for the engineering of Water Well No. 3. The billing meets the
approval of this office and payment is recommended. The warrant
in the amount of $1,713.96 should be made payable to Lowry and
Associates out of the Water Fund.
The final cost of the well by individual informal contracts is
as follows:

satisfaction of and under the supervision
of the City Engineer of said City of

The undersigned has not accepted any bid .
from any subcontractor or materialmen
through any bid depository, the by-laws ,
rules or regulations of which prohibit or
prevent the contractor from considering
any'bid from any subcontractor or material-

Huntington Beach, California.

Reference is made to our letter to you dated June 15, 1964
and to your action at the council meeting on the same date allow-
ing us to purchase the material and informally let contracts for
the construction and installation of the facilities for Water 'Nell
No. 3.
We received the following bids:

sewer encasement at a lesser amount but
it has not been substantiated.
It is respectfully requested that the low bid by Famularo in
the amount of $5,300.00 for the engineering construction and by
Baum in the amount of $2,527.-00 for the electrical construction be

allowed. It is also requested that the bid by Scott Bros. in
the amount of $1,000.00 or one at a lesser amount if substan—
tiated be allowed.
The cost of purchase of materials being less than $$3500.00
together with the three above bids enables us to save approxi—
mately $$5,000.00 as comparated to the initial bid of $$17,200.00.
A. H. Famularo has indicated that he may commence work on
Tuesday June 30, 1964 if the award is approved.

Subject: Water Well No. 3
Gentlemen:
The single bid received for the installation of a pump and
construction of facilities for Water Well No. 3 which was
opened at this morning's session has been reviewed. The bid
price of $17,127.00 is .more than 25% in excess of an engineer's
estimate of $13,500.00. It is recommended that the bid be
rejected and that the Clerk be instructed to so notify the
bidder, Pylon, Inc.
It is further recommended that your Honorable Body consider
two alternatives to accomplish the work. First, we could re—
advertise and call for the bids to be presented at the next
council meeting. It would appear that with more advertising
a greater number of bids would be received and probably a lower
bid would be among them.
Secondly the City could purchase the material and informally
let contracts for construction and installation. The work can
be broadly separated into three categories i.e. (1) material
(2) labor and equipment.for vault, pipeline and miscellaneous
construction and (3) electrical work. Each of the above items
would cost approximately $4,000.00. It is our. opinion that
this latter method would effect a savings and would also be
accomplished at an earlier date.
It is respectfully requested that your Honorable Body consider
the two alternatives to accomplish the work and that you direct
this department to proceed accordingly.

A RESOLUTION OF THE CITY OF HUNTINGTON BEACH
ESTABLISHING THE GENERAL PREVAILING RATE OF
HOURLY WAGES FOR EACH CRAFT OR TYPE OF WORK-
MAN OR MECHANIC NEEDED FOR THE CONSTRUCTION
OF THE EDINGER STREET WATER WELL PUMP STATION
IN THE CITY OF HUNTINGTON BEACH, CALIFORNIA.
WHEREAS, the City Council of the City of Huntington Beach
has conducted a hearing for the purpose of establishing the general
prevailing rate of hourly wages in this locality for workmen needed
in the construction of the Edinger Street Water Well Pump Station.,
and has considered evidence presented.
NOW THEREFORE, BE IT RESOLVED: That the City Council of
the City of Huntington Beach does hereby find, establish and deter-

construction of the Edinger Street Water Well Pump Station, in

"The rate of compensation for any classification not listed
in the schedule, but which may be required to execute the proposed -
contract, shall be commensurate and in accord with the rates speci-
fied for similar or comparable duties in the Southern California
Master Labor Agreements".
The rates per hour, indicated above are based upon the
local prevailing rates per day being eight times the above scheduled
rate per hour. Hourly rates of pay are based upon eight hours per
day for a full day or a fractional part of a day. The per diem
wages of a fractional part of a day shall be the applicable rate per
hour multiplied by the number of hours worked on said day other than
for overtime and/or Sundays or Legal Holidays.
All work performed in excess of eight (3) hours per day or
forty (CFO) hours per weep, shall be paid for at the prevailing
overtime rate, and all wort: performed on Holidays and Sundays ,
shall be' paid for at the prevailing overtime rate, for each craft
involved.
Plans and specifications , together with proposal form,
may be obtained at the office of the City Engineer, City Hall,
Huntington Beach, California.
No bid will be received unless it is made on a blank form
furnished by the City Engineer. The special attention of prospec-
tive bidders is called to the "Proposal Requirements" , set forth
in the specifications , for full directions as to the bidding.
The foregoing quantities are approximate only, being
given as a basis for the comparison of bids , and the City of
Huntington Beach does not, expressly or by implication agree that
the actual amount of work will correspond therewith, but reserves
the ri-ht to increase or decrease the amount of any class or
portions of the work, as may be deemed necessary or expedient by
the engineer.
All bids will be compared on the basis of the City
Engineer's estimate of the quantities of wort: to be done.
No bid will be accepted from a Contractor who is not
licensed in accordance with the law, under the provisions of
Chapter 731, Statutes of 1929, as amended or Chapter 37, Statutes

GENERAL REQUIREMENTS
LCCATICN OF WORK Tu BE DCM
The work to be done is ' the construction of the Edinger
Street Water Well Pumping Station, in the City of Huntington Beach,
California, and as shown in detail upon the accompanying Plans or
called for in the Specifications.
SECTION 1. EXAMINATION ^F PL!`.\TS , SPECIFICATIONS AND SITE OF WQIRK:.
The bidder is required to examine carefully the site,
proposal, plans , specifications ; special provisions , and contract
forms for the work contemplated, and it .will be assumed that the
bidder has investigated and is satisfied as to the conditions to
be encountered, as to the character, quality, and quantities of�
work to be performed and materials to be furnished, .and as to the
requirements of the specifications and the contract.. It is mutually
agreed that submission of a proposal shall be considered prima facie
evidence that the bidder has made such examination..
SECTION 2. PROPCSAL REG°UIREMENTS :
(a) Proposal Form All proposals must be made upon
blank forms to be obtained from the City Engineer at this office
at the City ;`fall, Huntington Beach, California. 11 proposals
must give the prices proposed, both in Meriting and figures , and must
be signed by the' bidder with his address. If the proposal is made
by an individual, his name and postoffice address must be shown. .
If made by a firm or partnership, the name and postoffice address
of each member of the firm or partnership must be shown. . If made
by a corporation the proposal must show the ;name of the state under
the laws of which the corporation was chartered and the names ,
titles , and business address of the president, secretary and
treasurer.
(b) Bidder's Guaranty - All bids shall be presented
under' sealed cover and' shall be accompanied -by cash, cashier 's
check, certified check, or bidder' s bond, made payable to the City
of Huntington Beach, of an amount equal to at least ten percent
(10%) of the amount of said bid, and no bid shall be considered
unless such cash, cashier's check, certified check, or bidder' s
bond is enclosed therewith.

(c) Return of Bidder' s Guaranties - Within ten (10)
days after the award of the contract, the City of Huntington Beach
will return the proposal guaranties accompanying such of the pro-
posals which are not to be considered in making the award. All
other proposal guaranties will be held until the contract has been
finally executed, after which they will be returned to the respec-
tive bidders whose proposals they accompany.
(d) Contract Bonds - The Contractor shall furnish two
good and sufficient bonds. Each of the said bonds shall be executed
in a sum equal to at least one-half of the contract price. One of
the said bonds shall guarantee the faithful performance of the said
contract of the Contractor; and the other of the said bonds shall
be furnished as required by the terms of an act entitled:
iOAn Act to secure the payment of the claims of persons
employed by contractors upon public works , and the claims of
persons who furnish materials , supplies , teams, implements ,
or machinery used or consumed by such contractors in the
performance of such works, and prescribing the duties of
certain public officers with respect thereto," approved
11111.ay 10, 1919, as amended. Whenever any surety or sureties on
any such bonds , or on any bonds required by lava for the protection
of the claims of laborers and material men, become insufficient,
or the City of 'Iuntington Beach has cause to believe that such
surety or sureties have become insufficent, a demand in writing
may be made of the Contractor for such further bond or bonds , or
additional surety, not exceeding that originally required, as is
considered .necessary, considering the extent of the work remaining
to be done. Thereafter no payment shall be made upon such contract
to the Contractor or any assignee of the Contractor until such
further bond or bonds or additional surety has been furnished.
(e) Rejection of Proposals Containing Alterations,
Erasures or Irregularities - Proposals may be
re ecterl if they show any alterations of form, additions not called
for, conditional or alternative bids , incomplete bids , erasures ,
or irregularities of any kind. The rig1.t is reserved to reject
any and all proposals.

it be awarded, will be rude within twenty (20) days after the
opening of the proposals.

(e) final Cleaning Up - Upon completion and before
making application for acceptance of the work, the Contractor shall
clean the site around the new pump' station and any' ground occupied
by him in connection'with the work, of all rubbish, excess materials ,
temporary structures , and equipment; and all parts of the work shall
be left in a neat and presentable condition.
SECTION 4. C;;NTRCL OF THE WORK:
(a) Definitions - Whenever the word "City" is used in
the specifications , it refers to the City of Huntington Beach,
California. Whenever the word "Contractor" is used, it refers to
the party of the second part' in the agreement for the construction
of the work herein specified. Whenever the word "Engineer', or
"Superintendent of Streets" is used, they refer respectively to
the City Engineer or Superintendent of Streets , or both, of the
City of Huntington Beach, or their authorized agents or inspectors.
(b) Authority of the Engineer - The Engineer shall
decide any and all questions which may arise as to the quality or
acceptability of materials furnished and work performed, and as to
the manner of performance and rate of progress of the work; all
questions which arise as to the interpretation. of the plans and
specifications; all questions as to the acceptable fulfillment of
the contract on the part of the Contractor; and all questions as to
claims and compensation.
The Engineer' s decision shall be final and he shall have
executive authority to enforce and make effective such decisions
and orders as the Contractor fails to carry out promptly.
(c) Plans - hill authorized alterations affecting the
requirements and information given on the approved plans shall be
in writing. No changesshall be made on any plan or drawing after
the same has.'.been approved by the Engineer, except by direction of
the Engineer.
Working drawings or plans for the structure, pump station
or appurtenances shall be approved by the Engineer before any work
involving these plans stall be performed, unless approval be waived
in writing by the Engineer.
It is mutually agreed, however, that approval by the
Engineer of the Contractpr' s working plans does not relieve the
Contractor of any responsibility for accuracy of dimensions and
details, and that the Contractor shall be responsible for agreement
and conformity',of his working plans with the approved plans , and
specifications.

(d) Conformity with Plans and Allowable Deviation

cross-section, and dimensions shown on the approved plans. Devia-
tions from the approved plans, as may be required by the exigencies
of construction, will be determined in all cases by the Engineer
and authorized in writing.
(e) - Coordination of Plans and Specifications - These
specifications , the plans and all supplementary documents are
essential parts of the contract, and a requirement occuring in one
is as binding as though occuring in all. They are intended to be
cooperative, to describe, and to provide for a complete work.
(f) Interpretation of Plans and Specifications - Should
it appear that the work to be done, or any matter relative thereto,
is not sufficiently detailed or explained in these specifications
and plans , the Contractor shall apply to the Engineer for such
further explanations as may be necessary, and shall conform to such
explanation or interpretation as part of the contract, so far as ,
may be consistent with the intent of the original specifications.
In the event of doubt or question relative to the true meaning of
the specifications , reference shall be .made to the City Council,
whose decisions thereon shall be final.
(g) Superintendence - Whenever the Contractor is not
present on any part of the work where it may be desired to give
direction, orders will be given by the Engineer in writing, and shall
be received and obeyed by the Superintendent or foreman in: charge
of the particular work in reference to which orders are given.
(h) Lines and Grades - .All distances and measurements
are given and will be mane in a horizontal plane. Grades are given
from the top of stakes or :rains , unless otherwise noted on the plans.
The Contractor shall give at least 24 hours notice in
writing when he will require the services of the .Engineer for laying
out any portion of the work. The Contractor shall furnish the
Engineer such facilities and labor necessary for marking and main-
taining points and lines as he may require.
The Contractor shall preserve all stakes and points set
for lines , grades , or measurements of the work in their proper
places until authorized to remove them by the Engineer. All expenses
incurred in replacing stakes that have been removed without proper
authority shall be paid by the Contractor.
5.
General Requirements - cont 'd.
(i) Inspection - The Engineer or his authorized agent
shall at all times have access to the work during construction, and
shall be furnished with every reasonable facility for ascertaining
full ?knowledge respecting the progress , workmanship, and character
of materials used and employed in the worts.
,Jhenever the Contractor varies the period during which
work is carried on each day, he shall give due notice to the
Engineer, so that proper inspection may be provided. Any w6rk done
in the absence of the Engineer will be subject to rejection.
The inspection of the work shall not relieve the Con-
tractor' of any of his obligations to fulfill the contract as pre-
scribed. Defective work shall be made good, and unsuitable material)
may be rejected, notwithstanding the fact that such defective work
and unsuitable materials have been previously -verlooked by the
Engineer and accepted or estimated for payment.
( i) Removal of Defective and unauthorized work - All
work which is defective in its construction or deficient in any of
the requirements of these specifications shall be remedied., or
removed and replaced by the Contractor in any acceptable manner,
and no compensation will be allowed for such correction.
Any work done beyond the lines and grades shown on the
plans or established by the Engineer, or any extra work done with-
out written authority, will be considered as unauthorized and will
not be paid for.
Upon failure on the part of the Contractor to comply
forthwith with any order of the Engineer made under the provisions
of this article, the Engineer shall have authority to cause defective
work to be remedied, or removed and replaced, and unauthorized work
to be removed, and to deduct the costs thereof from any moneys due
or to become due the Contractor.
(k) Final Inspection - Whenever the work provided and
contemplated by the contract shall have been satisfactorily completed
and the final cleaning be performed, the Engineer will make the
final inspection.
SECTI'`N 5. CONTROL ^F MATERIALS.
(a) Samples and Tests - At the option of the Engineer,
the source of supply of each of the materials shall be approved by
the Engineer before delivery is started and before such material is

used in the work. Representative preliminary samples of the
character and quality prescribed shall be submitted by the Con-
tractor or producer of all materials to be used in the work, for
testing or examination as desired by the Engineer.
All tests of materials furnished by the Contractor shall
be made in accordance with commonly recognized. standards of national
organizations , and such special methods and tests as are prescribed
in these specifications.
The Contractor shall furnish such samples of materials
as are requested by the Engineer without charge. No material shall
be used until it has been approved by the Engineer. Samples will
be secured and tested whenever necessary to determine the quality
of mater:Lal.
(b) Defective Materials - All materials not conforming
to the requirements of these specifications shall be considered as
defective, and all such materials , whether in place or not, shall
be rejected and shall be removed immediately from the site of the
work unless otherwise permitted by the !engineer. No rejected
material, the defects of which have been subsequently corrected,
shall be used until approved in writing by the Engineer.
Upon failure on the part of the Contractor to comply
with any order of the Engineer made under the provisions of this
article, the Engineer shall have authority to remove and replace
defective material and to deduct the cost of removal and replace-
ment from any moneys due or to become due the Contractor.
SECTION 6. LEGAL RELATIONS AND RESPONSIBILITIES TO THE PUBLIC.
(a) Laws to be Cbserved. - The Contractor shall keep
himself fully informed of all existing and future State and National
laws and all municipal ordinances and regulations of the City of
Huntington Beach which in any manner affect those engaged or
employed in the work, or the materials used in the work, or which
in any way affect the conduct of the work, and of all such orders
and decrees of bodies or tribunals having any jurisdiction or
authority over the same.
(b) Alien Labor The Contractor shall forfeit as
penalty to the City of Huntington Beach Ten Dollars ($10) for each
alien knowlingly employed in the execution of the contract, by him
or by any subcontractor under him, on any of the work herein
mentioned; for each calendar day, or portion thereof, during which
such alien is permitted or required to labor in violation of the
provisions of the Labor-.Code and in particular, Section 1850 to
1354 thereof, inclusive.

(c) Hours of Labor - The Contractor shall forfeit, as
penalty' to the City of Huntington Beach, Ten Dollars ($10) for each
laborer, workman, or mechanic employed in the execution of the
contract by him, or by any subcontractor under him, upon any of the
work herein before mentioned for each calendar day during which said
laborer, workman, or mechanic is required or permitted to labor
more than Adght (8) hours in violation of the provisions of the
Labor CodQ, and in particular, Sect-inns 18le to ?316 thereof,
inclusive.
(d) Prevailing Wage - The Contractor shall forfeit as
penalty' to the City of Huntington Beach Ten Dollars ($10) for each
laborer, workman or mechanic employed, for each calendar day or
portion thereof, such laborer, workman, or mechanic is paid less
than the general prevailing rate of wages hereinafter stipulated
for any work done under the contract awarded to him, or by any sub-
contractor under him, in violation of the provisions of the Labor
Code, and in particular, Section 1770 to 1781 thereof , inclusive,
(e) Domestic Materials - Only such unmanufactured
articles , materials , and supplies as have been mined or produced in
the United States , and only such manufactured articles , materials,
and supplies as have been manufactured in the United States , sub-
stantially all from articles, materials and supplies mined, produced,
or so manufactured, as the case may be, in the United States, shall
be used in the performance of the Contract in accordance with the
provisions of an Act entitled:
"An act to raquire the use of materials and supplies
subst.antLally produced in the 'y_?i�t`r3 Stag, in Public
Works and for public purposes, Chapter 226, Statutes
of
Any person, firm, or corporation who fails to comply
with the provisions of the act shall not :;e awarded any contract to
which the'.act applies for a period of three years from date of
violation.
(f) Registration of Contractors Before submitting
bids , contractors shall be licensed in accordance with the provis?_ons
of Chapter 9 of Division III of the Business and Professions Code.
(g) Permits and Licenses - The Contractor shall procure
all permits and licenses , pay all charges and fees , and give all
notices necessary and incidental to the due and lawful prosecution
of the work.
General Requirements - contd.
(h) Patents - Tlwe Contractor shall assume all responsi-
bilities arising from the use of patented materials, equipment,
devices , or processes used on or incorporated in the work.
M Public Convenience and Safety - The Contractor shall
so conduct his operations as to cause the least possible obstruction
and inconvenience to public traffic.
The Contractor shall furnish, erect, and maintain such
fences, barriers , lights , and signs as are necessary to give
adequate warning that the work is in progress and particularly that
trucks and equipment will be entering and leaving the site.
(j) Responsibility for Damage - The City of Huntington
Beach, the City Council, or the Engineer shall not be answerable
or accountable in any manner for any loss or damage that may happen
to the work or any part thereof ; or for any material or equipment
used in performing the work; or for injury or damage to any person
or persons , either workmen or the public; for damage to adjoining
property from any causes whatsoever during the progress of the work
or at any time before final acceptance.
The Contractor shall indemnify and save harmless the
City of =lntington Beach, the City Council, and the Engineer from
any suits , claims , or actions brought on any person or persons for
or on account of any injuries or damages sustained or arising in
the construction of the work or in consequence thereof, The City
Council may retain so mach of the money due the Coat 4c for as shall
be considered necep.saxy, until, disposition has been made of attch
suits or claims for damages as aforesaid,
The Contractor shall maintain public liability and
property damage insurance of at least 50,600/100,000 dollars.
(k) , Contractor' s Responsibility for work -•Except as
provided above, until the formal acceptance of the work by the City
Council, the Contractor shall have the charge and care thereof and
shall bear the risk of injury or damage to any* part thereof by the
action of the elements or from any other cause, whether arising
from the execution or from the non-execution of the work. The
Contractor shall rebuild, repair, restore, and make good all injuries
or damages to any portion of: the work occasioned by any of the above
causes before final acceptance and shall bear the expense thereof,
except such injuries or damages occasioned by acts of the Federal
Government or the public enemy.
G.
General Requirements - cont 'd.
(1) No Personal Liability - Neither the City Council,
the Engineer, nor any other officer or authorized assistant or
agent shall be personally responsible for any liability arising
under the contract.
(m) Responsibility of City - The City of Fluntington
Beach shall not be held responsible for the care or protection of
any material or parts of the work prior to final acceptance, except
as expressly provided in these specifications.
SECTION 7. PROSECUTECYN AND PROGRESS;
(a) subletting and Assignment - The Contractor shall
give his personal attention to the fulfillment of the contract and
shall keep the work under his control.
Subcontractors will not be recognized as such, and all
persons engaged in the work, of construction will be considered as
employees of the Contractor, and their work shall -•be subject to
the provisions of the contract and specifications.
Where a portion of the work sublet by the Contractor is ,
not being prosecuted in a manner satisfactory to the City Engineer,
the subcontractor shall be removed immediately on the requistition
of the City Engineer and shall not again be emoloycd on the work.
The contract may be assigned only upon written consent
of the City Council of the City of Huntington Beach.
(b) Progress of the work and time for completion - The
Contractor shall begin work within 10 days after receiving
notice that the contract has been approved and shall diligently
prosecute the same to completion before the expiration of 25
consecutive days (Saturdays , Sundays and legal Holidays excluded)
from the date of said approval.
(c) Character of Workmen - If any subcontractor or
person employed by the contractor shall fail or refuse to carry out
the directions of the Engineer or shall appear to the Engineer to be
incompetent or to act in a disorderly or improper manner, he shall
be discharged immediately on the requistition of the Engineer, and
such person shall not again be employed on the work.
10.
General Requirements - Cont 'd.
(d) Temporary Suspension of Work - The Engineer shall
have the authority to suspend the work wholly or in part, for such
period as he may deem necessary, due to unsuitable weather, or to
such other conditions as are' considered unfavorable for the suit-
able prosecution of the work, or for such time as he may deem
necessary, due to the failure on the part of the Contractor to
carry out orders given, or to perform any provisions of the work.
The Contractor shall immediately obey suc:1 order of the Engineer
and shall not resume the work until ordered in writing by the
Engineer.
(e) Time of Completion and Liquidated Damages - It is
agreed by the parties to the contract that in case all the work
called for under the contract is not completed before or upon the
expiration of the time . limit as set forth in these specifications,
damage will be sustained by the City of Huntington Beach and that
it is and will be impracticable to determine the actual damage which
the City will sustain in the event of and by reason of such delay;
and it is therefore agreed that the Contractor will pay to the City
of I:untington Beach the sum of Fifty Dollars ($50) per day for each
and every day' s delay beyond the time prescribed to complete the
work; and the Contractor agrees to pay such liquidated damages as
herein provided; and in case the same are not paid, agrees that the
City of Huntington Beach may deduct the amount thereof from any
money due or that may become due the Contractor' under the contract.
It is further agreed that in case the work called for
under the contract is not finished and completed in all parts and
requirer=ts within the time specified the City Council shall have
the right to extend the time for completion or not, as may seem
best to serve the interest of the City; and if it'decides to extend
the time limit for the completion of the contract, it- shall furtbzr
have t'ze'right to charge to the Contractor, his heirs, assigns or
sureties , and to deduct from the final payment for the work, all or
any part, as it may deem proper, of the actual cost of engineering,
inspection_, superintendence, and other overhead expenses which are
directly chargeable to the contract, and wnich accrue during the
period of such extension, except that the cost of final surveys and'
preparation of final estimato shall not be included in such charges.
The Contractor shall not be assessed with liquidated
damages nor the cost of engineering and inspection during any delay
in the completion of the wortk caused by acts of God or of public
enemy, acts of the City, firel floods , epidemics, quarantine
restr-Ictions , strikes , freight embargoes , and unusally severe
weather or delays of subcontractors due to such causes ; provided,

that the Contractor shall within ten (10) clays from the beginning
of any such delay notify the Engineer in writing of the causes of
delay, who shall ascertain the facts and the extent of delay, and
his findings of the facts thereon shall be final and conclusive.
(f) Suspension of Contract - If at any time in the
opinion of the City Council the Contractor has failed to supply
an adequate working force, or material of proper quality, or has
failed in any other respect to prosecute the work with the dili-
gence and force specified and intended in any way by the terms of
the contract, notice thereof in writing will be served upon him,
and should he neglect or refuse to provide means for a satisfactory
compliance with the contract, as directed by the Engineer, within
the time specified in such notice, the City Council in any such
case shall have the power to suspend the operation of the contract.
Upon receiving notice of such suspension, the Contractor shall dis-
continue said work, or such parts of it as the City Council may
designate; Upon such suspension, the Contractor' s control shall
terminate, and thereupon the City Council or its duly authorized
representative may take possession of all or any part of the Con-
tractor' s materials , tools , equipment and appliances upon the
premises ; and use the same for the purpose of completion of said
contract, , and hire such force and buy or rent such additional
machinery, tools, appliances and equipment, and buy such additional
materials and supplies at the Contractor's expense as may be neces-
sary for the proper conduct of the work and for the completion
thereof; or may employ other parties to carry the contract to com-
pletion, employ the necessary workmen, substitute other machinery
or materials, and purchase the materials contracted for, in such
manner as the City Council may deem proper; or the City Council
may annul and cancel the contract and relet the work or any part
thereof. Any excess of cost arising therefrom over and above the
•oontract • price will be charged against the Contractor and his --
sureties , who will be liable therefor. In the event of such sus.-
pension, all money due the Contractor or retained under the terms
of this cnntract shall be forfeited to the City; but such forfeiture
will not release the Contractor or his sureties from liability or
failure to fulfill the contract. The Contractor and his sureties
will be credited with the amount of money so forfeited toward any
excess of cost over and above the contract price, arising from the
suspension of the operations of the contract and the completion of
the work by the City as above provided, and the Contractor will be
so credited with any surplus remaining after all just claims for
such completion have been paid.

been any such non-compliance with the contract as to warrant the
suspension or annulment thereof, the decision of the City Council
shall be binding on all parties to the contract,
(g) Right of Way - The right of way f-or the -viork to be
constructed is in a dedicated public right of way. The Con�racter
shall make his own arrangements , and pay all expenses for additional
area required by him outside of the limits of right of way.
SECTICM o.. HEASUREI`'t-NT !,ND PAYMENT.
(a) Extra and Force Account Work - Extra work as here-
inbefore defined, when ordered and accepted, shall be paid for
under a written work order in accordance with the terms therein
provided. Payment for extra work will be made at the unit price
or lump sure previously agreed upon by the Contractor and the
Engineer; or by force account,
If the work is done on force account the Contractor shall
receive the actual cost of all materials furnished by him as shown.
by his paid vouchers , plus fifteen percent (15%) , and for all labor,
equipment and teams that are necessary he shall receive the current
prices in the locality, which shall have been previously determined:
and agrees to in writing by the Engineer, and'by the Contractor,
plus fifteen percent (15%) ; provided, however, that the City reserves
the right to furnish such materials required as it deems expedient,
and the Con.tractor shall have no claim or profit on the cost of such
materials. The price paid for labor shall include any compensation
insurance paid by the Contractor.
All extra work and force account shall be adjusted daily
upon report sheets , prepared by the Engineer, furnished to the
Contractor and signed by both parties , which daily reports shall
thereafter be considered the true record of extra work or force
account work done.
(b) Progress Payments - the City shall, once in each
month, cause an estimate in. writing to be made by the City Engineer
of the total amount of work done and the acceptable materials
furnished and delivered by the Contractor on the ground and not
'uxa, to the time of such est.mate, and the value thereof.
13.
General Requirements - cont 'd.
The City of Huntington Beach shall retain ten percent (10%) of such
estimated value of the work done and fifty percent (50%) of the
value of the materials so estimated to have been furnished and
delivered and unused as aforesaid as part security for the fulfill-
ment of the contract by the Contractor, and shall monthly pay to
the Contractor, while carrying on the work, the balance not retained,
as aforesaid, after deducting therefrom all previous payments and
all sums to be kept or retained under the provisions of the contract.
No estimate or payment shall be required to be :jade, when in the
judgment of the City Engineer, the work is not proceeding in accord
ance with the provisions of the contract, or when in his judgment
the total value of the work done since the last estimate amounts
to less than three hundred dollars ($300).
(c) Final Payment - The City Engineer shall, after thp—
completion of the contract, make a final estimate of the amount of
work done thereunder, and the value of such work, and the City of
Huntington Beach shall pay the entire sum so found to be due after
deducting therefrom all previous payments and all amounts to be
kept and' all amounts to be retained under the provisions of the
contract. All prior partial estimates and payments shall be subject
to correction in the final estimate and payment. The final payment
shall not be due and payable until the expiration of thirty-five ;
(35) days from the date of acceptance of the work by the City Council.
It is mutually agreed between the parties to the contract
that no certificate given or payments made under the contract,
except the final certificate of final payment, shall be conclusive
evidence of the performance of the contract, either wholly or in
part, against any claim of the party of the first part, and no pay-
ment shall be construed to be an acceptance of any defective work
or improper materials.
The Contractor further agrees that the payment of the
final amount due under the contract , and the adjustment and payment
for any work done in accordance with any alterations of the same,
shall release the City of Huntington Beach, the City Council, and
the Engineer from any and all claims or liability on account of
work performed under the contract or any alteration thereof.
14.
General Requirements - contd.
SBCTIM,l q. BID PRICE:
The Contractor shall for the price bid, furnish all
equipment, labor and materials and do all incidental work necessary
to deliver all of the improvements complete, in place in accordance
with the specifications, special provisions, ordinances , plans,
cross-sections and detail drawings , and no additional compensation
will be allowed.
15.
SPECIZ L PROVISIONS
SECTION 1. DESCRIPT ICII CF. WORK
The work to be done consists of constructing a reinforced
concrete underground pumping station complete with all piping,
valves, controls , electrical and appurtenant work; cooperation
with the pump company who will furnish and install the pumping
unit under a separate contract including final testing and clean
up of the pumping station.
SECT ICN 2 SPEC IF ICAT I^NS
The work to be done under this contract shall comply with
the foregoing Specifications and with the Standard Specifications
of the State of California; Department of Public Works , Division
of Highways , dated January, 1960, insofar as the same may apply,
and shall also comply with the following Special Provisions.
The term "State Standard Specifications" , when herein
after used, shall be interpreted as meaning, and being synonymous
with the Standard Specifications of the State of 'California,
Department of Public Works , Division of Highways , dated January,
1960.
In In. case of conflict between the Specifications; or the
State Standard Specifications , and these Special Provisions , the
Special Provisions shall take precedence over and be used in lieu
of such conflicting portions.
SECTION 3. PLANS
The work to - be done under this contract shall comply with
the Improvement Plans , and said Plans form a part of the contract
Documents and are on file in the office of the City Engineer. -.The
contract doc-_aiients shall consist of the following listed items.

SECTION 4. TESTING
The testing of any materials , except concrete, or of
any portion of the job under construction shall be at the option
of the City Engineer or his authorized agent. The Contractor
shall furnish, without charge, any materials requested for test-
ing in accordance with Section 6 of the State Standard Specifica-
tions. The Contractor shall also, provide access to :any area of
the job for testing purposes and shall furnish, without cost, any
assistance necessary to perform the testing, The charges for all
testing, except concrete, will be paid by the City of Huntington
Beach. The Contractor shall notify the City Engineer of the
readiness of any phase of construction to be tested and shall not
proceed with any subsequent phase of work until the results of the
tests are known and approved.
For concrete testing the Contractor shall retain the
services of an approved independent testing laboratory for testing
of all concrete delivered and poured.
The Contractor shall take not less than four (4) samples
from each four (4) hours of pour, and test results shall be for-
warded by the testing laboratory to the Engineer. The Contractor
must receive approval of the Engineer before the stripping of
forms , or pouring of new concrete adjacent to previously poured
sections of the reservoir.
SECTION S. INSPECTION
The work to be done under this contract is entirely
under the jurisdiction of the City of Huntington Beach. The
Contractor, therefore, shall be expected to cooperate with and
comply with directives of the City or its authorized represents
tives. A twenty-four hour' notice shall be given before the
project is to be commenced. During construction the Contractor
shall give due notice, satisfactory to the inspector, of the
readiness of any phase of construction to be inspected and shall
not proceed without approval of the inspector.

The excavation for the structure shall be sufficient
to leave at least six (6) inches in the clear between their outer
surfaces and'*the embankments or timber-ing whic?► may be used to
protect them.
Pumps , caissons , cofferda-is or any other equipment neces-
sary to keep the excavation dry shall be furnished by the Contractor
at no additional cost.
6. 06 Final Gra?�
The Contractor shall dispose of all excess excavation at
his expense in a manner approved by the Engineer.

This work shall be done in accordance with Sections 51,
52 and 90 of the State Standard Specifications.

6.07 Concrete Pump in. Station - cont 'd.
(b) Earthwork
Excavation and backfill shall be done in accordance
with the applicable paragraphs of the State Standard Specifications.
In addition to that specified in the State Standard
Specifications the following backfill conditions shall be adhered
to:
1. ' Subgrade beneath the Portland Cement concrete slabs,
or structures , shall be compacted to a relative density of 35% as
deterhi ined by the tests specified in the State Standard Specifica-
tions. A. test of the subgrade shall be grade for the top 3 inches
for each section of concrete slab or structure to be poured dust
prior to the installat-ion of the concrete bottom slab.
2. Routine tests will be made at the time and place
described herein for backfill testing, however, the Engineer shall
have the authority to-.make additional tests as may fit the best
interests of the City. The Contractor shall cooperate in the
making of any a-id all tests, and allow reasonable amount of time
therefor.
(c) Concrete
1. Concrete shall comply in all respects to Section 90
of the State Standard Specifications, except as modified herein,
and shall be Class C;Ac; 3000 psi„ concrete.
2. in lieu of that ' specified in Section 51 of the
State Standard Specifications , the Contractor shall take not less
than three (3) test samples from each day' s pour, as directed by
the' Engineer.
3. ^he Contractor, at his expense, shall provide for
the testing of the samples by an approved testing laboratory and
shall submit to the Engineer the laboratory report -showing the
test results for a seven (7) day test and a twenty-eight (23) day
test of the ultimate compressive stress of the concrete test
cylinders.
4, In lieu of- that specified in paragraph 90-1.09 of
the State Standard Spec-_fications , ail Class "A", concrete for the
slab or structure walls shall have a max.Linmi slump of not more
than 3 inches.

5. Forms for all walls .or slabs shall remain in place
for a period of three to fourteen days , however, if stepped in
less than the fourteen (14) day period a curinZ compound shall be

the earth shall be thorougaly sprinkled before placing.
7. SoeCLal care shall be used in placing concrete
around waterstops. The concrete shall be carefully worked by
nodding and vibrating to matte sure that all air and rock pockets
have beer, eliminated.
8. The Contractor shall protect all concrete against
injury or damage from excessive heat, lacy: of moisture, over=
stress or any other cause until final acceptance by the City. it. ..
is the -intent of these Specifications to provide a complete water-
tight Pump station_ and regardless of _methods used, whether stated
imerein. or other approval given, it shall be the Contractor' s
responsib-ility to construct, cure, age and protect the concrete
until the final acceptance of the City Council, t=uny concrete
found to be defective for any reason whatsoever shall be removed
and -replaced by and at the expense of the Contractor.
9. Finish of all concrete surfaces shall be done in
accordance with these specifications. Exposed unformed surfaces
of concrete shall be brought to uniforms grade and worker to a
smooth wood float finish. Excessive floating will not be permit-
ted. Dusting on.'.of dry cement and sand to absorb moisture will
not be perLAtted, The pump station floor slab, wall footings,
exposed tops of beams and walls shall_ be given a steel trowel
nish. The pump station 'loot slab may be finished ;with a power
float after screedi ng.
10. As soon as -forms are removed all surface defects
shall be stoned to a smooth uniform surface. ;Toles left by form-
tying devices shall be reamed if necessary before being dry
packed with mortar:

(a) Flanges. shall conform to the requirements of the Tenta-
tive Standard Specifications. for Steel Pipe Flanges (lit1T)« Design-a-
tion C-207-55) rated according to the pressure rating of the steel
cylinder pipe incidental to the flanges.
(b) Melding shall be done by certified welders according
to the .American Standard Code for Pressure Piping ASA Designation
3-31.1.
(c) Each fabricated special shall be shop tested under a
hydrostatic pressure of not less than 225 psi.
(d) All fabricated special piping shall be mortar lined
with a thickness of not less than 1/l inch. Exterior coating
shall be as specified in paragraph 3. 02 of these specifications.
(e) Cast iron pipe may be used for small spools or fittings
in lieu of steel cylinder pipe and- shnall conforn to the require-
ments of Federal Specifications WIH-P-421b "Pipe, Cast Iron Pressure
(For Later and other liquids)". The pipe shall be cement lined
and shall be painted under the samoe requirements for steel cylinder
pipe. The cast iron pipe, if used, shall be of the class necessary
to withstand the pressures specified for the steel cylinder pipe.
Z-1il cast iron pipe shall have Class 150 flanged Joints.
M Small steel pipe, 2 inch diameter or less , shall be
Schedule 4-0 in accordance- with 13Z. B36. 10-1350, galvanA zed in
accordance with E,ST'i A120-5-4. Fittings shall be galvanized in
accordance with AST-1d "-153-53 and shall be malleable iron bonded,

pipe shall be supplied and installed with the proper flare: fit-
tings, and shall be Type Copper Tubing.

( 3 ) Asbestos Cement Pipe to be furnished shall conform to
Federal Specifications SS-P'.331B for "Pipe, Asbestos Cement Sewer
Pipe" , and shall be Class I. The pip` shall be laid in. accordance
with the manufacturer' s Ins tall at ion Guide %?anual for R-i ng Tite
Pressure Pipe.
(k) Precast concrete manholes shall be furnished and install-
ed in accordance with the notes and details shown on the Plans,
and shall be Asssciated Concrete Products or j=�merican Concrete Pipe
Construction_ Co. , or approved' equal. 11anhole covers and frames
shall ' be Allhanbra Foundry Co. , or equal, of the size and type shown
on the Plans.
(1) Steel pipe laid within the pumping station shall not
have the e-Xterior cement mortar or concrete encasement. In lieu of
the mortar, the pipe and miscellaneous fittings, after laying, as
shoxan on the Plans, shall be thoroughly cleaned of',all scale and
given two (2) coats of Rustoleum "Long C'il Type ?o. 526 Pied Lo or
equal" . ,-Uter the second coat has set all exposed surfaces of the
pipe shall be g:Lven. two (2) coats of City of -Huntington Beach
Water Department White Paint.
7.04 Valves
(a) The Contractor stall furnish and install all gate valves
in accordance with the notes and details shown on the drawings or '
as specified. Valves shall be gate valves , and shall be PIR. i'. type,
iron body,. double disc, bronze mounted, ;,parallel seat valves with
flanged ends unless otherwise specified.
(b) '.Air vacuum and air release valves shall be iron+ body,
float type. Valves shall be'.provided with threaded inlet, and
shall be Rennselaer or equal. The air vacuum and air release
valves shall be installed as shown on the drawings.

7.05 Phu
The City of -Huntington Beach has awarded a separate
contract for the manufacture and installation of the pump:
The Contractor shall cooperate VAth the pump manufacturer
and installation contractor in installing, and connecting the pump
to the pumping system, eleetfical system, control system, lOxoxS
Tee, and the Verti-Flo meter, such that a complete pump station
including final testing will be the results.
The Contractor shall sequence his construction opera-
tions in coni,unction. with the delivery and installation of the
pump, such that the pump can be installed, final hook up made,
including final testing by the pump :manufacturer and the Contractor.
7. 06 Pressure Control System
(a) General
The Contractor shall furnish the .cormpl ete pressure or
safety control system as shown:. on the plans: This system includes
the installation. of the booster purtlp valve on the new pump and
the bypass relief system on the new pump.
(b) Booster Pump Valve
The booster pump valve to be furnished and installed
with the new pump shall be a Cla-Val No. 60P with appurtenant parts.
The valve shall be a 3-inch with Class 125 flanges.
The valve shall be equipped with the proper voltage
micro-switch and solen.oids control valve, such that it operates in
conjunction with the submersible pump.
(c) Bypass Rel-_ef System
The Contractor shall furnish and install the bypass
pressure relief system shown on the plans. '. The system shall include
the necessary -3/1 -inch p i ping and fittings. ^he system shall also
include a 3/4-inch sample t`eKe of line including a 3/4-inch Gate
valve, 3/4-inch Tee, and 3/1--inch F11. The' pressure relief system
shall include a 3/4-inch gate valve, a 3/4-inch union and a 3/4-
inch Cla-Val 'No. 55, a Pressure_,Deli of Valve, 125 ASt Iron Body
Bronze trim 20-30 set at 60 psi. , the necessary labor, tools,
material or equipment to install the Bypass Relief System complete.

7. 07 Miscellaneous Pry piniz
(a) Standard Blowoff
The Contractor shall furnish and install the air vacuum
release valve a-ne, the extension of the valve blowof line to the
drain line in accordance with the notes and details shown on the
drawings or described herein. The air-valve extension line shall
terminate 8-inches above the finish floor elevation.
(b) Drain Line
The Contractor shall furnish and install the 4-inch C. I.
drain lin& from the pump station to the drain line dl a i!nole and
sump pump. The drain lire shall include all necessary fittings,
labor or material, including the flap-type check valve for the
drain line in place complete.
(c) Pump Station Di scharRe Line
The Contractor shall furnish and install an 3-inch EEC
Class 150 discharge line from the pump station to the amain line in
Edinger Street,
The Contractor shall use a Smith.-Blair No. 622 tapping
sleeve or equal, together with an Towa i-5190 tapping valve or
equal. The sleeve, valve and tapping of the main line shall be
done according to the manufacturers recommendation; with t".e
approval of the Engineer, such that a leaf: proof - pressure proof
tap of the n,a-JALn. line will result. A standard valve box and cover
will be installed over the tappii.g valve.
The Contractor shall install a maximum of 26 feet and .
a minimum of 13 feet standard blow off. The blow -off , shall be,
constructed in accordance with Standard ,'drawing `4-103, however,
the 'lines , valve and fittings shall ba 4-inch -a n lieu of the
2-inch shown, and shall be Class 150 Z with ring-tite fittings
and couplings with .the proper anchor blocks.

7.Og Vent System
The Contractor shall furnish and install the vault vent
system in accordance wit. the notes and details shown on the
drawings.
The vent fan shall be connected with a 6-inch round
Therma Flex steel flexible tubing with typical suction and dis-
charge lines, as manufactured by the Flexible Tubing Corporation.
The vertical vents shall be G-inch round steel and shall
extend three (3) feet above finish gra-?e and be fitted with a
6-inch Steel Vent, Alhat-bra Foundry 1To. 1i-2153, or equal. All
exposed steel pipe shall be painted in accordance with paragraph
7.03 (e) of these specifications
. The blower..shall be a Buffalo Baby Vent Blower, Size C.
267 c.f.m. at 1150 R.P.r.I. and shall be equipped with a 1/20 HP
60 cycle 120 volt motor. The entire unit, i nclurli ng fan, motor
and appurtenant parts shall be a Buffalo 3aby Vent Set as manu-
factured by the Buffalo Forge Company, Buffalo, New York,
S CT?"I1 8. IETER
The Contractor shall furnish -and. install one 8-inch
Sparling main Line High Velocity Vert?-Flo Aseter with a standard
125 lbs. 10 x 8 x 8 reducing tee for installation on the puma
companion flange.
The meter shall be-complete with meter drop pipe to fit
in the standard reducing tee. The meter shall be equipped with
straightening vanes , suitable for a maximum! working pressure of
150 psi, and guaranteed to register-.within. two percent (2%) of the
line flow at flow rates between 200-1800 gprl. Registrat-i an to be
in units of gallons. The -meter shall be a Sparling Ve-rti-Flo
Meter, as shown on Hershey-Sparling Data Sheet CF 306-1..

The Contractor shall furnish a_rid install the, standard
manhole, manhole base, sunp purap, su►ap pump float control and
sump pump discharge conplete as shown on the plans.
The sump purip si_cll be a 1/3 HP 115 volt Fairbanks
Morse CD-52 submersible sump pump capable of pumping 2.700 gph.
15 T.D. -I.
The sump pump shall be furnished with a -Limnufacturer�s
recommended float switch for starting and stopping.
The sump pump shall be connected to drain to the street,
as shown on the plans , with a l'k-irtch steel discharge line
equipped with a' 1k-inch gate valve, a 1k-inch check valve, and
a 1k-inch union. The entire pump, discharge line, and electrical
wiring shall be so installed that the purip can be removed by
disconnecting the specified un:Lon only.
13.
SECTION 10. GENERAL ELECTRICAL SPECIFICATION
10. 01 General Requirements
This specification covers the work to be performed by the
Electrical Contractor. The Electrical Contractor shall furnish
all materials; labor and equipment required. Furnish and install
the electrical installation for the work under the project as
shown on the electrical plans and hereinafter specified.
10. 02 Intent
Mention herein or indication on the drawings of articles ,
materials , operations or methods requires that the Contractor
provide each item'mentioned or indicated, of a quality subject
to qualifications. Perform each operation prescribed, according
to conditions stated, or to the best practice of the trade.
Provide therefor all necessary labor, equipment and incidental
materials. Furthermore, the intent shall mean that all conduit
and wiring systems , equipment and fixtures shall be complete
and left in operating condition.
10.03 Materials and Alternate
The manufacturer' s names and catalog numbers are used to
describe type and quality of equipment. Equipment approved as
equal by the' Engineer may be substituted with prior approval as
an alternate. The Engineer may accept or reject any of the
alternate items submitted. If alternate item is rejected,
acceptance of the specified item will be considered as final to
the base bid.
10. 04. Preparation
Before bidding on this work, the Contractor shall care-
fully examine the electrical and civil drawings. By submitting
a proposal for the work included in this contract, the Contractor
shall be deemed to have made such study and examination; that he
is familiar with, and accepts all conditions on the job site.
10.05 Permits
The Contractor shall obtain all necessary permits , and pay
fees. The Contractor arranges for the necessary or required
inspection by the authorities having jurisdiction.

10.06 Permits and Ordinances
Under this contract, the Contractor shall conform to all
prevailing codes of the State, and the latest prevailing City
and Municipal electrical code. All electrical equipment shall
conform to the requirements of the Nati6nal Electrical Code and
the National Board of Fire Underwriters.
10. 07 Work Included
The following is a brief list, but shall not be considered
a complete list :
(a) Electrical wiring, including circuits , outlets ,
fixtures , switches , receptacles, and connection of equipment,
complete and ready for service.
(b) Connection of electrical equipment specified as
indicated on plans.
(c) Cost of. permits and inspections required.
10. 08 Materials-General : Conduit Systems
P-11 conduits shall be standard weight, rigid steel hot
dipped galvanized or sherardized.
10.09 Conductors
The wire and cable shall bear the Underwriters ' label
of approval.
(a) All wire shall be copper, with insulation thickness
in accordance with IPCEA (Insulated Power Cable Engineers
Association. )
(b) Minimum size wire shall be #12 AWG unless otherwise
specified.
(c) Conductor size #3 AWG and smaller shall be type
11TW11 stranded unless otherwise specified.
10. 10 Outlet Boxes
Outlet boxes , extension rings , covers , etc. , shall be
galvanized or-.sherardized. Boxes shall be standard pressed metal , ,
knockout type. Boxes for wiring device outlets shall be of the
required size to accommodate the conductors therein, type and
size as indicated on' electrical plans. -.Boxes shall be provided
in accordance to N.E. Code for the area. Outlet boxes shall be
securely attached to the structure independent of any conduit
support.
10. 11 Pull and junction Boxes
0utlet boxes shall be used as pull and junction boxes
wherever necessary and shall be located in accessible places.
Wherever larger than outlet boxes are required, junction and pull
boxes shall be used and shall conform to code requirements and
size,
10. 12 Li htinR Fixtures : General
The Contractor shall furnish and install all lighting
fixtures including proper hangers , backing, supports , incandescent
bulbs ; size as required and specified in the plans. Fixtures
.specified by name manufacturers is for guide only and does not
limit other manufacturers with similar or equal equipment.
10. 13 Groundin.R
Conduits and equipment shall . be effectively and permanently
grounded. Continuity of ground shall be maintained throughout
the conduit system and ground bushings and jumpers shall be used
wherever the normal conduit termination does not insure continuity
of ground, Grounding conductors shall have 600 volt insulations
and shall be run in rigid steel conduit, and"•shall be connected
to an underground metallic cold water system, If non-metallic
pipe is used for water service, two or more 3/4 inch diameter by
3 feet long ground rods shall be used in addition to the water
system ground.`
10. 14 Guarantee
The Contractor shall guarantee all work, except lamp bulbs ,
under this contract to be free from defects of workmanship and
materials , for a period of one (1) year from the date of acceptance
of the work, and shall guarantee to repair, or otherwise make good,
at his own expense, any defects developing within that period of
time.

11.01 General
Testing shall be done under direction of the Engineer.
The Contractor shall notify the Engineer twenty-four (24) hours-
in advance of any test and shall have all manufacturers ' repre-
sentatives at the site for any test in which the manufacturer's
component is involved in the test.
Before final acceptance, the City shall sample all water
before the pump is put "on the line" in normal operation. The
new work installed shall be sterilized in accordance with A6AJA
Procedure, AITH.A-C-601.

The Contractor shall furnish and install ninety-five (9,3)
feet of concrete Sewer encasement around the existing sewer shown
in Edinger Street, approximately 47. 5 feet each side of the
existing manhole.
The encasement shall be placed in accordance with the
details showa on the drawings. The existing sewer is an -inch
vitrified clay pipe sewer, approximately 10. 5 foot deep.
The price of all exca--ation, backfill and pavement re-
placement, if necessary, shall be_'.,included in the lu-np sum price

Subject: Water Well No. 3
Gentlemen:
There is an established water well casing located on the south
side of Edinger Avenue west of Beach Boulevard on property owned
by Saul Sher. The well location is also within the future right of
way of Edinger Avenue. Mr. Sher has given us permission to develop
the well prior to the street dedication. The well has been test
pumped and checks out as a good producing well and the water passes
all health standards.
In order to get the well into production by the high demand
summer season we respectfully request that your Honorable Body _ .
authorize this office to solicit. informal bids for the purchase of
a submersible pump which takes six to eight weeks for delivery. We
will present the bids to you at the next meeting for your approval.
