Rowlands, City Administrator D RE: Code Amendment No. 76-2 Transmitted herewith is Code Amendment No. 76-2 , generally referred to as "Revisions to Combining Oil Districts" . It is a proposal to delete reference to the terminology of redrilling and allow such similar redrilling work to be completed by a side-track operation. This process will only be permitted on existing oil wells that .are located in the "O" (Oil Combining) districts. The Planning Commission, at their meeting of March 2 , 1976 , reviewed the proposed amendment and granted approval by a unanimous vote and recommended approval by the City Council. The proposed amendment has been granted an exemption pursuant to Section 15037 (c) and 15060 of the California Environmental Quality Act. RECOMMENDATION: The Planning Commission recommends approval of Code Amendment No. 76-2. Respectfully submitted, Richard A. CODE; AND AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING SUBSECTIONS (c ) AND (f) OF SECTION 9681, AND SECTIONS 9684 , 9685, 9685. 2 AND 9686 . 3 PER- TAINING TO COMBINING OIL DISTRICTS The City Council of the City of Huntington Beach does ordain . as follows : SECTION 1 . Section 15 . 08 . 450 of the Huntington Beach Municipal Code is hereby repealed. SECTION 2 . The Huntington Beach Ordinance 'Code 'is hereby amended by amending subsections (c ) and (f) of Section 9681, and Sections 9684 , 9685, 9685 . 2 and 9686. 3 to read as follows : 9681(c ) Oil operation shall mean the use or maintenance of any installation., facility, or structure used, either di- rectly or indirectly , to carry out or facilitate one or more of the following functions : drilling, rework and repair, production, processing extraction, assisted recovery, stimu- lation, st6rage ; or shipping of oil, gas ,or hydrocarbons from the subsurface of the earth . 9681(f) Rework or repair shall mean any work carried on within a bore hole at the ground surface of an existing well, including recompletion within the existing bore hole or by a sidetrack operation beyond the extremities or sides of the existing, bore hole casing. 9684 . 110" COMBINING. OIL DISTRICTS . There is hereby established the "0" District . The following uses , and none other, are allowed in the "0" District : (a) Any use allowed in the Combining Oil District ; and (b) Any oil operation, as defined herein, except drilling or fire flooding. 9685 . 1101" COMBINING OIL DISTRICTS. There is hereby 1 . JOC :ahb t established the "Ol" District . All uses allowed in the 110" District are allowed in the . "Ol" District provided an initial use permit is first obtained from the Board of Zoning Adjustments , pursuant to Article 981 of. this code . All subsequent uses of like kind shall be included in such initial use permit . All uses not allowed in the "0" District are .not allowed in the "01" District with the exception of drilling.' 9685 . 2. DRILLING ALLOWED ON OIL OPERATION SITE ONLY, No person or persons shall drill or cause to be drilled any oil well except on an oil operation site . 9686 . 3. SECTION 3, This ordinance shall take effect thirty days after its adoption.
