RECOMMENDATION: Direct the planning staff to, "Continue their efforts to update the Downtown Specific Plan. " ANALYSIS• Staff has recently held a series of comprehensive meetings in an effort to redefine the Downtown Specific Plan. The adopted Downtown Specific Plan contains development standards which are inconsistent with the goals which have been articulated by the City Council . Further, the projects built to date, (Pavillion, Townsquare, Pier Colony, etc. ) represent a scaled down version of what is permitted by code. Planning staff has set an ambitious schedule in order to regain the momentum needed to continue the redevelopment downtown. Council may wish to defer action on projects in the downtown core area until February, 1991, to allow for a dialogue to take place as to the direction in which the downtown redevelopment eff.ort should take. Listed below is a proposed schedule: December, 1990 - Introduce schedule for Downtown Master Plan. What is the Vision for the Downtown Core? What is the Village Concept? Review of Adopted Downtown Master Plan. l r PIO 5/85 January, 1991 - Staff Finalizes Concept for the Downtown Plan. January 22 , 1991 - Study Session with City Council to Discuss Staff ' s Analysis of the Village Concept . Receive Direction and Guidance from the City Council . January 23 , 1991 - Study Session with Planning Commission. February 4, 1991 - Staff Presents a Paper to the City Council which Outlines Conceptual Changes to the Downtown Specific Plan. February, 1991 - Staff Meets with the Various Civic Organizations to Discuss New Development Standards . February 14 , 1991 - Staff Presents Conceptual Plan to the Planning Commission. February 26 , 1991 - Study Session with Planning Commission to Review New Development Standards for the Downtown Specific Plan. These Standards will Implement the Concepts Discussed in January, 1991 . March 5, 1991 - Planning Commission Public Hearing on Updated Downtown Specific Plan. April 1, 1991 - City Council Public Hearing on Updated Downtown Specific Plan. June, 1991 - Coastal Commission Takes Action on Local Coastal Plan Amendment. FUNDING SOURCE: Not applicable. Yes New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions, Attachments: Statement of Issue: Chapter 93, Article 930, of the City Code is currently mislabelled. Section 9300 (c) should be titled "Downtown Specific Plan" to coincide with 9300 (c-1) - 9300 (c-3) and there is no existing section of the code for assigning the Meadowlark Specific Plan. Recommendation: Adopt the attached ordinance to amend Chapter 93, Article 930, Section 9300 to read as follows: Sections: 9300 Specific Plans 9300 Specific Plans. The following specific plans are on file in the office of the City Clerk and the Department of Community Development. (a) Seabridge Specific Plan (2550-5/82, 2606-3/83, 2617-6/83, 2797-10/85). (b) Huntington Harbour Bay Club Specific Plan (2606-3/83). (c) Downtown Specific Plan (c-1) Downtown Specific Plan Areas 2, 7, and 8-A. (2647A-1 1/83) (c-2) Downtown Specific Plan Areas 2 and 6. (2674B-1 1/83) (c-3) Downtown Specific Plan Areas 3, 4, 5, 8-b, 9, 10, and 11. (d) Seacliff Specific Plan No. 1 (2959-10/88). (e) Ellis-Goldenwest Specific Plan (2998-7/89). (f) Meadowlark Specific Plan (2970-11/88). PI 5/85 ACA Continued Page -2- October 19, 1990 Analysis: At the time of adoption, both the Downtown Specific Plan and Meadowlark Specific Plan were not assigned to the appropriate section of the Ordinance Code. The recommended action would reassign Section 9300 (c) to "Downtown Specific Plan", (d) to Seacliff Specific Plan No. 1, (e) to Ellis Goldenwest Specific Plan and newly created (f) would be assigned to the Meadowlark Specific Plan and reassign Alternate Action: Allow code to remain temporarily as it now exists and direct staff to make the appropriate corrections with the Division 9 rewrite.
