Statement of Issue:
Plans for publicizing the Ultra -Low -Flush Toilet Retrofit Program
in Huntington Beach.
Recommended Action:
Receive and file this report on the status of publicizing the
Ultra -Low -Flush Toilet Retrofit Program in Huntington Beach, and
give staff additional directions as necessary.
Analysis:
In answer to Councilmember Ralph Bauer's request made at the
April 4, 1994, City Council Meeting, the City of Huntington Beach,
Public Works Department Water Division and Municipal Water District
of Orange County supports Metropolitan Water District of Southern
California's Ultra -Low -Flush Toilet Retrofitting Program. The
program will be available to all Orange County residents for six
weeks beginning May 1, 1994, ending June 11, 1994. The program's
goal is to retrofit up to 7,600 toilets in Orange County. The City
of Huntington Beach and MWDOC in conjunction with Corporate
Technique Institute International, a marketing agency in Irvine,
plan to conduct a majority of marketing for the program by way of
the following mediums:
1. News release (community/regional newspapers)
2. HB TV - Radio Stations
3. Distribution of 15,000 brochures through the City's Public
Information Center, home centers, grocery stores, school
programs, the Crystal Court Spring Garden Show, and various
other community events.

Because of the time frame and other commitments to the City's
mailing system, we were unable to utilize a bill stuffer insert.
Funding Sources:
Not applicable. Brochures provided by MD.
Alternative Action:
Do not participate jointly with the MWD and MWDOC in the Ultra -Low -
Flush Program.
