SUBJECT: H ITEM — COASTAL COMMISSION APPEAL OF AUTO AUCTION
Russo and Steele submitted Coastal Nevejqi5iment Permit (CDP) 12-05 to the City to hold
an auto auction within an existing bea—cfi parking lot during the month of June for five
years. The application was approved by the Zoning Administrator on August 15, 2012.
On August 23, 2012, the CDP was appealed by Planning Commissioner Bixby on issues
concerning General Plan Coastal Element policies and the Downtown Specific Plan. At
the September 25 Planning Commission meeting, the Commission upheld the Zoning
Administrator's approval and approved the CDP. On October 25, 2012, the CDP was
appealed to Coastal Commission by two Coastal Commissioners citing issues regarding
public access and recreation policies of the Coastal Act, cumulative impacts of temporary
events and general public use of beach parking, public views to the shoreline, and event
monitoring.
I believe that the project provides economic benefits to the City and complies with the
Coastal Act. I ask the City Council to designate two Council Members to meet with the
two Coastal Commissioners to discuss the project and appeal.
MOTION TO:
"Designate two Council Members to meet with the two Coastal Commissioners who
appealed the Auto Auction CDP to discuss the economic benefits of the project and its
compliance with Coastal Act."

21. Approve for introduction Ordinance No. 3964 adding Chapter 13.10 to the
Huntington Beach Municipal Code (HBMC) related to tents, canopies, and
camping on public areas
Recommended Action:
Approve for introduction Ordinance No: 3964, "An Ordinance of the City of
Huntington Beach Adding Chapter 13.10 to the Huntington Beach Municipal
Code Relating to Camping in Public Areas" making it unlawful to camp or store
personal property in public areas and the Civic Center.
Approved 6-0-1 (Shaw out of room)
22. Submitted by Councilmember Carchio: Coastal Commission appeal of Coastal
Development Permit (CDP) 12-05 regarding an auto auction to be held within an
existing beach parking lot
Recommended Action:
Designate two Councilmembers to meet with the two Coastal Commissioners who
appealed the Auto Auction CDP to discuss the economic benefits of the project and
its compliance with the Coastal Act.
Amended to include the designation of Mayor Pro Tem Dwyer and
Councilmember Carchio as Council representatives to meet with Coastal
Commissioners.
Approved 7-0
23. Submitted by Councilmember Boardman: Consider drafting a resolution
regarding the San Onofre Nuclear Generating Station
Recommended Action:
adopted by the City of Laguna Beach
No action taken, but an open invitation was given to Southern California
Edison to provide updates to the Southeast Huntington Beach Committee.
