RECOMMENDATION: The Planning Commission and Planning staff recommend that the City Council approve Code Amendment No. 81-6 and adopt the attached ordin- ance. As identified in the code Code Amendment 81-6 September 9, 1981 Page 2 Amendment, 25 percent compact parking .would be allowed for commer- cial developments with a minimum of 20 parking spaces. A full-size parking space is 9 .x 19 feet, whereas a. compact parking space would be 8 x 15 feet.. The Planning Commission approved-Code Amendment No. 81-6 deleting' Section 9792. 8 . 3, Landscaping. The Planning Commission felt that the purpose of the amendment was to utilize the land more efficiently, thus .the landscaping requirement was elim- inated. Further, the original code amendment which the City Council requested addressed compact parking in residential and industrial zones. However, the Planning Commission wanted �further .study in these areas prior to considering a provi-sion for compact parking in those types of development. The staff is in the process of analyzing residen- tial and industrial zones for such provisions. ENVIRONMENTAL STATUS: Pursuant. to the. provi.sions set forth in the California Environmental ' Quality Act, Code Amendment NO. . 81-6 is .exempt from environmental review. This amendment will allow compact parking spaces for only retail and office/pro- fessional uses. The public hearing was opened. Speaking on behalf of the Hunting- ton Center, James Truxel stated that he is concerned with the justification for landscaping requirements. He felt that the existing landscaping in the Center is attractive and failed to see the need for additional landscaping. If the proposed guide- lines were followed, he would end up with less parking than he now has . The position of the Huntington Center is that if he had to include the landscaping requirement, he would just leave the Center the way it is now. He recommends excluding the land- scaping requirement. The public hearing was closed. Commission discussion opened. Commissioner Paone felt that the purpose of the amendment was to be more efficient and stated he, would recommend excluding the landscaping requirement. Commis- sioner Porter agreed, stating that the question is not so much new development, but a nonconforming use based on area and not the number of spaces. Commissioner Bannister felt that multi- story parking should be explored. This study was initiated in conjunction with the current discussion on a potential revision to the City' s parking ordinance to permit compact parking at commerical centers . Although our study findings relate specifically to the Huntington Center , we believe they reflect current vehicle fleet and usage trends representative of other commercial centers in the City as well as Orange County and Southern California in general. "COMPACT CAR" DEFINED A compact car is generally defined as having dimensions which fall within a 15-foot by 6-foot envelope (overall length of 180 .inches and overall width of 72 inches) . Prelude Jetta, Beetle It should be noted that there are a number of cars which are ordinarily considered by most persons as falling into the compact car category which do not meet the 6-foot x 15-foot envelope criteria. While these are 72 inches or less in width, they exceed the 180-inch length. Examples of vehicles within this category are the past models of AMC Hornet, Audi 100LS, Dodge Dart and Ford Maverick and current BMW. 530i , Datsun Maxima, Toyota Cressida and most Volvo models. The dimensions of the compact car space as developed by the parking industry and adopted in many municipal ordinances are 7.5 feet wide by 15 feet long which are consistent with the compact car definition presented above. CURRENT VEHICLE FLEET TRENDS The most readily available compact sales data in Southern California are from the Los Angeles Times New Car Sales Analysis for Los Angeles County and are summarized in Table 1. Our" experience indicates that this information is representative of Orange County as ,well. As shown in Table 1 , compact car purchases constitute an increasing percentage of total sales , ranging from 22 . 8 percent in 1965 to 43 . 67% in 1979 . Subsequent data for Los Angeles County totalled 60.6 percent compacts in December 1980 and 61 .2 percent in March 19.81, which is the latest reporting period available. Equivalent data for Orange County in. December 1980 and March 1981 equalled 64 .7 percent and 63 .6 percent, respectively. Based on a continuation of the sales trends identified by the L.A. Times, we estimate that compact car sales will reach 75 percent by 1990, and that well over 60 percent of the cars in use by 1990. will be compact. 2 ' Linscott, Law & Greenspan, Inc., Engineers ORDINANCE PROVISIONS IN OTHER CITIES An inventory of the zoning ordinance provisions as they relate to compact parking in commercial centers has been conducted in 27 cities and 4 counties in the Southern California area. Those jurisdictions which currently permit or are considering . revision of their ordinance to permit compact designated parking are presented in Table 2 with the applicable parking criteria. Some other .cities indicated that although they do not intend to ammend their ordinances , they do encourage applications for variances to permit compact parking and consider those requests on a case-by-case basis. As shown in Table 2,. three jurisdictions are currently considering ammending their ordinance to permit compact parking while 10 others currently permit compact spaces ranging from 10 to 50 percent of total supply. The cities of Irvine and San Diego permit 50 percent compact spaces, as does the County of Orange with administrative review. The City of Los Angeles recently .ammended their ordinance to permit 40 percent compacts at commercial center.s in fulfillment of the code parking requirements. The dimensions of the compact space within each ordinance are fairly consistent with the industry criteria of 7.5 feet by 15 feet, although there are some exceptions. Our typical recommendation in a commercial setting is an 8-foot width and a 15-foot length. We believe that the 8-foot width provides greater flexibility in overall supply, eases vehicle entry by shoppers with packages, and is appropriate, given the parking turnover characteristics of a retail center. PAST EXPERIENCES WITH COMPACT PARKING Designation of compact parking at a shopping center is a relatively new application of a practice which has been common within a commercial office setting for many years. Extensive studies have been conducted of office parking demand in a "compact" versus "standard" context; Those studies, including extended investigations at Newport Center by Linscott, Law & Greenspan , Inc . . (1974-76) indicated the average number of compacts to be approaching one-half of the total vehicles observed. The Newport Center data ranged from 44 .9 percent in 1974 to 49 .4 percent in 1976. A 1980 study at a Fountain Valley office/financial institution site yielded a 51 percent compact oberservation-. Based on those studies, we typically recommend a compact car allocation of at least one-third (33 percent) of the . total parking supply when applied to office developments. AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY AMENDING SECTION 9791, AND ADDING SECTIONS 9792. 8 THROUGH 9792. 8.2 RELATING TO COMPACT CAR PARKING The City Council of the City of Huntington Beach does ordain as follows : SECTION 1. The Huntington Beach Ordinance Code is hereby amended by amending section 9791 to read as follows : 9791. OFF-STREET PARKING STANDARDS. The following standards shall apply to all off-street parking areas : (a) Thirty Degree Parking. All parking lots designed for thirty (.30 degree parking stalls shall conform to Diagram A hereof. (b) Forty-five Degree Parking. All parking lots designed for forty-five (45 ) degree parking stalls shall conform to dia- gram B hereof . ( c) Sixty Degree Parking. All parking lots designed for sixty (60 ) degree parking stalls shall conform to Diagram C hereof. (d) Ninety Degree Parking. All parking lots designed for ninety (907 degree parking stalls shall conform to Diagram D hereof. ( e) Parallel Parking. All parking lots designed to have parallel parking shall conform to Diagram E hereof. (f) Compact Parking. ALL parking facitities designed for compact cars shatt conform to Diagram J hereof. SECTION 2. The Huntington Beach Ordinance Code is hereby , amended by adding thereto sections 9792. 8 .8 through 9792.8. 2 to read as follows : 9792.8 . COMPACT CAR PARKING . For the purpose of this article, a compact car is one which is not more than fifteen ( 15) feet in length. Compact car parking may be used to satisfy a ahb 9/3/81 1 . feet in length. Compact car parking may be used to satisfy a portion of the required parking for commercial uses , subject to the review and approval of the Director of Development Services , or at the time of an initial application for entitlement of a use , as required by this code. Such approval shall not be granted unless the applicant has satisfactorily demonstrated that : (a) Compact car parking is a workable alternative to stand- dard parking through design and layout and is not likely to re- sult in unnecessary traffic congestion; and (b) An equitable system of assignment and distribution of parking stalls for compact cars has been established; and ( c) Stalls provided for compact cars can be converted, if necessary, to standard parking stalls. 9792.8 .1 . STALL SIZE. Except as demonstrated on Diagram J, the minimum size for compact car stalls shall not be less than eight (8 ) feet wide and fifteen ( 15) feet long. 9792.8.2 . COMPACT PARKING ALLOCATION. Commercial develop- ments with twenty (20) or more parking spaces shall be allowed a maximum of 40 percent compact car parking. Spaces allocated for compact cars shall be clearly designated as such at the foot of each stall. SECTION 2. This ordinance shall take effect thirty days after its adoption.
