Dear Governor Deukmejian:
On behalf of the City of Huntington Beach, we are joining the Metropolitan Water District
of Southern California (MWD) in voicing our grave concern over a report that was recently
issued by the State Water Resources Control Board. The recommendations contained
within the report, if implemented, would have a detrimental effect on the MWD's ability
to provide an adequate water supply to the Southern California region.
Specifically, we oppose the recommendations for the following reasons:
1. MWD would be limited to the 198S allocation despite the fact that the
availability of Colorado River water has been severely reduced and the
Southern California region is growing at a rate of 400,000 people per year.
2. Southern California would be assigned a water reduction requirement which is
equivalent to 92% (or 1.1 million acre-feet) of a statewide conservation.

3. Existing water agreements negotiated between industry, consumers, and
government agencies would be negated. These agreements were reached in an
attempt to better distribute the state's water supplies.
'What makes these and other recommendations so difficult to comprehend is that they
ignore the conservation efforts which have been ongoing in Southern California for many
years. For example, Southern California leads the nation in the use of reclaimed water.
Southern California also spends more per person promoting conservation than any other
region in the state. Further, Southern California has shown more innovation in developing
water transfer projects without building large transfer systems.

We respectfully ask you to closely examine the record and recall the SWRCB report in
favor of a more equitable, workable plan. The Southern California region has
demonstrated a willingness to agressively promote water conservation. With the
likelihood of tremendous population increases continuing for years to come, the region
will continue to take the lead in this area.

Dear Council Members:
Governor Brown' s announced 1976-77 budget would eliminate
the State' s one-third funding for the Colorado River Board.
The State Department of Water Resources would take over the
functions of the River Board, but is not staffed to handle the
river problems in an adequate manner.

by .Metropolitan Water District of Orange County, a copy of
which is enclosed.

Thank you for your views to Governor Brown regarding the Colorado
River Board.
As you may know, a compromise has been agreed upon between the
Board and the Governor's Office whereby state funding will be
restored to continue operation of the Board as a state agency.
The compromise is contained in AB 3227, introduced by Assemblyman
Tom Suitt and funding is contingent upon its passage. Membership
of the Board is to be increased from six to eleven by the addition
of three public members appointed by the Governor, the Director of
the Department of Water Resources, and the Director of the Depart-
ment of Fish and Game. The Governor is authorized to designate
the Chairman of the Board; however, the State Department Directors
may not be the Chairman. These legislative changes, when enacted,
will meet the administration' s main concern that the Board repre-
sent statewide concerns ,

WATER DISTRICT RATES FOR GREEN-
BELT AREAS
Resolution 3771 supports the Orange County Planning Commission in its
endorsement of the proposal that the Metropolitan Water District make
water available to the City of Huntington Beach at a reduced rate
for the irrigation of greenbelts and permanent open space.
Our Public Works Department prepared a report indicating the cost
savings to the City if this special rate is adopted. The proposed
special Metropolitan Water District rates would produce a savings
to the City of approximately $20 , 373. 00 for a one year period under
the rates currently in effect for approximately 1 ,643 acres of
greenbelt area including Orange County Flood Control District
channels , school park areas as well as City maintained facilities .
RECOMMENDATION:
Adopt Resolution 3771.

adopted by the Board of Supervisors to remain economically
viable .

The governing body of your . corporate entity, on or before the
tenth day of December, 1961, may declare its intention to pay, ,out of
its municipal funds .the whole or a stated percentage of the amount of
taxes to be derived from the area of The Metropolitan Water District
of Southern California lying within your corporate entity, as such
amount of taxes shall be fixed in August, 1962, by resolution of the
Board of Directors of our District in levying taxes for the ,fiscal
year 196.2-1963 (Section 8.1 or .Section 8.2 of the Metropolitan Water
District Act, Statutes 1927,, page 694, as amended; Deering's General
Laws, Act 9129) . Unless such declaration of intention be made and
certified in the manner and within the time prescribed by the appli-
cable section of the statute, your governing body will be unable
next August to elect to pay out of the 'municipal funds of your corpo-
rate entity any portion of our District's taxes levied for the fiscal
year 1962-1963 .
If your corporate entity desires to make such declaration, one
set of the documents specified in the statute should be furnished to
the Controller of this District, and a duplicate set of such docu-
ments (omitting any required map or plat) should be forwarded direct-
ly to the undersigned. In making such declaration, strict compliance
with the statutory requirements will.,be necessary, and this office
will be pleased to furnish such assistance as may be requested.
If your corporate entity does not desire to make such declara-
tion, the District's taxes will be levied and col4ected in the usual
way, and it will not be necessary to take furtheraction or to reply
to this letter.
Kindly bring this matter to the early attention of your govern-
ing body. A copy of this letter is enclosed with the request that
you transmit it to your attorney.

Gentlemen:
Some time ago the City filed the above condemnation action to
secure the Right-of-Way for the Metropolitan Water Line.
Subsequent to that time the City purchased the interest of
several of the defendants whose deeds to the City are now on
record and other defendants have quitclaimed their leases
and interests to the landowners.
In order to clear the title of the property of those defendants
who have deeded to the City and whose property has been
quitclaimed, it will be necessary to dismiss the action as to
those defendants.
It is respectfully requested that authority be given to dis-
