HomeMy WebLinkAboutApprove and authorize dredging of approximately 1.9 acres of Dept ID PW 15-070 Page 1 of 2 Meeting Date 11/16/2015 CITY OF HUNTINGTON BEACH 40 REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 11/16/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Travis K Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize dredging of approximately 1 9 acres of City-owned Huntington Harbour Channel area adjacent to the Huntington Harbour Yacht Club near Warner Avenue and Pacific Coast Highway, approve and appropriate funds in the amount of$250,000 Statement of Issue The City has the opportunity to dredge 1 9 acres area in the southerly end of the Huntington Harbour along with the County of Orange ("County") Main Channel Harbour Dredging Project This will allow the City to take advantage of the cost of mobilizing a dredging contractor to dredge the City-owned area in the harbor and take advantage of the economies of a large-scale dredging project In addition, the City has joined with the County on their environmental document and permitting, therefore, reducing project costs and conserving staff-time and resources Financial Impact Funds in the amount of$250,000 are available from undesignated Infrastructure Fund (314) balance Recommended Action A) Approve and authorize the Director of Public Works to direct staff to collaborate with the County of Orange to dredge approximately 1 9 acres of City owned Huntington Harbour Channel area, and, B) Appropriate $250,000 from the undesignated Infrastructure Fund (314) balance to account 31485201 82800, and, C) Authorize the Director of Public Works to pay the County of Orange a deposit a not-to-exceed amount of$250,000 from the Infrastructure Fund Account No 31485201 82800 Alternative Action(s) 1) Appropriate a lesser amount of $200,000 by reducing volume of dredging to a lesser design depth of 8 feet, or 2) Do not appropriate funds and forego opportunity to collaborate with the County to reduce dredging costs Analysis On August 3, 2015, City Council approved and authorized execution of a Cooperative Agreement with the County of Orange ("County") to construct a new waterline crossing the main channel in the Huntington Harbour The timing of this work takes advantage of the cost of mobilizing a dredging contractor and allows the City join with the County on the environmental document preparation and Item 11. - 1 HB -74- Dept ID PW 15-070 Page 2 of 2 Meeting Date 11/16/2015 permitting, therefore, reducing project costs and conserving on staff-time and resources On September 23, 2015, the County received bids Subsequently, the County awarded the project to the low bidder on October 28, 2015 According to County staff, the main channel was dredged in 2001 (-96,000 Cubic Yards), 1987 (-110,000 Cubic Yards), 1983 (-50,000 Cubic Yards) and 1979 (-100,000 Cubic Yards) Public Works staff does not have record of any historical City dredging project in the harbor During the initial collaboration in design and permitting phase with the County, the City hired Moffatt and Nichol to perform a Bathymetric Survey, which is a survey of the harbor floor of the Huntington Harbour areas owned by the City This was completed in the summer of 2013 The survey indicated an area most impacted by build-up of sediments - a small 1 9 acre area ("AREA") (See Attachment #2) at the most southern tip of the harbor, adjacent to the Huntington Harbour Yacht Club and the City's docks adjacent to the Warner Fire Station The design depth for the main channel is 10-feet, while other smaller channels throughout the harbor have a design depth of eight-feet Staff also worked with the Huntington Harbour Yacht Club to determine design depths based upon vessels used at that location A typical design depth would be eight-feet, but due to extra-large vessels used during the Harbor Light Parade it was determined that a 10-foot dredging depth was appropriate from a long-term maintenance perspective The hatched area, in Attachment #3, is the 2013 Bathymetric Survey showing approximately '/4 of the AREA currently has existing depths less than five feet Staff estimates approximately 12,500 Cubic Yards to dredge up to 10-feet, or around 10,000 Cubic Yards for 8 feet Therefore staffs recommendation is to dredge 10-feet in the area in front of the Huntington Harbour Yacht Club and eight-feet in front of the City's Lifeguard boat dock area Staff has presented an alternative action to only dredge eight-feet for the entire 1 9 acres as a budgetary alternative to reduce cost by approximately $50,000 This alternative may not allow a few of the boats to use the Huntington Harbour Yacht Club dock during the Harbor Light Parade To allow for a collaboration opportunity with the County to dredge the AREA, all environmental documentations and permits obtained by the County included the AREA Furthermore, being that this added dredge quantity from the AREA is relatively minor when compared to the overall County dredging volume, the County staff has tentatively agreed to allow for this added proposed work by the City Public Works Commission Action: Not required Environmental Status All permits and environmental documentations that were prepared by the County have been approved Strategic Plan Goal Enhance and maintain infrastructure Attachment(s) 1 Location Map 2 Bathymetric Survey of the 1 9 acre area 3 Bathymetric Survey of the 1 9 acre area with depth less than 5 feet HB -75- Item 11. -
