BEARDSLEY., DIRECTOR OF PUBLIC WORK SUBJECT: ADOPT RESOLUTION SUPPORTING ORANGE COUNTY WATER DISTRICT'S GREEN ACRES PROJECT V.0 Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: On December 18, 1991, the City entered into an agreement with the Orange County Water District regarding the sale and distribution of Green Acres Project water. The Green Acres Project distributes reclaimed/recycled water for use in landscape irrigation. Phase I of the project has provided the City with one customer. Phase II was to have expanded into Huntington Beach beginning in 1995. However, the project has been delayed in this expansion. The attached resolution supports the project and encourages its expansion into the City. Funding Source: Not applicable Recommended Action: Motion to: Adopt the attached resolution supporting OCWD's Green Acres Project. Alternative Action(s): Do not adopt the resolution. REQUEST FOR ACTION MEETING DATE: DEPARTMENT ID NUMBER:W098/9-04 Analysis: On December 18, 1991, the City entered into an agreement with the Orange County Water District regarding the sale and distribution of Green Acres Project water. The Green Acres Project distributes reclaimed/recycled water for use in landscape irrigation. Per the agreement, and to encourage its use by customers, the project water is sold at 80% of the potable commodity rate, or $0.704 per hundred cubic feet (ccf) in Huntington Beach. The City currently has only one customer, that being the County of Orange for irrigation along the Santa Ana River trail. The County was connected to the system in April of 1997 and since has used only 8.5 acre feet. The project is operational in Santa Ana, Fountain Valley and Mesa Consolidated Water District with over 1400 acre feet sold last year. Phase II was to have expanded into Huntington Beach beginning in 1995. However, the project is presently at capacity and has therefore been delayed in this expansion. In anticipation of expansion of the project, pipeline for the reclaimed water has been installed in conjunction with a number of developments. The Water Division estimates the potential annual use of Green Acres project water at 1000 acre feet. The attached resolution supports the project and encourages its expansion into Huntington Beach. That the City Council supports the Green Acres Project, and encourages the Orange County Water District to expand the project in the City of Huntington Beach as soon as possible.
