BEARDSLEY, DIRECTOR OF PUBLIC WORKS SUBJECT: ADOPT RESOLUTION SUPPORTING THE PROPOSED GROUND WATER REPLENISHMENT SYSTEM - A JOINT PROJECT OF THE ORANGE COUNTY WATER DISTRICT AND ORANGE COUNTY CDAIITATInKI rIICTDIf'T i] , i i i , Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The Orange County Water District and Orange County Sanitation District are proposing a Groundwater Replenishment System that will take highly treated wastewater and process it further through an advanced treatment facility. The water will be purified beyond drinking water standards and then piped to existing percolation ponds to replenish the groundwater basin. The attached resolution supports the implementation of the System and encourages its development. In addition, the resolution requests that the Metropolitan Water District of Southern California provide financial assistance to the System through its Local Resources Program. The System will take highly treated wastewater now discharged into the ocean and process it through an advanced treatment facility using microfiltration, reverse osmosis and disinfection technologies to purify the water beyond drinking water standards. The water will then be piped to existing percolation ponds in Anaheim where it will be purified again as it percolates into the ground and is filtered naturally. Current projections show the population of Orange County increasing by nearly one million people by the year 2020. OCWD estimates that demand on the groundwater basin based on current pumping percentages could increase by approximately 150,000 acre feet by 2020. It is anticipated that the Groundwater Replenishment System will add 100,000 acre feet of water to the basin thereby helping ensure reliability to groundwater users in Orange County. Currently, Huntington Beach relies on groundwater wells for approximately 75% of its water supply. The attached resolution supports the implementation of the System and encourages the Districts to proceed with its development. In addition, the resolution requests that the Metropolitan Water District of Southern California provide financial assistance to the project through its Local Resources Program. Attachment(sl: City Clerk's Page Number 1 Resolution Supporting the Ground Water Replenishment System RCA Author: Ken Dills, phone extension 5055 GWRS RCA -2- 02/25/99 3:58 PM RESOLUTION NO. 99-t 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUPPORTING THE PROPOSED GROUND WATER REPLENISHMENT SYSTEM WHEREAS, the Orange County Water District and the Orange County Sanitation District, hereinafter referred to as "DISTRICTS," are jointly studying the feasibility of a large wastewater reclamation project, the Groundwater Replenishment System, hereinafter referred to as "SYSTEM;" and, Phase I of SYSTEM will produce 50,000 acre-feet per year (afy) of high quality, drought -proof water and up to 100,000 afy by the year 2020; and SYSTEM will provide direct benefits to users of the Orange County ground water basin, including the residents of Huntington Beach, and regional benefits to Orange County and Southern California by providing a drought -proof water supply helping the Metropolitan Water District of Southern California (MWD) meet water demands for an increasing population; and MWD has adopted a Local Resources Program (LRP) to provide financial assistance to help MWD meet regional water supply reliability goals. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Huntington Beach: Supports implementation of SYSTEM and encourages DISTRICTS to proceed with project development; and 2. Requests MWD to provide financial assistance to SYSTEM under the LRP.
