George Farquhar, being duly sworn on oath, says: That he is a
citizen of the United States, over the age of twenty-one years.
That he is the printer and publisher of the Huntington Beach
News, a weekly newspaper of general circulation printed and pub-
lished in Huntington Beach, California and circulated in the said
County of Orange and elsewhere and published for the dissemination
of local and other news of a general character, and has a bona fide
subscription list of paying subscribers, and said paper has been
established, printed and published in the State of California, and
County of Orange, for at least one year next before the publication
of the first insertion of this notice; and the said newspaper is not
devoted to the interest of, or published for the entertainment of any
particular class, profession, trade, calling, race or denomination, or
any number thereof.
The Huntington Beach New was adjudicated a legal newspaper
of general circulation by Judge G. K. Scovel in the Superior Court
of Orange County, California August 27th, 1937 by order No. A-5931.
That the NOTICE OF PUBLIC HEARING

of which the annexed is a printed copy, was published in said news-
paper at least one issue
commencing from the 21 s t day of November
1974
and ending on the 21st day of November
1974 both days inclusive, and as often during said period and
times of publication as said paper was regularly issued, and in the
regular and entire issue of said pewspaper proper, and not in a
supplement, and said notice was published therein on the following

CODE AMENDMENT NO. 74.18
NOTICE IS HEREBY GIVEN that a pub-
lic hearing will be held by the City
Council of the City of Huntington Beach,,
in_ the Council Chamber ,of the Civic'
Center, Huntington 'Beach, at the' hour
of 7:00 P.M., . or as' soonthereafter as:
possible, 'on Monday, 'the • 9th day of
December; 1974, for the purpose of con-
�sidering proposed Code Amendment No.
74-19, initiated i•by' the City Planning
Commission,' and referred to as "Admin-.
istrative, Review' Application Time Limit'.'.
The intent of the . amendment is to
amend the Huntington Beach Ordinance
ode by adding 'Section No. 9811.6.1.
which provides for an approval period
on Administrative Review applications of
one,-(1) year from the date of issuance
unless revoked sooner as provided in,
the ordinance 'code. The amendment
shall apply to existing approved admin-'
istrative, review applications commencing
on the effective date of the ordinance:
The amendment also provides for ex
tensions .of time on. such applications
from year to year by the Planning. Direc-
tor.
A copy of the proposed .,code amend-
ment is on file in the 'Planning Depart-
ment office.
All interested persons are invited to
attend. said hearing and express their
opinions for or against said Code Amend-
ment.

RE: CODE AMENDMENT NO. 74-18
Transmitted herewith is Code Amendment No. 74-18, the purpose of which
is to establish a one year time limit on all Administrative Review
applications. Such one year period may be -.extended by the Planning
Director if practical difficulties arise which make implementation
of the approved Administrative Review impossible within the scope
of time provided. Practical difficulties include but are not limited
to delays caused by procuring necessary approvals from a governmental
agency, actsof God, strikes, etc.
The code amendment was approved by the Planning Commission at its meeting
of November 5, 1974 by a unanimous vote. The amendment is exempt from
the requirements of the California Environmental Quality Act, 1970.
RECOMMENDATION:
The Planning Commission recommends approval of Code Amendment No. 74-18.

NOTICE IS HEREBY GIVEN that a public hearing will be held by the
City Council of the City of. Huntington Beach, in the Council
Chamber of the Civic Center, Huntington Beach, at t:he hour of
:0_0_ P.M., or as soon thereafter as possible, on . Monday
the 9th day of . December , 19�?4, for the purpose of
considering proposed Code Amendment No. .74-18, initiated by the City Planning
Commission, and referred to as "Administtrative Review Application Time Limit".
The intentof the amendment is to amend the Huntington Beach Ordinance Code by
adding Section No. 981146.1 which provides for an approval period on Administrative
Review applications of one (1) year from the date of issuance unless revoked
sooner as provided in the ordinance code. The amendment shall apply to existing
approved administrative review applications' commencing on the effective date of
the ordinance. The amendment also provides for extensions of time on such
applications from year to year by the Planning Director.
A copy of the proposed code amendment is on file in the Planning Department
office.
All interested persons are invited to attend said hearing and
express their opinions for or against said Code Amendment
