Statement of Issue, Recommended Action, Analysis, Funding Source, Alter ,
Statement of Issue:
The 1988 Water Master Plan is currently being updated and revised and
thus will become the 1993 Water Master Plan. In order to produce the
most comprehensive plan possible, it is now appropriate to organize
the special Water Master Plan Task Force previously authorized by
Council in October, 1991, to review the document.
Recommended Actions:
1. Council begin consideration of potential members for the Water
Master Plan Task Force.
3. Agree to select the members of the task force at the September 20
Council Meeting in order to keep the plan on track for adoption
before the end of 1993.
Analysis:
In September, 1988, the City Council adopted the current 1988 Water
Master Plan. In August, 1990, a Financial Plan to fund the Master
Plan was formulated. This Financial Plan was finalized by staff in
April, 1991. Prior to presentation to the City Council, the two plans
were presented to the Chamber of Commerce's Development Committee.
After several discussions with this Committee, it was their feeling
that the composite plan was too difficult to understand, somewhat
expensive and presented too few financing options acceptable to them.
The experience gained in these discussions told staff that the ability
of the composite plan to provide what was needed for the City using
financially acceptable methods was flawed. As a result, with Staff's
recommendation, the Council authorized the Boyle Engineering
Corporation (authors of the 1988 Water Master Plan) and Bartle Wells
Associates (authors of the Financial Plan) to use the information
gained to revise and combine both plans and update them to include
changes resulting from the Holly-Seacliff Development Agreement. This
revised and updated composite Water Master Plan will be ready for �}

review in September, 1993. Using the experience gained in 1991/92,
the special Council -appointed task force will provide an opportunity
for a comprehensive review of the Plan. Upon obtaining a consensus of
this task force, the plan will then be presented to the City Council
for their review and adoption.

It is expected that the Task Force membership will be voluntary and no
special funding will be necessary.
The current effort to create the 1993 Water Master Plan is being
funded under the Council approval given on October 7, 1991. Funding
for new capital projects contained in the Master Plan will be outlined
in the Plan and considered by Council at the time of proposed
adoption.
Alternative Actions:
1) Select and appoint the Task Force Members at the September 7
Council Meeting.
2) Do not utilize this task force and propose an alternate body to
review the Plan prior to presentation to Council.
3) Do not utilize this task force and direct staff to present the
Plan directly to Council for review. This action may speed up
the schedule for adoption.
