He further info=c.d Council of. the recommendation of approval by the Police Department and Administration. On motion by Matney, Council granted a Certificate of Public Need and Necessity to Lawrence Security, Inc., to conduct a private patrol business in the city, with the stipulation that if said business ceases operation in the city for a six month period, the Certificate shall become null and void. Although there is a 10 day appeal period, we suggest that the matter be set for the earliest possible City Council meeting, because the purpose of any appeal is to have a hearing before the City Council and this is already being accomplished.
