• Permits public entities to adopt and enforce a
Water Management Program
• Based on the need to conserve and to avoid or
minimize the effects of future water shortages
• Municipal Code 14.18
• Stages determined by the Director of Public Works
• City Council directs City Administrator to implement
• Stage 1 implemented on March 23, 2009 and
confirmed by Council on April 6, 2009

Costs and Rates
• July 1, 2009 — Basin Pumping Percentage will
decrease from 69% to 62%
• September 1, 2009 — Imported water will
increase from $603.50/af to $709/af
• Combined effect to weighted average cost of
water is $64.90/af
• Per City Ordinance the formula adjustment to
the water rate is +$.015/ccf
• Results in a $1.70 increase (4%) increase to
the average SFR bill
