George.Farquhar, being duly sworn on oath, says: That he is a
citizen of the United States, over the age of twenty-one years.
That he is the printer and publisher of the Huntington Beach
News, a weekly newspaper of general circulation printed and pub-
lished in Huntington Beach, California and circulated in the said
County of Orange and elsewhere and published for the dissemination
of local and other news of a general character, and has a bona fide
subscription list of paying subscribers, and said paper has been
established, printed and published in the State of California, and
County of Orange, for at least one year next before the publication
of the first insertion of this notice; and the said newspaper is not yJ
devoted to the interest of, or published for the entertainment of any I
particular class, profession, trade, calling, race or denomination, or
any number thereof.
The Huntington Beach New was adjudicated a legal newspaper
of general circulation by Judge G. K. Scovel in the Superior Court

RE: CODE AMENDMENT NO. 74-2
Transmitted herewith is a copy of Code Amendment No. 74-2, the
intent of said amendment being to amend the off-street parking
requirements for planned residential developments having less than
eight units per acre, and to amend the vehicular storage requirements
of boats, trailers, recreational vehicles or other similar vehicles,
and to amend the definition of open and public land.
The Planning Commission, as directed by the City Council, considered
the proposed Amendment at its meeting of June 18, 1974. After
discussions with the Planning staff, the Planning Commission
unanimously approved Code Amendment No. 74-2, and recommends approval
by your Honorable Body.
The State Planning Act requires that a public hearing be held, after
which the Code Amendment may adopted by Ordinance.

4 That the following changes are proposed to the Huntington Beach
5 Ordinance Code: the intent being to amend the off-street
6 parking requirements for planned residential developments having
7 less than eight units per acre, and to amend the vehicular
8 storage requirements of boats, trailers, recreational vehicles
9 or other similar vehicles, and to amend the definition of open
10 and public land. Said changes shall read as follows :

16 S. 9310. 23 Off-Street Parking. Less than eight units
17 Projects having a density of less than eight units per acre shall
18 provide off-street parking at the following ratios:
19 a. Each bachelor, single, or one-bedroom dwelling unit shall
20 be provided with three (3) off-street parking spaces. Two
21 spaces shall be covered by'. fully enclosed garage units
22 and one space may be left open.
23 b. Each dwelling unit with two (2) or more bedrooms shall be
24 provided three and one quarter (3 1/4 ) off-street parking
25. spaces. Two (2) spaces shall be covered by fully enclosed
26 garage units and one and one quarter (1-1/4) spaces may
27 be left open.
28 C. Parking structures, approved by the Planning Commission,

2 may be used in lieu of garages.
3 d. On-street parking shall not be used to satisfy any of the
4 above open parking requirements.
5 e. Tandem parking shall not be permitted.
6 f. Open parking spaces shall be conveniently distributed throughout
7 the planned residential development.
8 g. The developer is encouraged to provide covered parking
9 spaces under main buildings to increase available open space.
10 S. 9310 . 24 Vehicular Storage:
11 a. If the .covenants, conditions . and restrictions and homeowners
12 association rules do not specifically prohibit the outside
13, storage of boats, trailers, recreational vehicles, and other
14 - similar vehicles, then specifically designated areas shall be
15 set aside for the exclusive storage of these vehicles. Such
16 areas shall be enclosed and screened from view by a combination
17 of a six foot high wall and landscaping permanently maintained.
18 b. Consideration should be given so as to maintain a compatible
19 relationship between uses on the same or adjacent properties.
20 5. 9700. 15 Words beginning with the letter "O" shall have
21 the following def•initions: .
22 (1) Open or Public Land. Omen or public land shall include
23 parks dedicated or proposed to be dedicated for public use,
24 school sites, easements or right of way for electrical
25 transmission lines, or areas set aside for' pubtic water

If approval has been recommended, the City Council will be required to
hold a public hearing on this matter. Although there is a 10 day appeal
period, we suggest that the matter be set for the earliest possible City
Council meeting, because the purpose of any appeal is to have a hearing
before the City Council and this is already being accomplished. We
further suggest that you not accept any appeal, as it will serve no purpose.
If approval has been recommended other than as requested, . the City Council
will be required to hold a public hearing on this matter. However, there
is a possibility that the Planning Commission's decision will be appealed;
therefore, we suggest that publication be held off until the 10 day
appeal period has expired.
If denial has been recommended, the City Council may summarily deny the
request. However, we suggest that the matter not be scheduled on the
City Council agenda until the 10 day appeal period has expired.

AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SECTIONS 9310 . 23, 9310 . 25 AND
9700 .15 PERTAINING TO OFF-STREET PARKING
REQUIREMENTS
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1 . The Huntington Beach Ordinance Code is hereby
amended by amending Sections 9310 .23, 9310 . 25 and 9700 . 15 to
read as follows :
9310 . 23. OFF-STREET PARKING. LESS THAN EIGHT UNITS

SECTION 2 . This ordinance shall take effect thirty days
after its passage . The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach News , a weekly news-
paper of general circulation, printed and published in Huntington
Beach, California.
