established, printed and published in the State of California, and
County of Orange, for at least one year next before the publication
of the first insertion of this notice; and the said newspaper is not
devoted to the interest of, or published for the entertainment of any
particular class, profession, trade, calling, race or denomination, or

Gentlemen:
Transmitted herewith is a copy of Code Amendment No . 71-25 .
Said Code Amendment proposes to renumber and amend the
street and highway width provisions of S . 9941 . 3 et
sequentia. The intent of this proposal is to increase
the right-of-way width dedication provisions of the
Subdivision Code to conform to present policy.
The Planning Commission, at their November 2 , 1971 meeting ,
unanimously approved Code Amendment No . 71-25 and recommends
approval by your Honorable Body.
The State Planning Act requires that a public hearing be
held after which the Code Amendment may be adopted by
ordinance .

Code Amendment No. 71-25 proposes to renumber
and amend the street and highway width pro-
visions of So994103 et sequentiao The intent
of this proposal is to increase the right-
of-way with dedication provisions of the
Subdivision Code to conform to present policy.
This code amendment was discussed with the
Planning Commission at a previous Study Session
at which time it was agreed the staff should
set the matter for public hearing.
The staff recommends approval of Code Amendment
No. 71-25.

CODE AMENDMENT NO 71-25
NOTICE IS HEREBY GIVEN that a public hearing will ` be held
by the City Planning Commission of the City of Huntington
Beach for the purpose of considering a proposed code amendment to
renumber and amend street and highway width provisions of S. 9941.3
et sequentia. The intent of said proposed code amendment is to increase
the right-of-way width deuication provisions of the Subdivision Code.
Said hearing will be held at the hour of 7:00 P.M. ,
on November 2, 1971 1 in the Council Chamber of the Civic Center,
untington Beach, California, on 5th Street between Main Street
P.nd Orange Avenue.
All interested persons are invited to attend said hearing
and express their opinions for or against the proposed
Code Amendment

That the following changes are proposed to the Huntington Beach
6 Ordinance Code: The intent being to adjust the right-of-way
widths and lengths provisions of the SuboivisionryCode - Article
7 994 General Regulations and Design. Said changes shall read as
follows:

10 RENUMBERED: S. 9941. 3.1 to S. 9941.3.4
11 AMENDED:
12 S. 9941.3 Street and Highway Widths: The width of streets and
18 highways that are: 1) not shown on the Master Plan o
14 Arterial Streets and Highways, 2) not shown on any precise plan o
15 street or alley alignment, 3) or will be affected by proceedings
16 initiated by the City Council, or 4) approved by the City Council
17 upon initiation by other legally constituted governmental bodies
18 shall not be less in width than those set forth hereinunder:

7 B. CONDITIONS:
8 1. The Director of Public Works may require an increased
9 curb height and an increased parkway width to provide
10 adequate drainage for the property.
11 2. The Director of Public Works may require increased
1.2 right-of-way widths to provide for projected probable

U 3. All collector streets shall be sixty (60) feet wide
16 at their intersection with arterial highways.
16 4. Maximum street lengths shall be governed by accepted
17 subdivision design practices.
18 5. A thirty (30) inch box tree shall be planted in the
10 front yard of each lot and in the exterior side yard
20 of each corner lot as provided in the street-tree
21 standards adopted by the City.
22 6. When a street has a parkway less than eight (8) feet
23 in width then a twenty-four (24) inch easement in back
24 of the side walk shall be dedicated to the City for
26 public utility purposes.
26 S. 9941.3.2 Centerline Measurement: Measurement of all streets
27 shall be made between the cdnterline of intersecting
28 streets. Culs-de-sac shall be measured between the centerline of
29 the intersecting street and the cul-de-sac radius point.
