Fresh ocean air and green space has been all important. Once land is gone, it is gone for good. In reading the qualities that enable a city to be included in the lists of most desirable places to live, those qualities include parks and open spaces. This city has a remarkably high ratio of people to open space and it is shrinking continuously, Set backs, and open spaces should be mandated for all new construction before all the land is gone and we lose one of the most important indicia of a community with a high quality of living. Thank you for including the 10 New Car Dealers and their special needs in the review of the Beach Edinger Corridor Specific Plan. They market a product that requires visual appeal and storage/display area as important design elements. Also, as they continue to remodel...previous to these suggested modifications, policy required them to be in compliance with components of the existing plan that worked negatively against increasing new and used vehicle sales. These suggestions reduce the need to move closer to the curb, giving up less of our valuable display area and positively effecting a number of design issues otherwise curtailing the ability of the dealers to more aggressively market their product. Again, we do not have a Auto Mall in HB and the 10 New Car Dealers are in some cases several miles from each other. Our Reader Board Sign has a dramatic positive impact on overall auto sales...but on site display, the front line and other existing compliance issues in the current BECSP were not looked at as advantages locally. We applaud staff for taking the lead and responding to some of the issues we brought forward during the study process. Also, we encourage the Mayor and City Council to adopt your recommendations. A moratorium should not be needed, but the public doesn't trust the development to get back under control. We need to get more balance. I live near Bella Terra. Councilman Posey suggested that traffic on Beach Blvd hasn't changed much. Well, heck the issue is that traffic on Edinger and every street around it has dramatically increased as has the number of transients and the amount of near accidents and probably accidents. Oh, and what about the impact on parking.Try and go out to dinner at Kingfisher sometime and see if you can find a parking spot without driving around for awhile. We also have extensive shopping developed in the same general area. As long term Huntington Beach residents living near all this new development,we've seen a very large increase in traffic congestion,a significant increase in transients in the area, and we see a big potential for decreases in property values for those of us who live near these lower priced condos/apartment complexes. It seems very little consideration has been given to the local residents and the impact all this has on us.These development should have been planned in coordination with the local community. We would like to see the City Council and City Planners reconsider the complex to be built on the South West corner of Gothard and Edinger and we would also like to see plans put in place to reduce the congestion on Edinger Avenue between Goldenwest and Beach blvd. If we can't resolve this through these city council meetings or other reasonable means, you'll probably see a lot of petitions requesting that all of this be put to a vote and some fairly significant public relations campaigns to make everyone aware of 1 the problem and the role this City Council had in letting all this happen. We really can't believe you let all of this development happen with out more organized planning and more consideration for the impact on the local community. Frankly, I'm fairly pro-business and was excited when the Bella Tera Shopping Center and other new stores nearby were built along Edinger Avenue, but things are seemed to have gotten way out of hand. The density of new business and condo/apartment construction is just unreasonable. In the case of the Bella Terra Center, it is an admittedly terrific shopping center---with terribly inadequate parking capacity and abysmal traffic flow that backs up into major traffic corridors. While I suspect most people have little problem with business and retail growth in H.B., one would hope city government would do a more prudent analysis of some of these developments. We have seen a similar situation play out at Beach &Atlanta. And yet this shopping center has somehow been o.k.'d to add MORE retail locations where parking is already problematic! hope the city council will continue to question past planning decisions made when it becomes apparent said projects may require needed revisions. I am apposed do this development because i feel it will greatly effect the parking on Demion Lane. Parking on Demion Lane has always been troublesome. I work full time and go to school at OCC for night classes, many times after class I have to park my vehicle blocks away on Chaple st and walk through the park alone late at night. I am getting up in age so this is a safety issue for me. When it is street sweeping days on Demion Lane I have to drive my extra car over to my in-laws house in order to avoid a ticket, as all off street parking is taken on street sweeping days. I feel, as do many of my neighbors that this current housing project is only going to add to this headache we already feel on Demoin Lane. Just where are the Guest of the new housing complex going to park? I see that the housing project has underground parking for its residents. How can you council member be certain that underground parking is enough.? What about when there is a party going on at the new complex? Where are they going to park?NOT ON MY STREET! I also am concerned about traffic accidents going East on Ellis, cars pulling in or out of the entrance to the new complex will have to cross the double yellow line. The quality of the build is cheap, and the architectural styling is nothing short of an eyesore. New buildings so high they tower over existing buildings taking away views and exposure. The new apartment buildings are not only ugly, but being built so close to the street makes it feel oppressive when driving up Gothard. Another huge building will make it worse. The traffic on Edinger, which was already bad, is now worse and the traffic overflow has now made Heil congested. The citizens of Huntington Beach deserve better. We had a nice community. We don't need thousands more apartment dwellers. Reason Closed Thank you for taking the time to send your thoughts to the City Council. When I first got my driver's license 20 years ago, I came to Huntington Beach every weekend. It is my favorite place, that is why I live here. I live here because it is not like Santa Monica or Los Angeles. I can jump on my beach cruiser and ride to Main street and enjoy a laid back feel. You don't find this kind of beachy, small town feeling in many places. Cities have become consumed with making money and building. Now is the time to stop. We don't have to be like the other cities. We don't have to build, we don't have to grow vertically. We don't have to grow at all! If you don't build it, they won't come! All the new buildings, including the ones in the pipeline should have a setback of 45', an area with grass and trees. The Beach/Ellis horrible monstrosity building has none of that. The sad thing is, they lied. The website you can go to,to lease these apartments, show a setback with trees and grass and a place for cars to drive. The current building has NONE of these things. It is gross and sad that people are s0000 greedy. The people of HB are looking to you to stop being greedy. Greed it exactly what is ruining our city and our country. Also they should be 3 stories tall or less. We are not big city.We don't need to be this big or this tall. And we don't need to cram all the people into a tiny space. Here are the major problems that failed to be looked into before building these horrible buildings. They really are terrible. 1. Stress on infrastructure and services. You have not increased police or fire services to account for all the people that will be piled on top of one another. Please take care of the tax payers in HB before you try to LURE others to live here. You have not planned for more Police, fire, water, sewer improvement, road improvement. Take care of us. Please, like we are your babies. We should be the first thing you think about when you make changes. Not about the money, or the profit, or the Chamber of Commerce,or business. Please think about US! The people who live in HB should not be last on your list! We are what makes this town what it is! We are the people riding beach cruisers on the weekends, learning to surf, going to the street fair, eating Tacos on Tuesday. We are HB because we make it HB. Why are you council members in this kind of town if you just want to ruin it? 2. Traffic. At the last city council meeting, I heard a council member say that traffic is not as bad as it was 4 years ago. I was at that meeting. I drive Beach Blvd every single day to get to work. NO,TRAFFIC IS WORSE. And he believes it is better!!! He Truly believed it! This is SOO scary. How out of touch can you be that you think traffic on Beach Blvd is better. I know who I WON'T be voting for next time. It is disgusting. How bad is it going to be getting off at Beach blvd when a 14 story building is going in where the B1's is? 3. The price of these apartments are not in touch with reality. Who is renting a $1800 apartment? If rent is 30%of your income, you have to be making over$5500 a month to pay for these apartments. How is someone supposed to work at Coldstone and afford one of these apartments? That is the dumbest thing I have ever heard! You can't expect one person to pay for this. And If more than one person needs to live in that apartment to afford it,they don't make enough parking spaces to accommodate. These apartments are not affordable and no one is living here and riding bikes or taking the bus. I WILL NEVER TAKE THE BUS OR PUBLIC TRANSPORTATION. Every person I know WILL NEVER TAKE THE BUS OR PUBLIC TRANSPORTATION. This is one more way you are out of touch with reality. And if you expect young people to spend astronomical amounts on rent, then they are not good with their money, and now you have people spending all their money on rent, and not saving to buy for a home. A smart person is not spending this kind of money. This means you think the new generation are idiots. No one is working downstairs for$10 an hour and living in these apartments. 4. We do not need to build,we don't need to grow. We are just fine staying how we are. Like Jerry Wheeler said, "if you don't like it,you don't have to live there", he also said, off camera, "if you don't like it,then move".That is the most sad thing... He only cares about money. And yes, he did say that, I was sitting next to him at the council meeting. It is a true statement. This disgusts me. ) The more I write this email, the more sad I am getting. I don't want to live anywhere else. Please don't ruin this town. Please stop building that horrible buildings. Please think about what is best for your babies. Protect the 9 miles of beaches not blocked by buildings. Please think about the safety of the intersections that will cause deaths, think about the police, fire, water, sewer, utilities needed to keep up with your plans.Think about the standard of living required by your tax payers.Think about the last great American City. We are the last great American city. Why would you want anything else. Please stop the High Density and please stop the current building standards. You don't have to build. You don't.You can retain integrity and protect our city. Erik Peterson has been a Godsend. Thank you Erik for all your hard work. Thank you for not being greedy and not letting money buy you. Since we lived within walking distance to the corner of Beach and Heil, we were able to take our kids over to see Serano (The World's Most Educated Horse) and occasionally feed him at the white rail fence. My wife and I would sometimes play tennis at the tennis courts near Westmont School. We had just bought our first house, I had a good job at Douglas Space and Missile Division, we had started our family, and life was good. Today, the quaint beach town is gone, Serano's small pasture has been replaced by a small strip mall, the tennis court is now a mega-parking lot for Westmont School personnel (do grade school kids drive cars to class?), and we're practically a captive in our housing tract due to the traffic on Beach Blvd., and life isn't so good anymore. Sure, in the summer months the traffic would line up from stop light to stop light due to the beach attraction, but now it's an every day phenomenon. Initially the Bella Terra Mall increased the traffic flow, and that was OK because we had the advantage of the newly remodeled mall also. But as the infamous block-type apartments started coming in, the traffic flow took an exponential increase upwards. Not only Beach Blvd is jammed, but Edinger, west of Beach, is also impassable at times. It seems the creation of high density apartments will never stop. Now the Southwest corner of Edinger and Gothard is slated for more of what I c all, prison block communities. What can possibly be driving this desecration of land in Huntington Beach? Is it the increased revenue for the city, maybe a little "kick back" action from the developers, or just plain stupidity. If the goal is to provide more affordable living for young people, you're on the right track as we "geezers" will eventually die off or move out of the area because of undesired living conditions. Maybe there is a limit as to how many people can occupy a given area. As we used to say in the engineering world, "You can't put 6 pounds of sand in a 5 pound bag!" The city council has to realize the "ghetto in a box" they're creating with this extreme overbuilding throughout the city. It seems to have started out with the modernization of the downtown area and extended out from there, in this case, to the Westminster city limits. The Huntington Beach City governments must also consider the wishes of the long term residents—STOP the high density over-building! City of Huntington Beach—we shouldn't have to live shoulder to shoulder with each other! i Dombo, Johanna From: Stefani Moore [stefanimoore2@aol.com] Sent: Tuesday, February 17, 2015 6:42 PM To: CITY COUNCIL Subject: No high density development please. Huntingon Beach, CA 92649 RE: High Density Development/Further Development in Huntington Beach Dear City Council, I am writing to you as a 51-year old lifetime resident of Huntington Beach who has grave concerns about future development in our city. The current projects on Beach and Ellis and Beach and Edinger, I believe, will prove to be mistakes within a fairly short time frame. The lack of setbacks from the street are dangerous and unsightly. The increased traffic in those areas, especially the Beach and Edinger corridor will be, I think, a nightmare. It is already very congested in that area and the addition of these apartments cannot help the situation. There is no argument which can make it seem like a reasonable idea to have built these high apartment complexes which will bring in more cars, more people, and, thus, more traffic. There is no grocery store close to this complex besides the expensive Whole Foods Market located in Bella Terra. I cannot imagine that people would walk to this grocery store. My daughter and I had a very difficult time walking to an eating establishment in Bella Terra today (Sunday afternoon) without getting run over in the parking lot. I firmly believe that as a city, we must stop building any more High Density projects of the above nature. I think that ALL open land that remains in Huntington Beach should remain open land. If there are empty buildings, then let them be taken over by other businesses and stay at a one story level to keep our city looking beautiful and to keep its beach-town feeling. I have watched Huntington Beach change from a place with many open spaces to an over-deveoped city and it must stop! The arguments made by certain council members at the last meeting about needing to bring in younger people just do not make sense. We have MANY children and teens in our community as evidenced by the number of Elementary, Middle, and High Schools in our city. Where there are children and teens, there ARE young families! Furthermore, the disparaging remarks about our city begin full of senior citizens was embarrassing. Our seniors are our treasure and many have lived their lives here, raising their families in this city. There are plenty of rental properties available and houses for sale for those who want to move to Huntington Beach. We do not need to be a part of what my sociology professor predicted when I was at the University way back when: "The day will come when there will be a large metropolis from Long Beach to San Diego. Huntingon Beach DOES NOT had to be a part of making this come true. The summer traffic on PCH is already difficult. The wetlands now have major housing developments built overlooking them. Main street is largely commercialized with trendy shops and downtown has a Hilton and a Marriot. When is it enough? We have a large tourist economy. We are a thriving city. Our residents are loyal and, for the most part, love living here. Please hear our voices! We do not want any more large scale development in Huntington Beach. Let's take care of what is here now. Let's think long and hard about the legacy that we are leaving for our children and grandchildren. The town I grew up in is gone and my 13-year old daughter is in wonderment when I feel her the tales of what it used to be like. Of course, change is a must. However, the kind of changes we make are within our control and I hope that this council will make changes that will benefit the citizens that live here and the future generations that want Huntington Beach to remain as close to a beach town as it can be at this point in time. The last time that I was felt compelled to leave work (in Torrance, CA) was to protest the construction of the SLO multi-unit dwelling off of Garfield. The citizens of HB are being asked to conserve water while several large buildings, housing hundreds if not thousands of additional people are being built. Where is the sense in that and how will the water shortage be addressed? I have lived in Huntington Beach since 1969 and this is the first time I would like to move to a smaller, less developed city like Huntington Beach used to be. Downtown has been ruined for locals plus the parking and the traffic make it impossible to enjoy the beach life that we moved here to experience. Why are there so many apartments going up--there is not a space to even see the sun!.,Where are guests going to park? Will all those places be rented or leased or will there be constant vacancies? Looking at some of the reviews, many people are very disillusioned with the paper thin walls, the garbage bins overflowing and the insects invading their places. Take a look at the reviews and see if you think they can be consistently leased. I also noticed they charge for guests to park. Please, no more high rises--no more people and traffic--we are overwhelmed! donna supernaw hbdonnanlive.com SUPPLEMENTAL COMMUNICATION Meeting Late; Agenda Item No. / i Dombo, Johanna From: Gary Tarkington [garytarkington@msn.com] Sent: Sunday, March 01, 2015 8:44 AM To: CITY COUNCIL Subject: High Density in our city!! Importance: High The HD building has negatively impacted our beachside community by: Building out of character extra-large urban style buildings with no SETBACKS! New buildings so high they tower over existing buildings! Most of the projects were approved without any planning commission or public input! Very little parking for residents creating parking wars and hazards (Peds crossing Bch)! All apartments, and NO condos to increase homeownership in the city!!! No improvements to Edinger or Beach to mitigate traffic increases from all new building- GRIDLOCK! As a longtime resident, I care about preserving the character of our beachside community. It's time to stop and review before we risk losing any more of our city's character. Sincerely, Ann Tarkington Huntington Beach, CA. I was raised here in Huntington Beach. I attended Hawes elementary, Sowers Middle School and Edison High School. My husband also grew up here. We are now raising twin daughters that are in Huntington Beach. We moved to north HB,from south HB. They attend Village View elementary. I am a teacher at Peterson Elementary here in Huntington Beach and my husband also works for the school district. One could say that we love Huntington Beach. I love the community, the family and the beach and wetlands. With that being said, we are thinking of moving out of this crowded city. It took us 40 minutes to drive down beach blvd,no accidents just too many cars. Please take in consideration when you are making these decisions to build high density housing of the rest of us who live here and are feeling congested. Dear Mayor Hardy, Mayor Pro Tem Katapodis, Councilman Peterson, Councilman Sullivan, Councilman O'Connell: Thank you so very much for listening to the voice of the community and voting to place a moratorium on new residential building in Huntington Beach. If I understood correctly, it sounded like you had already begun some work towards reviewing the BECSP based on some of the comments Tuesday night. However, a moratorium is a much more definitive measure that makes clear that until the proper reviews are conducted the process of issuing additional permits would stop. I understand that this is just a first step in a long process but it's a step in the right direction for our community. Thank you again.
