NOTICE OF PUBLIC HEARING
Code Amendment 76-7
NOTICE IS HEREBY GIVEN that a.pub-
lic hearing will be held by the City
Council of the City of Huntington Beach
in the Council Chamber of the Civic
Center, Huntington Beach, at the hour
of 7:00 P.M., or as soon thereafter as
possible, .on Monday the 21st day of
June, 1976,for the purpose of considering
proposed Code Amendment No. 76-7, in-
itiated by the Planning Commission,being
an amendment to Sections 9371.11 and
9372.8 of the Ordinance Code(North Hunt-
ington Center Specific Plan). Said amend-
ment will provide for establishment of
standard specifications to regulate park-
ing arrangements within Site One of
said Specific Plain. A copy of proposed
Code Amendment No. 76-7 is on file in
the Planning Department Office.
All interested persons are invited to
attend said hearing and express their
opinions for or against said Code Amend-
ment.

RE: CODE AMENDMENT NO. 76-7 "SPECIFIC PLAN AMENDMENT"
Transmitted herewith is proposed Code Amendment No. 76-7 generally
referred to as "Specific Plan Amendment. " This amendment is a modifi-
cation to the development standards pertaining to a portion of the
North Huntington Center Specific Plan, an ordinance governing a
particular portion of the City in which several land uses have been
permitted provided they are integrated into a comprehensive develop-
ment plan.
Specifically, this amendment would permit compact car parking within
Site I of the Specific Plan. Site I is that portion of the Specific
Plan which permits apartments to be built.
The amendment will provide for establishment of a parking arrangement
specification to which the developer of the property located in Site I
would have to comply.
The proposed specification is attached with a suggested Resolution for
its adoption concurrently with the ordinance amendment to the Specific
Plan. Also attached is the staff' s report to the Planning Commission
dated May 18, 1976.

ENVIRONMENTAL STATUS:
Code Amendment No. 76-7 is a minor modification to Code Amendment No. 75-13
"North Huntington Center Specific Plan. " Code Amendment No. 75-13 was
granted a negative declaration (ND 75-68) . As the proposed amendment is
minor in nature and does not pose substantially new environmental concerns,
the amendment was granted a categorical exemption pursuant to the California
Environmental Quality Act of 1970.

SUGGESTED ACTION:
After conducting a public hearing, approve Code Amendment No. 76-7.
1. 0 BACKGROUND INFORMATION:
At its Study Session of April 27 , 1976, the Planning Commission
directed the Staff to prepare a Code Amendment to the North Hunting-
ton Center Specific Plan (Article 937) which would allow the
Commission to approve Compact Car Parking Provisions within Site I
of the Specific Plan. Site I is that area of the plan in which
a 280 unit apartment complex is proposed to be built.
The apartment complex was approved as part of Conditional Use
Permit No. 75-24 (Jerwel Enterprises) , on February 3, 1976 .
2. 0 SUMMARY OF PROPOSED AMENDMENT:
Proposed Code Amendment No. 76-7 will amend the general provisions o
the North Huntington Center Specific Plan to provide an exception to
the requirement that all proposed development under the Specific
Plan must provide parking arrangements in compliance with Article
979. Concurrently, Section 9372 . 8 , Site 1 regulations for
parking. facilities, is proposed to be amended for the purpose of
allowing a modified parking arrangement. Specifically, Section
9372. 8 is proposed to be amended to state that parking arrangements
shall conform to specifications on file_ in the Planning
Department.
In conjunction with the proposed amendment the Staff has prepared a
standard specification which, if acceptable to the Planning
Commission, would serve as governing criteria to which development
under Site I of the Specific Plan would have to conform.

3. 0 ENVIRONMENTAL STATUS:
Code Amendment No. 76-7 is a minor modification to Code Amendment
No. 75-13 "North Huntington Center Specific Plan" . Code Amendment
No. 75-13 was granted a Negative Declaration (ND 75-68) . As the
proposed Amendment is minor in nature and does not pose substantially
new environmental concerns, the amendment was granted a categorical
exemption pursuant to the California Environmental Quality Act of
1970. (See attached communication. )
4. 0 FISCAL IMPACT OF PROPOSED LEGISLATION:
No proposed fiscal impact is anticipated as a result of adoption of
this code amendment.
5. 0 RECOMMENDATION:
The staff recommends approval of Code Amendment No. 76-7 and formal
endorsement of the specifications regarding parking arrangement_ '

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF HUNTINGTON BEACH APPROVING PARKING
ARRANGEMENT SPECIFICATIONS TO BE PLACED ON
FILE IN THE DEPARTMENT OF PLANNING. SAID
SPECIFICATIONS SHALL GOVERN PARKING ARRANGE-
MENTS WITHIN THAT AREA DESIGNATED AS SITE I
OF THE NORTH HUNTINGTON CENTER SPECIFIC PLAN
PURSUANT TO ARTICLE 937 OF THE HUNTINGTON BEACH
ORDINANCE CODE.
WHEREAS, the Planning Commission of the City of
Huntington Beach has initiated an amendment to the North
Huntington Center Specific Plan as it relates to Site I,
therein; and said amendment states that parking arrange-
ments within Site I shall conform to specifications on
file in the Planning Department.
NOW, THEREFORE, BE IT RESOLVED the Planning Com-
mission of the City of Huntington Beach, hereby approves said
specifications (Attachment "A" herewith) as a formal regulation
pertaining to parking arrangements within Site I of the North
Huntington Center 'Specific Plan.
PASSED AND ADOPTED by the Planning Commission of the
City of Huntington Beach, California on the 18th day of May,
1976 by the following roll call vote:
