That he is the printer and publisher of the Huntington Beach News, a weekly newspaper of general circulation printed and pub- lished in Huntington Beach, California and circulated in the said County of Orange and elsewhere and published for the dissemination of local and other news of a general character, and has a bona fide subscription list of paying subscribers, and said paper has been established, printed and published in the State of California, and County of Orange, for at least one year next before the publication of the first insertion of this notice; and the said newspaper is not devoted to the interest of, or published for the entertainment of any particular class, profession, trade, calling, race or denomination, or any number thereof. Rowlands, City Council City Administrator RE: CODE AMENDMENT NO. 75-9: "Revisions to M1-A Standards" Transmitted herewith is proposed Code Amendment No. 75-9 which is a general revision of Article 959, "M1-A: Light Industrial District.'! The amendment was initiated by the Planning Staff as the result of periodic reviews of various industrially developed areas and dis- cussions among various City Staff members in implementing the City's Goals and Objectives on these types of developments. Generally, the amendment eliminates vague and sometimes conflicting provisions throughout the existing ordinance. Specifically, the revisions involve modifications to the front and exterior side yard setbacks. That is, the distinction between parcels that are an acre in size versus parcels that are less than an acre has been eliminated. It was"felt that this provision acts as a deterrent to parcel con- solidation and thus larger industrial users because it results in increased setbacks. The staff has proposed that an "averaging set- back" concept be incorporated with minimum and maximum dimensions in order to provide incentives for larger industrial developments and to provide design flexibility for this type of use. This revision re- sults in a reduction of actual building setbacks, but increases the actual amount of landscaped setback. In addition, there are provisions proposed that would allow common driveways for ingress and egress to two separate industrial uses. This concept would encourage and improve better screening of the parking areas. The proposed amendment was approved by the Planning Commission at its meeting of November 18, 1975 by a unanimous vote of the Commission. ENVIRONMENTAL STATUS: The amendment is a Class II, Categorical Exemption under the guidelines of the California Environmental Quality Act, 1970-.- RECOMMENDATION: The Planning Commission recommends approval of Code Amendment No. 75-9, "Revisions to the Ml-A Standards."
