HomeMy WebLinkAboutCode Amendment 69-10 - Ordinance 1549 - Service Stations - C Page #4 - Council Minutes - 1/19/70 SIGN ORDINANCE - REQUEST FOR AMENDMENT The City Administrator informed Council of a request from the Director of Building and Safety and the Assistant Planning Director to facilitate enforcement of the recently enacted sign ordinance (Article 976) by amending such ordinance to give the Board of .Zoning Adjustments the authority to determine any questions as to interpretation of the sign ordinance regulations. They further requested that the Board be authorized to act in this capacity until the ordinance is effective. On motion by Kaufman, Council, by minute action, directed the City Attorney to prepare an amendment to Article 976, "Sign Code," and authorized the Board of Zoning Adjustments to make interpretations of the sign ordinance until such amendment to the Sign Code is effective. Motion carried. On motion by Coen, Council passed and adopted Ordinance No. 1550 by the following .unanimous roll call vote: AYES: Councilmen: Bartlett, McCracken, Kaufman, Matney, Coen, Green NOES:: Councilmen: None ABSENT: Councilmen: Shipley REPORTS - COUNCIL COMMITTEES Systems Analysis and Data. Processing Committee Councilman Coen reported that the Council Committee on Systems-Analysis and Data Processing had completed a rough draft of the presentation which they plan to present to Council at the meeting of January 19, 1970. COMMENTS FROM COUNCIL RES NO. 31l4 - SENATOR SCHMITZ - ADOPTED Councilman Coen informed the Council that, at the meeting of October 20, 1969, they had adopted a resolution commending the area legislators. Councilman Coen stated that he felt that a State Senator representing this area has.been remiss in his duties toward the people of the City, and. he believed that said Senator's name should be deleted from the resolution. Councilman Coen then made a motion to rescind the action of the Council in adopting Resolution,No. 3055 with the name of Senator .John G. Schmitz included therein. Following considerable discussion by the Council, the motion was withdrawn by Councilman Coen. Page 5 - Council Minutes - 11/17/69 Mr. John Murdy, 1401 Lincoln Lane, Newport Beach, applicant, addressed Council and gave reasons why he believed the requested zone change should be granted. There being no one further present to speak on the matter, and there being no protests filed, either oral or written, the hearing was closed by the Mayor. On motion by Coen, Council sustained the decision of the Planning .Commission and directed the City Attorney to prepare an ordinance effecting the change of zone in Zone Case No. 69-32. Motion carried. PUBLIC HEARING - CODE AMENDMENT NO 69-10 - APPROVED Mayor Green announced that this was the day and hour set. for a public hearing on Code Amendment No. 69-10 which proposes to (a) amend Article 943 - C2 Community Business District and Article 945 - C3 .General Business District, by adding the requirement that automobile service stations be permitted, subject to a use permit in both dis- tricts and (b) require approval by the Board of Zoning Adjustments .for all .uses in the C2, C3 and C4 zones which do not require use per- mit approval. The C-ierk informed Council that all legal requirements for notifi- cation, publication and posting on said public hearing had been met and that he had received no communications or written protests to Code Amendment No. 69-10, or to the recommendation of approval of the Planning Commission. Mayor Green declared the hearing open. There being no one to speak on the matter and there being no protests filed either oral or written, the hearing was closed by the Mayor. On motion by Bartlett, Council approved Code Amendment No. 69-10 and directed the City Attorney to prepare an ordinance amending the Huntington Beach Ordinance Code. Motion carried. rr PARKING AUTHORITY MEETING CALLED Mayor Green called a meeting of the City Parking Authority for Monday, November 24, 1969, at 5:30 P.M. at the Sheraton Beach Inn, Huntington Beach, California, and directed the Clerk to notify all newspapers of said meeting. INFORMAL MEETING CALLED Mayor Green called an informal meeting of the Council as a Committee of-the-Whole for Monday, November 24, 1969, at 8.00 A.M. at the Sheraton Beach Inn, Huntington Beach, California. ADJOURNMENT.
