Due to the serious continuing drought, the Board will hold a Public Hearing on January 30,
1991 at 8:00 a.m. to be held at 10500 Ellis Avenue in Fountain Valley to consider
modification of the basin production requirements and limitations, and the Basin Equity
Assessment (BEA). The enclosed notice shows the modifications that are expected to be
made. The modifications to the basin percentages and the basin- equity assessments are
being made to be compatible with the Incremental Interruptible/Conservation Program that
has been adopted by the Metropolitan Water District of Southern California (MWD). The
MWD program provides for a $99/AF rebate if the imported water use is reduced beyond
a certain level, and provides for a surcharge penalty of $394/A-F if overuse of imported
water occurs. The basin percentage is being raised to allow greater use of the basin, and
the BEA is being increased for most producers for pumping beyond the new higher basin
production percentage.
Pursuant to the requirements of State Law and Provisions of the Orange County Water
District Act, you are hereby notified of the changes in the basin production percentages and
the BEA to be effective for the period February 1, 1991 to June 30, 1991.

NOTICE OF BASIN EQUITY ASSESSMENT, BASIN PRODUCTION PERCENTAGE
AND PRODUCTION REQUIREMENT OR LIMITATION
gOTICE IS HEREBY GIVEN pursuant to Section 31.5 of the Orange County Water District Act, that for the period February 1,
991 to June.30, 1991:
1) The basin production percentage is eighty percent (90%) for the period February 1 to June 30, 1991;
2) The production requirement or limitation on each person and operator for the period February 1 to June 30,
1991 on the amount of groundwater produced, expressed in a percentage of the total amount of water produced
or obtained by such person or operator from groundwater within the District and from supplemental sources
shall be as follows:

3) A Surcharge shall not be imposed for production in excess of the basin production limitations for the period
February 1 to June 30, 1991.
4) All persons and operators who produce 25 acre-feet or less of groundwater within the District during the water
year, 1990-91 shall be excluded from the levy of the basin equity assessment and production requirements and
limitations provided for herein.
5) A basin equity assessment is applied to all groundwater produced in excess of the basin production percentage as
listed in 1 above. Agencies which are assigned limitations less than the basin production percentage are paid a
basin equity assessment for the amount of groundwater not pumped between.70 and 80%. The amount of the
basin equity assessment per acre-foot of water produced for the period February 1 to June 30, 1991 for purposes
other than irrigation shall be as follows:

STATEMENT OF ISSUE
A Metropolitan Water District of Southern California (MWD)
pricing program allows a savings of $5 per acre foot on water, if
the funds are placed in a specific account to be used for water
conservation programs. A resolution stating this commitment is
required to participate in the program.
RECOMMENDATION
Approve and adopt Resolution No. G y Z stating our
commitment to place specified savings from Seasonal Storage
Service into a special account.

ANALYSIS
MWD is encouraging all member agencies to conserve water. The
Seasonal Storage Service (SSS) is a program in which imported
water is taken during the off peak months, and groundwater is
utilized during peak months.
In an effort to provide funding for local agency water
conservation and storage programs, MWD is reducing water costs by
$5 per acre foot if participants agree to place the savings in a
special account in the City' s water budget.
With careful planning in 1989, the Water Division was able to
store over 10,000 acre feet during the SSS program. The savings
credit program has only been offered for water stored since July
1990. We anticipate storing 7,500 to 10,000 acre feet through
January when the SSS program is scheduled to end.

Savings credits for Huntington Beach of approximately $15, 000
have been earned since July 1990. These amounts are being held
by MWDOC and MCWD, until a resolution is submitted.
The credit will be determined from the purchased water billing
records. No checks will be issued, but the amount of the credit
will be transferred from the budgeted purchased water account to /
the new conservation account. l
The Water Division does not have money budgeted for a water
conservation program. Funds will be used to purchase materials
for public education programs. The savings account will permit a
conservation program to be implemented at no additional cost to
the rate payers .
FUNDING SOURCE
Not Applicable. The savings amount will be used to fund the
conservation program in the 1991-92 budget.
ALTERNATIVE ACTIONS
Do not adopt the resolution, and permit MWDOC:, WOCWB and MCWD to
utilize Huntington Beach' s funds for their own programs.
Do not adopt the resolution, and request to pay the additional $5
per acre foot for water to WOCWB and MWDOC.
Do not adopt the resolution, and direct staff on how to proceed.

I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH STATING COMMITMENT TO PLACE SPECIFIED
SAVINGS FROM SEASONAL STORAGE SERVICE AND INTERRUPTIBLE
SERVICE INTO SPECIAL ACCOUNT
WHEREAS, the Metropolitan Water District of Southern California
(MWD) and the Municipal Water District of Orange County (MWDOC) have
adopted water rates , effective July 1, 1990 ; and
The water rates for Seasonal Storage Service and for
Interruptible Service include a provision for a reduction in the
rate by $5 per acre-foot under the condition that the savings be
placed into a special account to be used to store or conserve water;
and
The City of Huntington Beach desires to participate in programs
to store or conserve water under the conditions specified by MWD and
MWDOC;
NOW, THEREFORE, be it hereby resolved that the City Council of
the City of Huntington Beach hereby states its commitment to place
the savings which will accrue, from the $5 reduction in rate of
Seasonal Storage Service and Interruptible Service, into a special
account to be used for programs to store or conserve water that will
be available to meet domestic and municipal demands .

STATEMENT OF ISSUE
The 1990 State Water Reclamation Bond Issue requires additional
funding to complete identified projects. AB 1312, if approved by
the voters, will provide $200 million for the program.
RECOMMENDATION
Adopt the Resolution #.4/0�- in support of AB 1312, and transmit
the resolution to appropriate Assembly members.
ANALYSIS
Reclaimed water is the most significant source of additional
water supply for Southern California. Within Orange County,
three such projects have been identified for construction over
the next 10 to 15 years. The estimated cost for these projects
is $217,600 , 000 .
Additional water reclamation projects across the state have also
been identified to have a financial need of $1 . 97 billion.
Through various means about $130 million of these projects have
been funded. This leaves an unmet demand of over $1 .8 billion
for water reclamation projects.
Assembly Bill (AB) 1312 has been proposed to set a funding level
of $200 million, if approved by the voters. The likely method of
financing will be long term, low interest loans. However,
competing funding interests threaten to preclude AB 1312 from
consideration by the Assembly in January.
Huntington Beach' s support of AB 1312 has been requested by both
Orange County Santation District and local water agencies. As
Huntington Beach will be a beneficiary of local reclaimed water
projects, support of the bill is appropriate. � n

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH IN SUPPORT OF A $200 MILLION BOND ISSUE
ON THE 1990 BALLOT (ASSEMBLY BILL 1312) TO PROVIDE GRANTS
AND LONG-TERM LOANS TO PUBLIC ENTITIES DEVELOPING WATER
RECLAMATION PROJECTS
WHEREAS, availability of potable water supplies in California
continues to be subject to drought conditions, imported water and
legal challenges ; and,
Population growth in Orange County and all of California
continues to place even greater demands on potable water supplies;
and,
The technology and economic feasibility of water relcamation
have made the reuse of water a viable alternative for nonpotable
purposes; and,
Reclaimed water may be used in place of potable water for
many existing purposes -sucir as landscape and agricultural
irrigation; and,
Development of residential areas with greenbelts and the
increase in recreational facilities such as golf courses are
increasing the potential market for reclaimed water; and,
The State Water Resources Control Board, State Health
Department and local health agencies approve with appropriate
safeguards the use of reclaimed water; and,
Many entities have already established a record of
successfully producing and distributing reclaimed water; and,
.= ; Public opinion polls have shown that in the last five years
Californians overwhelmingly support the use of reclaimed water for
irrigation and other nonpotable purposes; and,

Public entities throughout the state that use reclaimed water
for greenbelt and irrigation already have reclaimed water projects
`2 in conceptual, planning, design and construction phases which will
produce 686, 105 acre-feet of reclaimed water, replacing 530, 970
acre-feet of potable water now used, enough to supply water to more
than two million California residents ; and,
The cost of the reclaimed water projects in conceptual ,
planning, design and construction phases total $1 . 97 billion, with
less than $130 million now funded; and,
There is still the need for $1. 84 billion in financial
assistance for all or a portion of these projects in conceptual,
planning, design and construction phases;
NOW, THEREFORE, the City Council of the City of Huntington
Beach DOES HEREBY RESOLVE as follows :
SECTION 1 . That the City Council of the City of Huntington
Beach for the reasons set forth above, does hereby support on the
1990 ballot, AB 1312 for a $200 million bond issue to provide grants
and long-term loans to public entities desiring to develop water
reclamation projects; and,
SECTION 2 . That the City Clerk is hereby authorized and
directed to send copies of this resolution to appropriate state
legislators .
