YOUTH COALITION COMMITTEE - "WEEK OF AGAPI" - LAKE PARK CLUBHOUSE ''
Mr. Jim Sampson, Chairman of the Youth Coaltion Committee informed Council
that their organization planned to hold an event called the "Week of
Agapi" at the Lake Park Clubhouse and requested that Council authorize
an expenditure of $50.00 for refreshments to be reimbursed to the City
from ticket sale proceeds. .
Mayor Green stated that this expenditure had been previously authorized,
but that he had requested Mr. Sampson's presence at the meeting tonight
for the purpose of informing the Council of the "Week of Agapi event
planned by the committee.
FISH & CHIP-6PERATION - MUNICIPAL PIER - APPROVED
The City Administrator informed Council of a recommendation from the
Director of Harbors, Beaches and Development, that Pier Building 1 on the
municipal pier be leased by the city to Mr. Carl McCullah for a fish and
chip loperat ion.
On motion by Coen, Council approved the recommendation of the- Directors
of Harbors,. Beaches and Development and approved the lease of Pier Build-
ing 1 to Mr. Carl McCulla.h to conduct a fish and chip operation and
authorized the Mayor and City Clerk, upon approval by the City.'.Attorney,
to execute same on behalf of the City. Motion carried.
ORDINANCES FOR ADOPTION
On motion by Kaufman, Council directed the Clerk to read Ordinance
Nos. 156o, 1561, 1563 and 1564 by title, waived further reading and
passed and adopted same by the following unanimous roll call vote:

NOES: Councilmen: None

ORDINANCE N0. 1565 - ADOPTED - 'CIVIC DISTRICT SUFFIX'
Considerable discussion was held by Council regarding Ordinance No. 1565.
Fire Chief Picard spoke briefly regarding the addition of the 'Civic
District Suffix' to the code and its effect upon the Design Review Board.
On motion by Shipley, Council directed the Clerk to read Ordinance
No. 1565 by title and waived further reading by the following unanimous
roll call vote:
AYES:' Councilmen: Shipley, Bartlett, McCracken, Kaufman, Coen, Green
NOES:. Councilmen: None

Mayor Green declared the hearing open.
The Clerk read a communication from Mr. Adam A. Ausing, P.O. Box 5454,
Santa, Monica, California, requesting that Council approve Conditional
Exception No. 70-1.
Mr. R. W. Shull, 1704 Coral Place, Seal Beach, addressed Council and
gave reasons why he believed Council should deny Mr. Elliott's request.
Mr. W. M. Elliott, appellant, 8321 Magic Circle, City, addressed Council
and gave reasons why he believed Council should permit the reactivation
of his well.
Considerable discussion was held by Council on this matter.
There being no one further present to speak on the matter and there
being no further protests filed either oral or written, the hearing
was closed by the Mayor.
On motion by Coen, Council deferred action on this appeal to the meet-
ing of May 4, 1970, and further directed the City Administrator to
contact the Sun Oil Company regarding possible safety violations on
their oil sites. Motion carried.
PUBLIC HEA I0NG - CODE AMENDMENT.NO. 70-1 - APPROVED
Mayor Green announced that this was the day and hour set for the con-
tinuance from February 16, 1970 of a. public hearing on Code Amendment
No. 70-1 for the purpose of considering a proposed Code Amendment to
add Article 966 - Community Facility District to the Huntington Beach
Ordinance Code; such district to designated areas devoted to major
public development which serve the community's need for educational,
recreational, health, safety, governmental and administrative facili-
ties and also the manner by which these areas may be reclassified.
Mayor Green declared the hearing reopened.
There being no one present to speak on the matter, and there being no
protests filed, either oral or written, the hearing was closed by the
Mayor.
On motion by Bartlett, Council sustained the decision of the Planning
Commission; approved Code Amendment No. 70-1 and directed the Clerk
to give Ordinance No. 1564 a first reading by title - "AN ORDINANCE OF
THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE
CODE BY RENUMBERING ARTICLE 966 ENTITLED 'S1 DISTRICT', AND ADDING A
NFW AR`1'ICLE 966, ENTITLED, 'COMMUNITY FACILITIES DISTRICT' ."
On motion by Bartlett, Council waived further reading of Ordinance
No. 1564. When put to a vote the motion passed unanimously.

PUBLIC HEAIRING - CODE AMENDMENT NO. 70-2 - APPROVED
Mayor Green announced that this was the day and hour set for a public
hearing on Code Amendment No. 70-2 to add Article 967 - Civic District
Suffix to the Huntington Beach Ordinance Code; such district to be
designated to establish civic districts which may be placed around
civic centers, public parks, public buildings, or public grounds in
Major public developments, and to describe the procedure for Design
Review Board review of plans in this district prior to any permit being
issued and the manner in which appeals may be made to the City Council.
The Clerk informed Council that all legal requirements for notifica-
tion, publication and posting on said public hearing had been met and
that he ha.d received no communications or written protests to Code
Amendment No. 70-2 or to the recommendation of approval of. the
Planning Commission.
Mayor Green declared the hearing open.

CE NO. 70-2 - APPEAL - GREENLEAF MOBILE HOME SALES - DENIED
Mayor Green announced that this was the day and hour set for a public
hearing to consider an appeal filed by Anton Dumhart, Attorney, ,
7505 Westminster Avenue, Westminster on behalf of California Mobile
Home Dealers Association, to the approval by the Planning Commission
of Conditional Exception No. 70-2 to permit the sale of mobile homes
in conjunction with mobile home park for a period of six months in the
R5 Office-Professional District, on property located on the east side
of Pacific Coast Highway, 100 feet northwest of Beach Boulevard.
The Clerk informed. Council that all legal requirements for notifica-
tion, publication and posting on said public hearing had been met and
that he had received no communications or written protests to Condi-
tional Exception No. 70-2 other than the letter of appeal.
The Planning Director presented a resume' of the Planning Commission's
reasons for recommending approval of Conditional Exception No. 70-2.
Mayor Green declared the hearing.open.
Mr. Anton Dumhart, Attorney, representing the appellent, addressed
Council and gave reasons why he believed the Planning Commission's
approval of Conditional Exception No. 70-2,was not warranted.
Mr. E. C. Watson, 19361 Brookhurst Street, 19361 Brookhurst Street,
City, addressed Council and stated his opposition to the Planning
Commission's approval of Conditional Exception No. 70-2.
Mr. Tom Ballast, Owner and Operator of Mobile World, 19432 Beach
Boulevard, City, addressed Council and gave reasons why he felt that
Conditional .Exception No. 70-2 should not be approved.
Mr. Harry E. Remke, 1500 N. Harbor Boulevard, Santa Ana, addressed
Council and gave reasons why he opposed the granting of Conditional
Exception No. 70-2.
There being no one further present to speak on the matter, and there
being no further protests filed, either oral or written, the hearing
was closed by the Mayor.
On motion by Bartlett, Council overruled the decision of the Planning
Commission and denied Conditional Exception No. 70-2. Motion carried.
Councilman Matney requested that the City Attorney and City Adminis-
trator study the matter further with the California Electric Company.

hearing on Code Amendment N0. 70-1 for the purpose of considering a

serve the community's need for educational, recreational, health,
safety, governmental and administrative facilities and also the manner

reclassified.
The Planning Commission unanimously approved the revised code
amendment on January 27 , 1970, and recommends adoption by
your Honorable Body.

AMENDING THE HUNT G`i'ON BEA ORDINANCE CODE
BY REPEALING ARTIC 966, NTITLED ''S1 DIS-
TRICT,14 AND ADDING A ARTICLE 966, EN-
TITLED, "COMMUNITY FA L S DISTRICT"
The City Council of the City of Huntington Beach does
ordain as follows:
SECTION 1. Article 966 of the Huntington Beach Ordinance
Code is hereby repealed.
SECTION 20 The Huntington Beach Ordinance Code is hereby
emended by adding Article 966, entitled "Community Facilities
District," being Sections 9660, 9661 and 9662, to read as follows:
96600 STATEMENT OF INTENT. In order to identify property
which has been acquired by the city or another public agency for
educational, recreational, health, safety, governmental and other
public purposes, a community facilities district (CF-) is hereby
created.
9661. METHOD OF DESIGNATION. The community facilities
symbol, hereinafter specified, shall be placed on the official
zoning maps of the city by the Planning Director to designate
property which is being used for the above purposes and to des-
ignate property which has been acquired by the city, or another
public agency for such purposes. No hearing shall be required
for such a designation.
9662. SYMBOLS.
CF-6: Civic uses including city administrative offices,
police facility, .fire stations, city maintenance yards , parking
lots or other curie structures or uses.
CF-E: Educational institutions
CF-R: Recreational areas
CF-=H: Hospitals
SECTION 3. The provisions of this ordinance insofar as
they are substantially the same as existing provisions of the

Huntington Beach Ordinance Code relating to the same subject
smatter ;shall be construed as restatements and continuations
and not as new enactments.
SECTION #e This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within Fifteen
days after adoption in the Huntington Beach News, a meekly news-
paper of general circulation, printed and published in Hunting-
ton Beach, California.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the
