The attached resolution supports the program and encourages its funding. Funding Source: Not applicable Recommended Action: Motion to: Adopt the attached Resolution No. 57 supporting the Santa Ana Watershed Project Authority (SAWPA)_ Alternative Action(s): Do not adopt the resolution. Analysis The Santa Ana Watershed Project Authority (SAWPA) is a joint powers agency representing five major water districts that service portions of Orange, Los Angeles, Riverside .and San Bernardino Counties. The Orange County Water District (OCWD) is a member. REQUEST FOR ACTION MEETING DATE: August 16, 1999 DEPARTMENT ID NUMBER:W-98/99-13 The SAWPA program is designed to make the region completely self-sufficient during times of drought. The program will provide funding for the Ground Water Replenishment System (GWRS), a joint project of OCWD and the Orange County Sanitation District. The City Council adopted a resolution of support for the GWRS on March 15, 1999 (Resolution No. 99-19). In addition to funding for GWRS, the SAWPA program will create wetlands and implement open space and flood control projects. The program will also reduce runoff and discharge into the ocean and will help eliminate pollution and erosion. The attached resolution supports the SAWPA program and was reviewed and recommended for adoption by the Intergovernmental Relations Committee on July 9, 1999. It also supports funding for the program should the Legislature and Governor place a water bond on the March 2000 ballot. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Huntington Beach supports the SAWPA Program and, in the event that the Legislature and the Governor place a water bond on the March 2000 ballot, it should provide support and funding for the SAWPA plan.
