By increasing the fluoride ion concentration of Huntington Beach: water from the natural average level of 0.45 ppm (parts per million) to 1.0 ppm, an improvement of at least 30% in the dental health of the community children would be eapr.cted. The increasing improvement in dental health as water supply fluoride concentrations are raised is shown in the accompanying graph. This graph was prepared from dental reports covering 27 years (1942-1969) and involving millions of children across the country in areas of differing natural and added concen- trations of fluoride. The average number of decayed, missing, or filled permanent teeth (DMF number) reported in children where fluoride concentration was 0.45 ppm was 4.6 per child (460 per 100 children) ; with 1.0 ppm fluoride the DMF number ; was 3.2. This improvement of 30% in dental health of children would be reflected in 30,E or more money saved on dental bills. throughout life. c. 2. As well as this improvement in the quality of the dental health as children are developing their permanent teeth, there are additional benefits to all ages--in healthier bones, teeth, and circulation systems. Increased. fluoride intake is pre- scribed in cases of arteriosclerosis (hardening of the arteries) and osteomalacia (softening of the bone) . i 3• Mottling of teeth has occurred in less than 1% of the cases studied in areas where fluoride concentration is 1.0 ppm. Mottled enamel has little public health significance, apart from aesthetic considerations. Until the average daily intake of fluoride is 4 mg (or 4 quarts of 1 ppm,water) there is little chance that any pitting would accompany the mottled enamel. 4. There are at least twelve trace elements now known to be necessary for good human metabolism. During this last year extensive research has been carried out on one of these, the fluoride ion, by Dr. Maus Schwartz (an international expert In trace element metabolism, and a resident of Huntington Harbor) and his associates at the Long Beach Veterans Adminis- tration Hospital research facilities. It must-be pointed out that the chemical "eing considered to add fluoride to our water system is hydrofluosi31cie acid; a weak acid which must be stored in a non-corrosive container. It is safer, cheaper, and simpler to use (being a liquid, and being more stable) than sodium fluoride which ,was considered earlier. Hydrofluosili.cic acid is slightly volatile, and the operator must wear gloves, protective clothing, and goggles while handling the materials however this its standard procedure In handling many of the chemicals in water or sewage treatment facilities. 7. In our city there will be the need to install fluoride in- Jection, monitoring and sampling equipment at 9 wells and 3 Metropolitan Water District conneetions so that all the water received by residents will be uniformly treated. This is different from the normal situation where there is one common water source. There would be twelve times the handling of containers and equipment, twelve times the daily monitoring and sampling by water department personnel, and twelve times the risk of error or accident. The Environmental Council has copies of some of the references we have used to obtain this information if the members of City Council wish to see: them in detail. The following statement was prepared by the Water Quality and Resources Committee and accepted by majority vote of the Environ- mental Council at the March 30 meeting to be included in this report. The facts presented in this report make it clear that the fluoridation of public water supplies is an extremely beneficial and safe procedure which has been proven to result in very large improvements in the dental health of children and in strengthening of the bone.- and teeth of people of all ages. In the case of Huntington Beach, the natural water supply already contains some fluoride, and our residents are now enjoying part of the benefits of fluoridation. However# these benefits can be increased by at least 30 percent by raising the fluoride level of our dater to the 1 ppm level recommended by all medical authorities, We recommend, therefore, that the addition of fluoride to the water supplies of Huntington Beach, as approved last August by the City Council, be Implemented as soon as possible.
