The intent is to repeal open space provisions in the R2. R3 and R4 Districts and renumber S. 9163.3, S. 9203.4 and S. 9233.4 et sequentia to S. 9163.59 S. 9203.5 and S. 9233.5 et sequentia, respectively. Said amendment also defines "Townlot" and "Recreation Space" and establishes the requirement of an Administrative Review application in the R2. R3 and R4 zones that are within the Townlot Area. The Planning Commission, at their October 5, 1971 meeting, unanimously approved Code Amendment No. 71-23 and recommends approval by your Honorable Body. Passive recreation facilities may .include. outdoor 9 sitting areas In the form of sundecks, balconies, patios, roof gardens, 10 and specially designed shaded areas adjacent to walkways. Active 11 recreation areas include pedestrian ways located and landscaped to provide 12' for strolling activities, tennis courts, swimming and boating areas, 13 shuffleboard courts, bridle paths, playlots, playgrounds, and playf.iel_ds. 14 (t) Townlot: Shall mean the area and parcels within the area bounded by 16 Pacific Coast Highway on the southwest, Goldenwest Street on the north- 16 west, Palm Avenue on the north and northeast, and Lake Street on the east 17 and southeast. (112) 18 S. 9161.2 Uses Subject to Administrative Review: All. uses in the 19 Townlot shall be subject to approval of an Administrative 20 Review Application before the Board of Zoning Adjustments unless a Use fermi t 21 Application is required.
