels, seawater intrusion and colored water. A Phase 1 study on the
concept was done in 1995 and determined that there is sufficient capacity in the WOCWB
pipelines for the project. OCWD has requested WOCWB support before proceeding with a
Phase 2 study on the project. The Phase 2 study, which will be performed at OCWD's cost,
will develop more definitive cost information, evaluate pricing and institutional concerns and
develop a plan for implementation.
At the July 21 special meeting, the Board unanimously approved support of the project and
directed that a letter be sent urging each of the member agencies to send letters of support
for the project to OCWD. This attached letter was approved at the August 6, 1999 meeting of
the Intergovernmental Relations Committee.

On July 21, 1999 a special meeting of the West Orange County Water Board was held. At this meeting Mr.
Steve Conklin of the Orange County Water District(OCWD)and Mr.Gary Eikermann of Boyle
Engineering gave a presentation on the West Orange County Wellfield Project.
To summarize,the proposed West Orange County Wellfield Project would pump water from ground water
wells in the Cypress/Stanton area of the County and then.utilize West Orange County Water Board
(WOCWB)transmission lines for distribution: The intent of the project is to shift pumping inland,away
from the coastal area where agencies have-experienced problems with well levels,seawater intrusion and

Because WOCWB pipelines are essential to the project,OCWD has requested WOCWB support before it
proceeds with a Phase 2 study. The Phase 2 study will develop more definitive cost information,evaluate
pricing and institutional considerations and develop a plan for implementation. The study would be done at
OCWD expense. At our July 21 meeting,the Board unanimously approved support of the project and
directed that this letter be sent to each of the member agencies urging their respective City Councils to
provide a letter of support to OCWD.
A draft letter provided by OCWD is enclosed. WOCWB requests that you review and,if deemed

Letter of Support for Phase 2 Project Report
for West Orange County Wellfield Project
On behalf of the City of Huntington Beach, I am confirming our desire that the
Orange County Water District proceed with the Phase 2 Project Report for the
proposed West Orange County Wellfield Project. As a member of the West
Orange County Water Board (WOCWB), the City of Huntington Beach supports
studies by the District that may lead to use of the WOCWB pipelines to transmit
well water to coastal users in the District.
We understand that the objectives of the Phase 2 study will be to modify as
appropriate the project concepts developed in Phase 1, develop more definitive
cost information, evaluate pricing and institutional considerations, and develop a
plan for implementation. The Phase 2 effort will culminate in a project report,
which could become the basis for enabling agreements and regulatory
processing.
Further, we understand that recent hydraulic modeling of WOCWB pipeline use,
under current and future demand conditions, indicates that the pipelines have
sufficient capacity to meet the projected needs of the WOCWB members and the
needs of the proposed wellfield project.
Lastly, it is understood that the potential use of the WOCWB pipelines for the
wellfield project is subject to review and approval by the West Orange County
Water Board and its members.
